In 2023, the Provincial Steering Committee for Innovation and Development of the Economic Zone directed departments, branches, and Steering Committees for Innovation and Development of the Economic Zone of districts, towns, and cities to focus on leading and directing the implementation of tasks of innovation and development of the economic zone in the area.

Ha Tinh currently has 2,579 cooperative groups, 3 cooperative unions (HTX) and 1,025 cooperatives with 73,691 members. In 2023, the province established 35 new cooperatives, dissolved 27 cooperatives; the whole province increased by 5 cooperatives compared to 2022. Although the number of cooperatives did not increase much, the cooperatives' operations are increasingly substantial, and typical advanced new-style cooperative models have appeared, making an important contribution to building new rural areas.

Recently, propaganda and training work on implementing the Party's guidelines, policies and laws of the State on cooperative development, the role and position of cooperatives in the socio-economic development of the province and the implementation of new rural construction have received attention.

Last year, the Provincial People's Committee issued a decision approving 2 cooperatives to participate in the Project to select, complete, and replicate new-style cooperative models in the 2021-2025 period; the selected cooperative units proposed preferential policy support with a total budget of 29,100 million VND.

The implementation of policy groups according to Resolution No. 20-NQ/TW, dated June 16, 2022 of the Central Executive Committee such as land policy, credit policy, science and technology policy... has been given attention and achieved certain results.

At the meeting, delegates focused on analyzing and clarifying the causes of existing problems in the field of collective economy such as: small scale of cooperative operations, lack of capital, lack of land, lack of effective production and business plans, loose linkages; limited management staff qualifications; low rate of good cooperatives (40.6%), high rate of weak cooperatives (23%)...

Ms. Ha Thi Viet Anh - Standing Deputy Secretary of Cam Xuyen District Party Committee: The locality currently has 128 cooperatives and people's credit funds. Besides the achieved results, the cooperatives' operations are still not systematic; the activities of the Steering Committee for Innovation and Development of the District's Economic Community are not really effective.

In 2024, Ha Tinh determined the viewpoint: Developing the market economy must be placed in the market economy development plan; strategies, plans, and master plans for general socio-economic development of the whole country and localities that have been approved for the period 2021-2025, the Provincial Planning, especially the Pilot Project to build Ha Tinh province to meet new rural standards for the period 2021-2025.

At the same time, the development of collective economy must originate from the actual needs of members; must follow the basic values ​​and principles of cooperatives, suitable to the specific conditions of each locality. Besides paying attention to the development of the quantity of cooperatives, special attention must be paid to indicators reflecting quality and efficiency.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh: The Steering Committee for Innovation and Development of Collective Economy in districts, towns and cities needs to clearly understand the operational situation, difficulties and problems of each cooperative; from there, have timely support solutions, create conditions to help cooperatives and collective economy develop. In the coming time, the Provincial People's Committee will continue to assign departments and branches to advise on the effective implementation of contents and tasks, creating conditions for the collective economy and cooperative sectors to absorb policies and develop commensurate with their potential and advantages.

In 2024, the province aims to establish 20-30 new cooperatives; complete the plan to deploy pilot cooperatives according to Decision No. 1517/QD-UBND dated June 29, 2023 of the Provincial People's Committee on approving cooperatives to participate in the Project to select, complete and replicate effective new-style cooperative models of the locality in the period 2021-2025; over 50% of cooperatives operate well, quite...

However, the attention and awareness of Party committees and people at all levels towards the field of collective economy is still inadequate; the work of innovation and development of collective economy is still limited, the internal conditions of cooperatives are still weak; some members of the Steering Committee for Innovation and Development of Collective Economy at the provincial level and some Steering Committees for Innovation and Development of Collective Economy at the district and town levels have not really paid attention to removing difficulties and obstacles for cooperatives...

The Standing Deputy Secretary of the Provincial Party Committee requested that in the coming time, departments, branches, localities, and members of the Steering Committee for Innovation and Development of the Market Economy at all levels focus on removing obstacles and difficulties, creating conditions for the market economy to develop, contributing to the socio-economic development of the province.

Accordingly, continue to effectively implement 8 policy groups according to Resolution No. 20-NQ/TW dated June 16, 2022 of the Party Central Committee on continuing to innovate, develop and improve the efficiency of collective economy in the new period; continue to promote propaganda of the Party's guidelines, policies and laws of the State on cooperative development; propagate the amended Law on Cooperatives 2023 (effective from July 1, 2024) associated with developing an implementation plan.

Effectively implement policies in resolutions issued by the Provincial People's Council. Relevant departments, branches and units continue to review policies and, based on the direction of the Central Government, learn from experiences from other provinces and local practices to research and advise on appropriate adjustments to policies, so that more and more cooperatives can benefit from support policies.
