The first Minister of National Education was Mr. Vu Dinh Hoe.
Professor Vu Dinh Hoe (1912-2011), from Hai Duong (old), was born into a family with a tradition of Confucianism. He held the position of Minister of National Education from August 1945 to March 1946. He also held the position of Minister of Justice for the next 15 years.
In just 6 months as Minister, he accomplished many important things, most notably 3 things that were approved by President Ho Chi Minh and decided to be implemented immediately:
Determined to eliminate illiteracy within one year - an ambitious but extremely necessary plan, in accordance with the order of the objects to be fought: hunger, ignorance and foreign invaders.
Teaching at all levels including university in Vietnamese.
Quickly implement the educational reform plan to "completely replace the previous indoctrination and frivolous education of the French colonialists with the education of the revolutionary people's government according to the motto: Democracy, Nation, Science (according to Vu Dinh Hoe's Memoirs).
In 1996, Professor Vu Dinh Hoe was awarded the First Class Independence Medal by the State.

He served as Minister of Defense from August 1947 to August 1948. He served as Minister of Universities and Vocational Secondary Schools from 1965 to 1976.
During the war, Professor Ta Quang Buu proposed teaching the most basic and modern things suitable for Vietnam's conditions. From there, he directed the improvement of the curriculum and gathered good scientists, pedagogues and experts to compile new textbooks. He organized a series of seminars on university teaching to improve the quality of teaching and learning at the university level.
In 1976, Professor Nguyen Dinh Tu, Deputy Minister, Alternate Member of the 4th Party Central Committee, was appointed Minister of Universities and Vocational Secondary Education to replace retired Minister Ta Quang Buu.

After being imprisoned in Chi Hoa prison (1951-1954), she continued to work in the peace movement, then held many important positions, including Head of the negotiating delegation at the Paris Conference (1969-1973), and Minister of Foreign Affairs of the Provisional Revolutionary Government (1969-1976).
After serving as Minister of Education, she took on many other important responsibilities and served as Vice President (1992-2002). On August 25, 2025, she was awarded the title of Hero of Labor.
