Leaders of departments, branches and sectors of Vinh Long province attended the conference at the bridge point of the provincial People's Committee headquarters.

Delegates attending the conference presented some basic contents on decentralization and delegation in the field of agriculture and environment for local authorities; implementing administrative procedures when decentralizing, delegating, and assigning authority in the field of agriculture and environment...

Accordingly, a total of 315 authorities and tasks of agencies and competent persons in the fields of agriculture and environment are decentralized in 3 decrees and 18 circulars; 171 authorities and tasks of the Minister of Agriculture and Environment are decentralized to local authorities (mainly administrative procedures decentralized to the Chairman of the Provincial People's Committee).

Specifically: cultivation and plant protection: 29 tasks and authorities; animal husbandry and veterinary medicine: 25 tasks and authorities; fisheries and fisheries control: 15 tasks and authorities; irrigation: 8 tasks and authorities; water resources: 23 tasks and authorities; geology and minerals: 20 tasks and authorities; environment: 4 tasks and authorities; nature conservation and biodiversity: 11 tasks and authorities; sea and islands: 21 tasks and authorities...

The conference aims to convey contents related to decentralization, delegation of power, and assignment of authority in the field of agriculture and environment to officials from the central to communal levels. Thereby, it contributes practically to improving the capacity of State management, promoting the process of decentralization and delegation of power, creating a solid foundation for implementing the two-level local government model in the coming time.
