According to the representative of the Ministry of Agriculture and Environment, the Ministry has developed regulations on decentralization, delegation, and division of authority in the fields of agriculture and environment.
Accordingly, the Ministry has reviewed and counted 1,055 documents in the fields of agriculture and environment that are in effect. It has issued a plan to develop legal documents to specify the decentralization and delegation of authority, clearly defining the State management authority between the central and local levels. A total of 315 authorities and tasks of agencies and competent persons in the fields of agriculture and environment have been decentralized and delegated.
Specifically, decentralizing 133 authorities and tasks of the Government and Prime Minister to the Minister of Agriculture and Environment and local authorities; decentralizing 171 authorities and tasks of the Minister of Agriculture and Environment to local authorities; decentralizing 11 authorities and tasks of provincial authorities to commune levels...
The Ministry of Agriculture and Environment notes that when implementing decentralization, delegation, and division of authority in the fields of agriculture and environment, localities need to pay attention to determining the tasks to be decentralized, delegated, and division of authority; the validity of documents for the merged province; the validity of documents issued by district-level authorities before July 1, 2025 related to decentralization, delegation, and division of authority of communes; division of general authority and specific authority; current official administrative procedures for decentralization, delegation, and division of authority...
Speaking at the conference, Deputy Minister of Agriculture and Environment Le Minh Ngan affirmed: The conference is of great significance in unifying awareness and approaches in the process of implementing major policies of the Party and State on continuing to innovate the organization and operation of the administrative apparatus, contributing to improving the efficiency of administration and serving the people.
The Ministry of Agriculture and Environment has advised the Government to issue three important Decrees that will take effect from July 1, 2025, including: Decree 131/2025/ND-CP dated June 12, 2025 of the Government regulating the decentralization of authority of two-level local governments in the field of State management of the Ministry of Agriculture and Environment; Decree 136/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of agriculture and environment; Decree 151/2025/ND-CP dated June 12, 2025 of the Government regulating the decentralization of authority of two-level local governments, decentralization and delegation in the field of land. These three Decrees will take effect from July 1, 2025.
The conference was held to disseminate, fully convey and unify the content of legal regulations on decentralization, delegation of authority, and division of authority in the entire agricultural and environmental sectors, helping localities clearly understand the content of the new Decrees.
At the same time, it is an opportunity for localities to exchange and resolve difficulties and obstacles in the implementation process; contributing to improving the capacity of cadres performing tasks at the local level, especially at the commune level where most of the decentralization and delegation of authority are directly implemented...
The Deputy Minister of Agriculture and Environment requested: The specialized units of the Ministry focus on providing guidance and specifically answering the situations of reflection and recommendations from localities with a high sense of responsibility. Localities proactively study and frankly discuss difficulties, obstacles, unclear and inconsistent points to jointly resolve and organize effective implementation in the coming time.
