Restoration and conservation of natural ecosystems

Green growth is a new approach in economic development of countries around the world, bringing both economic benefits and aiming at restoring and preserving natural ecosystems. In particular, green growth is an important part of sustainable development, ensuring effective and sustainable economic development, while contributing significantly to the fight against climate change.

Recognizing the importance of TTX to the socio-economic development goals of the province, the Department of Agriculture and Rural Development has promoted the implementation of the program through the implementation of solutions to restructure the agricultural sector associated with new rural construction and sustainable poverty reduction. In particular, the goal is to build professional farmers who adapt to the digital economy, circular economy, and sharing economy. Developing agriculture in the direction of ecology, organic, circular, low carbon emissions to improve growth quality, added value, competitiveness and sustainable development...

With specific goals and directions, in 2023, the province's agricultural, forestry and fishery production will continue to develop stably, agricultural products will be consumed smoothly, the value of agricultural, forestry and fishery production is estimated at 49,478 billion VND, an increase of 4.61% over the same period in 2022. In particular, the province's priority sectors and fields of TTX have achieved some remarkable results.

Specifically, the crop cultivation sector promotes its advantage as a strategic production sector to ensure domestic demand and serve exports on the basis of rational, flexible and effective use of agricultural land, contributing to the supply of raw materials for the processing industry. In 2023, the crop structure will be transformed more flexibly, prioritizing the development of crops with comparative advantages and high demand (high-quality rice, vegetables, fruit trees). The estimated production value of the crop cultivation sector in 2023 is nearly 30,300 billion VND. To date, the province has issued 1,151 planting area codes with a total area of 99,351 hectares. The area certified to meet food safety conditions is 6,541 hectares, the area certified to VietGAP is 4,868 hectares.

Livestock development has been improved towards concentrated farms, improving the level of intensive farming, gradually meeting market demands in the province. For the aquaculture sector, focusing on developing key aquatic products (pangasius) into an important economic sector of the province, focusing on developing diverse products with strengths (striped snakehead fish, snakehead fish, perch, cage fish, etc.) associated with developing local OCOP products to serve the domestic market and export; researching and developing potential objects with high economic value, contributing to creating new values and improving production efficiency. It is estimated that in 2023, the value of aquatic production will reach 13,500 billion VND, an increase of 5.2% over the same period, reaching 100% of the plan.

In the forestry sector, effectively manage and protect existing forest areas, rationally use and sustainably develop forest resources; maintain stable forest coverage. Focus on forest development, especially production forests. Select suitable tree species and quality seedlings. Apply measures to care for and nurture planted forests to create conditions for forest trees to grow, improve productivity and quality of planted forests. Maximize forestry services and forest environmental services to generate revenue and reinvest in forestry development.

Promoting green growth

In the field of irrigation and natural disaster prevention and control, the Department of Agriculture and Rural Development advised the Provincial People's Committee and the Steering Committee for Climate Change Response - Natural Disaster Prevention and Control and Search and Rescue to issue a Decision to consolidate and assign tasks to the Steering Committee to help proactively control and respond to high tides, extreme weather, prevent and combat riverbank erosion to protect infrastructure works, rice growing areas, and aquaculture. Focus on reinforcing the embankment system, dredging canals, increasing the ability to proactively take water, store water, drain and regulate floods, and at the same time support production and develop other livelihoods besides the two rice crops.

In the field of rural development, focus on developing new rural models associated with stabilizing people's lives, migrating people out of landslide areas, mitigating natural disaster risks, adapting to climate change, and strongly promoting the role of the people and the community as subjects. Create on-site non-agricultural jobs according to the OCOP Program; organize production associated with developing models of Association Halls, Cooperative Groups, Cooperatives, and Cooperative Unions to build production chains in all fields of cultivation, livestock, forestry, and aquaculture... Strengthen inter-provincial and inter-regional production and consumption cooperation to create output for products and seek opportunities to export products with advantages and potential...

Functional sectors effectively carry out forest protection and care work.

From the positive changes in the province's priority sectors and fields of green growth in the past year, in 2024, the provincial agricultural sector will continue to set out tasks to promote green growth such as: encouraging the restructuring of crops on inefficient rice land; guiding and transferring incentives for producers to use organic fertilizers and biological products in production, contributing to improving product quality. At the same time, replicate the model of biosafety-based livestock farming on a farm scale, reducing the number of animals in the form of small-scale household farming; aiming to develop concentrated livestock farming in an industrial direction; developing key aquatic products (pangasius) into an important economic sector of the province.

Along with that, the provincial agricultural sector focuses on renewing agricultural extension activities, taking agricultural cooperatives as the foundation to support farmers in sustainable production; developing new rural models associated with stabilizing people's lives, strongly promoting the role of people and communities in the construction of new rural areas, advanced new rural areas and model new rural areas; continuing to innovate inspection methods, improving the quality and effectiveness of inspection activities, ensuring the progress of inspections is carried out in accordance with the provisions of law...
