
In the first 10 months of 2025, the total retail sales of goods and service revenue in the province is estimated at VND 223,301 billion, up 20% over the same period last year. This increase shows the adaptation of the domestic market to the impact of the world economy and the differentiation of domestic consumption demand. In October alone, the total retail sales reached VND 23,008 billion, up 5% over the previous month and 14.7% over the same period in 2024. These are positive signals, reflecting the province's efforts in management, stabilizing supply and demand, controlling prices and supporting businesses to expand the market.
Looking at the structure of each industry group, we can see that the recovery is quite even. Retail sales of goods reached 187,432 billion VND, accounting for 83.9% of total retail sales and increasing by 18.2% over the same period. All 12/12 commodity groups increased, of which food and foodstuffs increased by 25%, garments increased by 16.2%, other commodity groups increased by 23.5%...
Service sectors also recorded remarkable growth. Revenue from accommodation and catering services reached VND18,350 billion, up 28%; the number of guests increased by over 33%. Revenue from tourism reached VND1,463 billion, up 15.5%, with the number of guests increasing by over 61%. The growth of these sectors is associated with the province organizing many cultural - tourism activities and trade promotion events, thereby creating a stable source of consumption for local goods and services.
However, entering the last months of the year when consumer demand often increases but there are many potential risks of supply disruption, price fluctuations, and trade fraud, the implementation of solutions to develop the domestic market according to the Prime Minister 's Official Dispatch 179/CD-TTg requires more synchronization and determination from the province to the grassroots level.
On that basis, the Provincial People's Committee assigned the Department of Industry and Trade to continue promoting the Campaign "Vietnamese people prioritize using Vietnamese goods"; launching a movement to consume Vietnamese goods on domestic and international e-commerce trading floors. Instructing production and business enterprises in the area to register and organize trade promotion programs, focused promotion programs to ensure compliance with legal regulations. Strengthening and promoting activities connecting supply and demand, organizing the delivery of Vietnamese goods to rural areas and industrial parks to stimulate domestic consumption; linking with agricultural product trading floors to circulate local specialties and products meeting OCOP standards.
At the same time, direct enterprises to diversify supply sources, develop flexible distribution systems and supply networks, improve demand forecasting capabilities to have appropriate production and distribution plans, ensure continuous and stable supply of goods for the market; deploy measures to regulate supply and demand of goods, stabilize the market; coordinate with relevant units in organizing participation in the "Autumn Fair 2025" according to Plan No. 94/KH-UBND dated October 6, 2025 of the Provincial People's Committee; Direct the Market Management Department to strengthen market inspection and control, combat smuggling, trade fraud, counterfeit goods, and poor quality goods; strictly and promptly handle violations according to legal regulations to protect and ensure the rights of consumers and fair competition of enterprises in the market.
One of the important tasks is price stabilization and ensuring fair competition in the market. The Provincial People's Committee directed the Market Management Department to strengthen inspection, control, and strictly handle smuggling, trade fraud, counterfeit goods, and poor quality goods, factors that can undermine consumer confidence. The transparency and stability of the commodity market during the peak period at the end of the year will contribute significantly to socio-economic stability and protect people's rights.
To develop the domestic market, it is necessary to link consumption with the development of cultural industry and tourism, two areas that are growing strongly in the locality. The Provincial People's Committee assigned the Department of Culture and Sports to focus on building and developing commercial cultural and entertainment products; at the same time, increase creative activities to form a rich cultural product market, meeting the increasing needs of the people.
Along with that, the Department of Tourism needs to promote tourism - culture - trade links, organize tourism programs combined with festivals and major events, both attracting tourists and creating a stable consumption flow for local goods and services. Developing unique, multi-experience, inter-regional tourism products is also an important solution to help boost service revenue in the context of strong recovery of international tourism.
For the commune and ward levels, the Provincial People's Committee requires localities to strengthen monitoring of the production situation; disseminate knowledge on food safety, traceability; connect the consumption of specialty products and OCOP products. Organizing fairs, cultural and tourism events, market stabilization programs, and promotions at the grassroots level helps goods circulate smoothly and reach consumers faster. This is also a solution to support the economy of production households, cooperatives and small businesses to expand the market in the context of increasingly fierce competition.
With the results achieved in 10 months and the close direction of the Provincial People's Committee and the initiative of sectors and localities, Ninh Binh has enough basis to expect that the domestic market will continue to maintain positive growth momentum, making an important contribution to the goal of completing socio-economic targets of 2025 and creating favorable conditions for entering 2026.
