Receiving opinions and recommendations from voters sent to the 14th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters proposed that the Provincial People's Committee prioritize capital allocation and approve investment policies to repair and upgrade provincial road 516 from Kim Tan to Thach Quang, provincial road 522 from Thanh Tam to Thanh Long to Vinh Loc; provincial road 523 from Kim Tan through the Ngoc Trao war zone relic site and provincial road 523c from Thach Dong, Thach Binh to Cam Thuy. According to the settlement results, for provincial road 516: The project to repair sections Km5+150-Km5+700, Km12+600-Km14+500 is being implemented with a total investment of 8.35 billion VND. For provincial road 522: The project to repair sections Km0+370-Km0+920, Km9+900-Km11+800, Km22+300-Km23+950 is being implemented with a total investment of 15.9 billion VND. For provincial road 523C: The project to repair section Km2+00-Km4+00 with a total investment of 7.0 billion VND is being implemented.

Voters of Thuong Xuan district requested the Provincial People's Committee to upgrade Route 30a from National Highway 47 to Thuong Xuan town (formerly Xuan Cam) because this route is currently degraded and severely damaged, affecting people's travel. According to the settlement results, the Provincial People's Committee responded in Report No. 216/BC-UBND dated September 29, 2023. Up to now, the route has not been allocated capital for construction investment by the Thuong Xuan district People's Committee. The Provincial People's Committee will direct relevant departments, branches and units to advise and propose investment support (when capital resources are available).

Voters of Thuong Xuan town requested the Provincial People's Committee and provincial specialized agencies to speed up the consideration and licensing of a boat dock in Thanh Xuan quarter (Ban Ma), Thuong Xuan town to build a boat dock for tourism development. According to the settlement results, the Chairman of the Provincial People's Committee has issued Decision No. 955/QD-UBND dated March 11, 2024 on promulgating the list of administrative procedures amended and supplemented in the field of inland waterways under the jurisdiction of the Department of Transport and the People's Committees of Thanh Hoa province; in which, administrative procedures have been issued for the above contents. Therefore, the People's Committee of Thuong Xuan district is requested to consider and handle according to its authority. On the other hand, on January 26, 2024, the Provincial People's Committee issued Official Dispatch No. 1335/UBND-THKH assigning the People's Committee of Thuong Xuan district to preside over and coordinate with relevant departments and units to review and determine the land use planning at the proposed location of the project and report to the Chairman of the Provincial People's Committee for consideration of supporting investment funding for the above project. Currently, the People's Committee of Thuong Xuan district is implementing this.

Voters in Tan Thanh commune (Thuong Xuan) reported that some enterprises recruiting workers to work abroad for a limited period of time had lower incomes than those stated in the signed contracts. Voters recommended that the People's Council direct the People's Committee and competent departments, branches and units to inspect and take measures to ensure the rights of workers. According to the settlement results, after receiving the verification report from the People's Committee of Thuong Xuan district; the Department of Labor, War Invalids and Social Affairs coordinated and requested the enterprise to comply with the contracts signed with workers to ensure the rights of workers.

Voters of Nhu Thanh district requested the Provincial People's Committee to give instructions so that the investor can soon implement the Ben En Eco-resort Complex project combining high-class entertainment services and inform voters and people in the district about the project's progress. According to the results of the settlement, from 2021 to present, the Chairman of the Provincial People's Committee and Vice Chairman of the Provincial People's Committee Mai Xuan Liem have organized 4 conferences to resolve difficulties and problems of the project, issued 1 Plan, 7 documents directing relevant departments, branches and units to implement the project and 3 documents requesting the Ministry of National Defense, Ministry of Finance, Ministry of Agriculture and Rural Development, Ministry of Construction to guide the implementation of the project. In the coming time, the Provincial People's Committee will continue to request the Sun Group Joint Stock Company to urgently coordinate with relevant departments and units to review and specifically determine the scope and boundaries of the land area for project implementation, as a basis for updating relevant planning and plans and implementing project procedures according to regulations.

Voters of Nhu Thanh district requested the Provincial People's Committee to soon issue regulations on the limit for dividing agricultural and forestry land plots so that the district has a basis for implementation. According to the settlement results, the Department of Natural Resources and Environment is currently reviewing to advise the Provincial People's Committee to issue regulations under its authority and responsibility according to the provisions of the 2024 Land Law to ensure uniform application and suitability with the reality of the province.

Voters of Nhu Thanh district requested the province to invest in upgrading and expanding Route 505B, which is currently seriously degraded. According to the settlement results, the Department of Transport is currently implementing a project to repair sections Km7+020-Km8+200, Km25+745-Km25+950 and the spillway Km27+200 with a total investment of VND 2.3 billion, scheduled to be completed in the fourth quarter of 2024.

Voters of Nhu Thanh district requested the Provincial People's Committee to direct the Chu River Irrigation Company to have an investment plan to build Ong Manh bridge in Hop Thinh village, Yen Tho commune across Nong Giang river: According to the report of the People's Committee of Nhu Thanh district: Currently, this proposal is being implemented.

Voters of Nhu Xuan district proposed that the Provincial People's Committee invest in upgrading 3 spillways: Tan Lap 1, Tan Lap 2 and Duc Binh 1 to facilitate students and local people's travel. According to the settlement results, investing in upgrading the works requires a large amount of capital, while the budget is still difficult, and it is not possible to balance investment in the works at the current stage. Therefore, the Provincial People's Committee will direct the Department of Transport to coordinate with relevant units to advise on arranging investment funds to upgrade the works when capital conditions are available.

Voters of Phu Nghiem commune (Quan Hoa) requested the Provincial People's Committee to direct compensation for damages to 182 households whose houses were cracked due to the construction of National Highway 15. According to the settlement results, the Department of Transport has directed the Traffic Construction Investment Project Management Board to urge the insurance unit (Aviation Insurance Corporation) to pay compensation and support to households according to regulations; expected to be completed in 2024.

Quan Hoa district voters proposed to the Provincial People's Committee to implement and license the exploitation of sand mines on the Luong River in Quan Hoa district to meet the demand for construction materials for public investment projects, new rural construction and the needs of Quan Hoa people. According to the settlement results, the Provincial People's Committee issued Decision No. 1209/QD-UBND dated March 28, 2024 on approving the auction plan for the right to exploit sand mine No. 160d as common construction materials in Kham village, Hoi Xuan town (Quan Hoa) (mine area of ​​9.56 ha). Currently, the Department of Natural Resources and Environment is selecting an auction organizer.

Quan Hoa district voters proposed to continue implementing the housing support policy for people with meritorious services according to Decision 22/2013/QD-TTg, dated April 26, 2013 of the Government on housing support for people with meritorious services to the revolution. According to the settlement results, in early 2024, the Ministry of Construction has submitted to the Government a draft on the housing support policy mechanism for people with meritorious services to the revolution and relatives of martyrs. After the Central Government approves the support, the Provincial People's Committee will direct the Department of Labor - Invalids and Social Affairs to coordinate with the Department of Construction to synchronously implement the policy throughout the province.

Quan Son district voters requested the province to promptly resolve the funding to support 36 households in the Co Huong resettlement area, Ngam village, Tam Thanh commune who have relocated but have not yet received support of VND 50 million/household. According to the settlement results, the Provincial People's Committee has arranged the funding in Decision No. 4282/QD-UBND dated November 15, 2023 on approving the allocation and use of provincial budget savings in 2022 to be transferred to 2023 (phase 3). Quan Son district People's Committee is requested to base on legal regulations to make payments and arrangements for households according to the correct subjects and regimes according to the approved Decision of the People's Committee.

Voters of Quan Son district reflected that, implementing Decision 861/QD-CP of the Government, students are no longer entitled to support policies and regimes while economic and social conditions are still difficult, so students of all ethnic groups in the town in particular and the district in general face many difficulties. Propose that the Provincial People's Committee have policies for students in mountainous areas. According to the results of the settlement, the Ministry of Education and Training has completed the draft Decree of the Government stipulating policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas and educational institutions with students entitled to policies to replace Decree No. 116/2016/ND-CP dated July 18, 2016 stipulating policies to support students and general schools in extremely disadvantaged communes and villages. Therefore, after the Government issues the Decree, the Provincial People's Committee will direct the Department of Education and Training to advise on implementation in the province.

Quan Son district voters proposed that the Provincial People's Committee divide land into groups of households according to regulations: Currently, the Department of Natural Resources and Environment is reviewing to advise the Provincial People's Committee to issue regulations under its authority and responsibility according to the provisions of the 2024 Land Law to ensure unified application and suitability with the reality of the province.

Quan Son district voters reflect Resolution No. 20/2021/NQ-HDND dated July 17, 2021 of the People's Council of Thanh Hoa province on promulgating policies to encourage the development of science and technology to become a breakthrough in the socio-economic development of Thanh Hoa province in the period of 2021 - 2025. In Article 1, in Section 1: "Subjects of support policies" and Section 1.3: "On support for the application of high technology in the production of high-quality rice according to large-scale commodity value chains" and at Point b, "support conditions", this is a condition that is difficult to apply in mountainous areas. It is recommended that the Provincial People's Committee consider and adjust accordingly to each region so that people have the opportunity to access the province's preferential policies. According to the settlement results, the Provincial People's Committee will continue to direct the Department of Science and Technology to advise on developing plans and roadmaps to remove difficulties and obstacles in the process of implementing policies to encourage the development of science and technology to become a breakthrough in the socio-economic development of Thanh Hoa province in the period of 2021 - 2025 in Resolution No. 20/2021/NQ-HDND dated July 17, 2021 of the Provincial People's Council.

Voters of Thanh Hoa City and Thach Thanh District requested the Provincial People's Committee to speed up the implementation of the arrangement and handling of public assets for surplus houses and land. According to the settlement results, up to now, the Provincial People's Committee has completed the plan to arrange houses and land as public assets for surplus houses and land in the whole province. The People's Committees of districts, towns and cities are requested to base on the planning, land use plan and actual conditions of each locality to complete the dossier and submit it to the Chairman of the Provincial People's Committee according to regulations.
