According to the People's Committee of Tinh Bien Town, in the period of 2021 - 2025, with the attention of the Provincial Party Committee, the Provincial People's Committee, the support of provincial departments and branches, and especially the consensus of the entire political system and the People, the National Target Program on New Rural Construction has brought about substantial results.

Accordingly, the infrastructure in the town has been invested synchronously, people have boldly applied scientific and technological advances in production, and shifted the economic structure in a positive direction. The work of building cultural life in the area has been strengthened and deepened. The political system from the town to the grassroots has been consolidated and improved, national defense and security have been ensured, social order and safety have been basically stable; the tradition of solidarity in the Party Committee, government and people of the town has been maintained and promoted.

Regarding the implementation results, before being recognized as a town, Tinh Bien had 5/11 communes recognized by the Chairman of the Provincial People's Committee as meeting the standards of a new-style rural commune, accounting for 45.45%. When becoming a town, the locality was established with 7 wards and 7 communes. Currently, the People's Committee of Tinh Bien town continues to implement the construction of new-style rural areas in the remaining 7 communes. Up to now, 3 communes have met 17 criteria and 55 targets, namely Tan Loi, An Nong, Van Giao; 3 communes have met 16 criteria and 54 targets, including Vinh Trung, An Cu, Tan Lap; An Hao commune has met 14 criteria and 48 targets.

Coming to Tinh Bien today, you will feel many positive changes. The infrastructure is spacious, the face of the countryside has changed significantly with the electricity system, roads, schools, and stations being invested synchronously, meeting the needs of living, traveling, studying, and economic development of the people. In particular, the town has 7/7 communes meeting the criteria on traffic, accounting for 100%. The criteria on irrigation and natural disaster prevention and control; cultural facilities; rural commercial infrastructure; information and communication... are also invested synchronously, making the land of Tinh Bien, which has risen from hardship, change its appearance.

In addition, the People's Committee of Tinh Bien Town has also actively implemented the criteria for building civilized urban wards. In particular, the criteria for urban traffic planning, environment and food safety, security, urban order, etc. have achieved positive results. In particular, 6/7 wards of Tinh Bien Town have met the standards for the ratio of employed people to the working-age population with the ability to participate in labor; the multidimensional poverty rate is lower than the regulations; the average income per capita of the wards is equal to or higher than the average income per capita of the province.

From the achieved results, the People's Committee of Tinh Bien Town strives to improve the effectiveness of the National Target Program on New Rural Development in the locality. After the rearrangement and reorganization of administrative units, Tinh Bien Town has 5 commune-level administrative units, including 3 wards: Tinh Bien Ward, Thoi Son Ward, Chi Lang Ward and 2 communes: An Cu and Nui Cam.

Based on the results of implementing the criteria for new rural communes and civilized urban wards of existing localities, the People's Committee of Tinh Bien Town estimated the results achieved by the new administrative units after the merger as follows: Nui Cam Commune achieved 13 criteria, 50 targets; An Cu Commune achieved 12 criteria, 48 targets. In implementing civilized urban wards, Tinh Bien Ward achieved 2 criteria, 38 targets; Thoi Son Ward achieved 1 criterion, 33 targets; Chi Lang Ward achieved 2 criteria, 30 targets. The new administrative units will continue to implement the criteria and targets for building new rural communes and civilized urban wards in the coming period.

To successfully implement the National Target Program on New Rural Construction, sectors and localities focus on mobilizing resources to develop infrastructure, especially investing in schools in the area. Continue to shift the economic structure, focusing on exploiting advantages in trade, services, and tourism . Strengthen innovation in the form and content of propaganda work towards substance so that people can easily understand, do, and implement when participating in New Rural Construction.

At the same time, the political system of the administrative units after the merger must identify the construction of the new rural area as the historical mission of the locality. Cadres and party members must enhance their knowledge and professional qualifications to meet the requirements of the tasks in the new situation, especially the task of building the new rural area.

In particular, it is necessary to proactively review the planning for new rural areas and civilized urban areas, construction planning, and land use planning in localities after the merger. Clearly identify the list of projects and works that need investment to mobilize capital for effective implementation. Focus resources on construction and development of agriculture, farmers, and rural areas; encourage the development of OCOP products (One Commune One Product Program), and small-scale handicrafts in the locality. Pay attention to job creation, mobilize young people to work abroad to improve their lives and contribute to the development of their homeland...
