DTO - Recently, the Provincial Mobilization, Management and Use of the Fund "For the Poor" (abbreviated as the Provincial Mobilization Committee) has coordinated with agencies that are members of the Provincial Mobilization Committee to propagate and mobilize people to actively join hands to help and care for the poor in the locality.
The Provincial Committee for Mobilization, Management and Use of the "For the Poor" Fund mobilizes businesses to support the construction and handover of Great Solidarity houses to people facing housing difficulties in Tan Thanh A commune, Tan Hong district in January 2025.
The focus is on coordinating with the People's Committee and socio-political organizations at the same level to review, evaluate, and analyze poor and near-poor households. After the decision to recognize poor and near-poor households is approved by the Chairman of the Commune People's Committee at the beginning of the year, the Commune Mobilization Committee coordinates with relevant sectors to organize meetings and direct dialogues with the poor to understand their thoughts and aspirations, and identify the practical needs of each case. From there, appropriate policies are implemented, especially the "Temporary Housing Elimination" Program, which initially helps thousands of households with housing difficulties stabilize their lives.
Comrade Vo Chi Huu - Vice Chairman of the Provincial Vietnam Fatherland Front Committee (VFF), Deputy Head of the Provincial Mobilization Committee, said: “Promoting the spirit of “Mutual love and joining hands to care for the poor”, the Mobilization Committees at all levels in the province focus on promoting social security activities, especially caring for the poor in the province. Specifically, from 2024 to March 10, 2025, the Provincial Mobilization Committee will continue to coordinate with member agencies of the Provincial Mobilization Committee, District and City Mobilization Committees to support the construction and handover of more than 1,200 houses, nearly 300 houses are under construction; 8 border communes alone have completed 128/128 houses. The goal is to strive to eliminate at least 2,000 temporary houses for poor and near-poor households in the province by September 2025”.
Recently, the Provincial Party Standing Committee issued a decision to strengthen the Steering Committee for the elimination of temporary and dilapidated houses in the province (abbreviated as the Provincial Steering Committee), and assigned the Chairman of the Provincial Vietnam Fatherland Front Committee to be the Deputy Head of the Standing Committee of the Provincial Steering Committee. Based on the synthesis of reports from the District and City Steering Committees according to the criteria for temporary and dilapidated houses of the Ministry of Construction , the whole province has 1,686 poor and near-poor households in need of housing support, of which 1,270 new houses will be built and 416 houses will be repaired. From there, the Mobilization Committees at all levels in the province strive to mobilize the "For the Poor" Fund in 2025 to reach 100 billion VND to carry out care for the poor and social security activities in the locality.
According to the Provincial Mobilization Committee, implementing Notice No. 523 dated November 16, 2024 of the Government Office on the Notice of Conclusion of Prime Minister Pham Minh Chinh at the first meeting of the Central Steering Committee on the implementation of the elimination of temporary and dilapidated houses nationwide. Accordingly, the support level for building new houses is 60 million VND/house. On February 26, 2025, the Standing Committee of the Provincial Fatherland Front Committee issued Official Dispatch No. 361 on soliciting opinions on the Guidelines for the implementation of management and use of the Provincial "For the Poor" Fund (amended and supplemented in 2025). As a result, 15/15 members of the Provincial Mobilization Committee agreed with the draft Guidelines. On that basis, the Standing Committee of the Provincial Vietnam Fatherland Front Committee signed and issued Guidelines No. 02 dated March 6, 2025 on the implementation of management and use of the "For the Poor" Fund (amended and supplemented in 2025), accordingly, the support level for new construction is 60 million VND/house and for repair is 30 million VND/house.
Comrade Vo Chi Huu - Vice Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Mobilization Committee added: "As of March 10, 2025, the whole province has 16/141 commune-level units that have eliminated temporary houses for eligible households, including: Cao Lanh City has 2 units (My Phu Ward, Tinh Thoi Commune); Sa Dec City has 4 units (Ward 1, Ward 3, Ward 4, Tan Quy Tay Commune); Lai Vung District has 4 units (Tan Duong Commune, Hoa Thanh Commune, Long Thang Commune, Hoa Long Commune); Thap Muoi District has 3 units (Lang Bien Commune, My Hoa Commune, Truong Xuan Commune); Hong Ngu District has 2 units ( Thuong Thoi Hau A Commune, Long Khanh B Commune); Lap Vo District has 1 unit (Dinh Yen Commune).
The Provincial Mobilization Committee continues to coordinate in propagating and implementing Conclusion No. 25 dated December 9, 2021 of the Provincial Party Committee on continuing to implement the National Target Program on New Rural Construction associated with Agricultural Restructuring and Sustainable Poverty Reduction by 2025; Plan No. 61 dated January 25, 2022 of the Provincial Party Standing Committee on implementing Directive 05 of the Central Party Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030. Along with that, coordinate in advising the Provincial Steering Committee to continue implementing the "Temporary Housing Elimination" Program in the province. Instruct the District-level Mobilization Committee to coordinate with the authorities and relevant sectors to review and analyze the current situation of poor and near-poor households according to each target group to have appropriate support policies, for the right target, at the right address and according to the right needs.
