In Ky Anh district, there are currently 2 major projects that the locality is focusing on site clearance (GPMB) to soon hand over to the construction unit, including: the flood drainage system project, flood prevention in the Ky Anh District Administrative Center area and surrounding areas; Son Thuong traffic road project.

Mr. Vo Ta Cuong - Vice Chairman of Ky Anh District People's Committee said: The flood drainage and flood prevention system project has a large volume of land acquisition with 6 communes, more than 800 households affected, nearly 229 hectares of recovered land. The land acquisition cost is nearly 90 billion VND. Currently, the locality has handed over the bridge and culvert locations, the households have agreed, now only the approval and compensation procedures remain. As for the Son Thuong traffic project, the land acquisition cost is 24 billion VND, up to now, the land acquisition volume has reached more than 90%, however, there are still problems with relocating the power line and some households are stuck with the origin of the land. For both of these projects, the locality is striving to hand over the site to the construction unit on May 30.
In addition, two projects are being implemented in Ky Anh district, namely the Khe Sung domestic water supply system investment project and the Ky Lac commune domestic water supply project investment project. The locality has completed the site clearance work and handed over the clean site to the construction unit.
“In order for the land acquisition and clearance work to be effective, with the motto “slow and steady wins the race”, the locality is always flexible in propaganda and mobilization work, organizing timely dialogues, establishing land acquisition and clearance teams, implementing the correct procedures and legal regulations, ensuring transparency in compensation policies, and promptly determining compensation prices for people. At the same time, mobilizing forces to support people in the process of relocation and dismantling assets…” – Mr. Vo Ta Cuong added.


As one of 158 households in Ky Phu commune affected by the flood drainage and anti-inundation project in the Ky Anh District Administrative Center and surrounding areas, Mr. Hoang Xuan Canh (Phu Minh village, Ky Phu commune) shared: “My family has 150m2 of rice fields affected by the project. After being informed by the local government and understanding the project's goals and benefits, my family completely agreed with the policy and handed over the land to implement the project.”
In Huong Khe district, site clearance is identified as one of the important steps that determines the project's progress. The locality is focusing on implementing solutions to remove difficulties to soon have a clean site to hand over to investors for construction, in order to create momentum for socio -economic development.
It is known that from 2024 to present, the district has implemented 89 projects, of which 63 projects have been completed and put into use, while 26 projects are still being implemented. Of which, 51/89 projects must carry out site clearance with a total of 6,400 affected households.

Currently, the locality is continuing to implement land acquisition and clearance projects such as: the project to renovate and upgrade provincial road 553 from Loc Yen to Ho Chi Minh road; the project to renovate and upgrade the Vinh - Nha Trang section, the Hanoi - Ho Chi Minh City railway line through Huong Khe district; the sub-project to improve Huong Khe urban infrastructure; a number of district road projects and centralized clean water supply projects. In particular, the investment project for the domestic water supply system in Huong Lien commune and the domestic water supply system in Huong Lam commune, affected households agreed with the policy and have cut down trees, relocated assets and handed over the site to the investor and the construction unit. In particular, the investment project to build the domestic water supply system in Da Han, Huong Khe district initially encountered difficulties, but now it has also mobilized the consensus of households, the locality is making efforts to hand over the site in May 2025.
According to Mr. Phan Ky - Vice Chairman of Huong Khe District People's Committee, the local Party Committee and government always identify land acquisition as an important task and carry it out resolutely with many solutions. To remove difficulties and obstacles, the locality has promoted propaganda, mobilization, and dissemination of State legal regulations on compensation for land acquisition for investment projects; proactively organized dialogues and listened to people's recommendations. In case people do not comply, they must fully carry out procedures to enforce land recovery and protect construction.
In Ky Anh town, there are currently many key public investment projects to create momentum for socio-economic development that are focusing on site clearance work such as: the central main road project connecting National Highway 1, avoiding Ky Anh town to the deep-water port cluster of Vung Ang, Son Duong; National Highway 12C project to Formosa Steel Complex... With the requirement of fast progress and large area of land acquisition, Ky Anh town has mobilized the participation of the entire political system, authorities at all levels from the town to communes and wards to direct and implement land acquisition, site clearance, resettlement, and handover of sites for ongoing projects.

Site clearance is a very important task in implementing investment projects. However, due to many factors affecting the progress of site clearance, this is also the main bottleneck causing some projects to be behind schedule, leading to slower disbursement of capital compared to the plan.
In the working sessions on socio-economic management and accelerating the disbursement of public investment capital, provincial leaders have regularly emphasized the task of focusing on site clearance work to speed up the construction progress of projects, thereby promoting the disbursement of investment capital.
Recently, on May 12, the Provincial People's Committee held a meeting to listen to reports and direct the work of site clearance and land acquisition, and the implementation of a number of traffic projects in the province. At the meeting, Vice Chairman of the Provincial People's Committee Tran Bao Ha requested units and localities to focus on removing difficulties and obstacles, speeding up the progress of investment in the construction of resettlement areas; promptly completing the work of counting, compensating, and supporting agricultural land areas, quickly verifying the origin of land within the site clearance area; focusing on relocating technical works and power line infrastructure. At the same time, strengthen propaganda and mobilize people to comply with compensation, support, and resettlement policies, and promptly hand over the site for project construction.

According to many localities, the work of land acquisition and clearance has encountered difficulties in the implementation process in recent times, such as: determining the origin of land is complicated; instructions for implementing the 2024 Land Law are still lacking in uniformity; land price lists and resettlement land prices have not been issued in a timely manner, affecting progress... Therefore, localities hope that the Provincial People's Committee will consider promptly issuing an adjusted and supplemented land price list to serve as a basis for implementing compensation and land acquisition and clearance work, contributing to removing obstacles and speeding up the disbursement of approved budget capital.
