Colonel Doan Phong Quang, Deputy Director of the Finance Department, Ministry of National Defense chaired the opening of the training course. Attending the opening of the training course were Major General Le Van Long, Deputy Commander of Military Region 3; representatives of functional agencies of Military Region 3... and more than 200 trainees working in bidding, project management and investment project evaluation and supervision of agencies and units in the Northern region including: Navy, Vietnam Coast Guard, Border Guard Command and General Department of Defense Industry...

During the training period, the trainees will be taught by experienced and specialized lecturers about the new contents stipulated in the Bidding Law No. 90/2025/QH15; Decree No. 214/2025/ND-CP and newly issued circulars of the Ministry of Finance ; updated on the main contents related to the Law on Public Investment; Construction Law and Government Decrees; Circulars guiding ministries and branches related to investment and construction work... In addition, the training course also spends time discussing and answering questions related to investment, construction and bidding activities in the Army to improve the practicality in the training process.

Colonel Doan Phong Quang, Deputy Director of the Department of Finance, Ministry of National Defense, delivered the opening speech of the training course.

Speaking at the opening of the training, Colonel Doan Phong Quang affirmed that project management, investment supervision and evaluation and bidding activities are the core tasks of the Planning and Investment Department. Faced with increasingly high military and defense requirements, the State always pays attention to investment in construction and procurement of technical equipment to develop military and defense potential. Therefore, in order to effectively promote investment and procurement resources, project management, investment supervision and evaluation and bidding activities must be increasingly strict in accordance with legal regulations; requiring officers and commanders of units to officers and employees directly implementing investment projects to know, understand and properly implement the legal regulations of the State and the Ministry of National Defense on project management and bidding activities.

With the desire to update and supplement professional knowledge for units, the Department of Finance, Ministry of National Defense has coordinated with related units to invite experts with deep expertise and rich practical experience to teach the training course. This is a good opportunity for trainees to approach specialized content, combined with the transfer of experience from practical activities.

In order for the training course to achieve its required objectives, the Deputy Director of the Finance Department requested that the trainees fully comply with the regulations on etiquette and manners, spend maximum time, focus on listening, and fully comprehend the content of the course; actively exchange and discuss with a spirit of inquiry, and firmly grasp the issues conveyed by the lecturers so that after the training course, they can apply them to practical tasks at their agencies and units.

The training course is scheduled to last until August 23, 2025.
