
Speed up construction progress of key projects
Phu Thu Interchange in Ha Nam Ward is designed and built as a 3-level interchange, connecting with Ring Road 4, Ring Road 5 - Hanoi Capital Region and local roads. The total investment of the project is nearly 1,400 billion VND, from the local budget. The project started in May 2023 and has been completed on schedule and put into operation.
The project is of special importance, gradually completing the synchronous planning of the national road network, the planning of the Hanoi Capital Region and the planning of Ninh Binh province; creating inter-regional connections, shortening travel time between provinces and cities in the region and opening up space, awakening the development potential of the northern region of the province.
When the project is put into operation, it will also promote investment attraction in industrial parks, Nam Cao University in the North of the province and connect urban areas, develop tourism, services... creating an important "push" to promote key economic sectors such as education - training, high-tech industry, logistics services, eco-tourism, cultural and spiritual tourism.
Along with Phu Thu Interchange, recently, the Provincial Party Committee and People's Committee of Ninh Binh province have also directed functional agencies to coordinate with contractors to speed up the construction progress: The East-West regional connecting road project includes 2 routes located in the North of the province, of which route 1 is 32km long, connecting National Highway 1A in Thanh Lam commune to the intersection between the road connecting the two expressways Cau Gie - Ninh Binh and Hanoi - Hai Phong; route 2 is 14.6km long, connecting 2 special national relics, Tran Thuong Temple and Tran Temple Historical - Cultural Relic Site, starting point in Tran Thuong commune, ending point in Nam Ly commune. The total initial investment of the project is 3,600 billion VND, supported by the central budget in combination with local capital, implemented in the period from 2022-2025.
Up to now, Route 1 has basically completed the road section, and is constructing the intersection with Cau Gie - Ninh Binh Expressway. For Route 2, more than 90% of the project's volume has been constructed. When the East-West regional connecting road project located in the North of the province comes into operation, it will create favorable conditions for vehicles from Thanh Hoa, industrial parks in the South of the province, Hoa Lu ward, Nam Dinh ward and coastal communes to go to Hai Phong conveniently, shortening dozens of kilometers compared to the current time of having to go through Liem Tuyen intersection before going to Hai Phong port. At the same time, it will reduce the load on the route connecting the two expressways Cau Gie - Ninh Binh and Hanoi - Hai Phong, saving logistics costs, contributing to improving the competitiveness of enterprises, and improving the efficiency of attracting investment.
Comrade Nguyen Toan Thang, Deputy Director of the Ha Nam Construction Investment Project Management Board, said: In order to quickly put key projects into use in 2025 - 2026, implementing the direction of the Provincial People's Committee, the Management Board and localities have focused on site clearance to hand over to the project contractor; organized propaganda, widely announced the mechanism, support policies, compensation for site clearance to the people so that they agree to implement.
During the process of site clearance for projects, when there were suggestions and problems from the people, the locality closely coordinated with the relevant agencies to advise the competent authorities to organize dialogues, listen to the people's thoughts and aspirations, promptly meet and have solutions to ensure compliance with regulations, so that people can feel secure in handing over the site. The Ha Nam Construction Investment Project Management Board also focused on reviewing to ensure that the programs and projects arranged in the medium-term and annual public investment plans are implemented in accordance with the provisions of the Law on Public Investment.
Building a regional transport system
Located in the center of the Red River Delta, the southern gateway of Hanoi, adjacent to major industrial centers such as Hung Yen, Thanh Hoa, Hai Phong, after the merger, Ninh Binh province has the conditions to synchronously plan the new traffic and urban systems, complete logistics services, crossing administrative boundaries, forming economic corridors along the Day River, along the North-South expressway, a chain of regional urban areas connected along the North-South axis and the East-West region.
The orientation of building a regional transport system according to a new, modern, multi-modal, smart and flexible development space, meeting the requirements of socio-economic development and adapting to climate change. At the same time, the construction planning will optimize the connectivity between industrial parks, commercial service centers, new urban areas and rural areas, ensuring smooth and efficient circulation of goods, reducing logistics costs. The formation of economic corridors along highways, inter-provincial routes and along major rivers creates the foundation for urbanization, industrialization and commercialization of gateway and inter-provincial areas.
Regarding specific tasks, road development orientation, construction of new expressways connecting 3 old provinces (Ha Nam - Nam Dinh - Ninh Binh); completion of the system of service roads, overpasses and intersections on the North - South expressway to increase accessibility for residential areas, industrial parks and satellite cities. For railways, focus on site clearance for construction of the North - South high-speed railway through the province, creating momentum for regional development and reducing pressure on roads. For waterways, renovate the Red River - Day River - Ninh Co River transport route to form waterway logistics corridors, contributing to reducing the load on roads. Construction and upgrading of medium and small-scale river ports and dry ports connecting with industrial parks, raw material areas and main transport routes.
In the coming time, the province will focus on developing international airports; building deep-water ports and expanding Ninh Co Economic Zone; expanding the expressway (CT01) from Cao Bo - Mai Son; building Ring Road 5 (CT39) from Phu Thu intersection to Thai Ha bridge; building the expressway (CT11) from Nam Dinh city (old) to Phu Ly city (old); constructing the traffic route connecting Nam Dinh city (old) to Hoa Lu ward. To speed up the progress of the projects, the Provincial Party Committee, People's Council and People's Committee have directed the functional branches, in which they have promoted the leadership role of the Party Committee and local authorities in planning, planning management, site clearance, construction of works, and effective exploitation of investment capital sources.
During the implementation of public investment, the authorities regularly urge (investors, project management boards, contractors) to speed up the project disbursement progress and promptly report to competent authorities to resolve difficulties and problems in plan implementation.
In the long term, the province will synchronously implement policies to effectively exploit budget revenue from all fields, along with creating and nurturing revenue sources, striving to complete the budget collection plan at the highest level, contributing to focusing on mobilizing investment resources to complete projects, especially prioritizing investment in key projects, traffic projects connecting economic zones and urban areas in the province; speeding up the implementation of major projects that have a positive impact on the province's socio-economic development; proactively reviewing the disbursement progress of each project to promptly have specific handling plans; resolutely cutting and transferring capital from slow-disbursing projects to projects with good disbursement progress... striving to complete the proposed public investment capital disbursement plan and quickly forming a framework infrastructure to serve the province's socio-economic development.
