
Implementing the provisions of the Law on Tax Administration, under the professional direction of the tax authority, Lao Cai Provincial Tax Department 1 has deployed many solutions to effectively manage revenue sources in the field of e-commerce.
Lao Cai Provincial Tax Department 1 currently manages individuals and business households participating in e-commerce activities mainly through e-commerce platforms, online sales, and livestreaming via social networking sites. Up to now, Lao Cai Provincial Tax Department 1 manages over 4,300 domains/taxpayers.
Tax management for the e-commerce business sector is currently facing some difficulties, such as loose legal constraints when registering accounts on social networks, difficulty in verifying identification information, and the lack of initiative of taxpayers. Identifying entities participating in business activities on e-commerce platforms is still difficult due to anonymous information. In particular, it is difficult to identify transactions that still occur through COD (cash on delivery) payment, leading to the inability to accurately determine revenue, transaction value, etc.

Up to now, Lao Cai Provincial Tax Department 1 has approached e-commerce activities according to platforms with e-commerce activities to apply appropriate tax management measures, including 8 groups of platforms: e-commerce trading floors; e-commerce websites/applications, social networking platforms, transportation and delivery platforms; agent platforms, subscription platforms, advertising platforms, and application store platforms.
To improve the effectiveness of tax management for individuals and e-commerce business households, Lao Cai Provincial Tax Department 1 has proactively based on data provided by the Tax Department as well as other sources of information from the police, market management agencies, and local authorities, working directly with sellers, thereby propagating and fighting to determine revenue to fulfill tax obligations, especially individuals with large revenue who have not registered and declared taxes.

Ms. Nguyen Thi Tuyen, Head of Tax Department 1 of Lao Cai province, said: “The unit has classified transaction domain names and guided taxpayers in declaring and paying taxes. Up to now, 275 individuals doing e-commerce have come to the tax authority to provide information. From 2025, individuals doing e-commerce will be provided with tax codes and self-declare electronic taxes. In addition, the tax authority will also promote collection, connection, and supplement to enrich the large database of taxpayers, personal information, business owners, accounts, transaction information, revenue, cash flow, etc. to monitor, control, and warn taxpayers; strengthen data analysis from e-commerce transactions to declare and pay taxes according to regulations”.
Promote digital transformation in propaganda and support for taxpayers to improve taxpayers' compliance with the law. Arrange tax officials with information technology qualifications to monitor and implement tax management solutions on e-commerce platforms.

As a result, by the end of June 2025, 215 individuals doing e-commerce business had declared taxes and paid 5.8 billion VND to the state budget. Although this number is still modest, it is also an important source of revenue to meet the needs of state budget expenditures at the local level, making up for the budget deficit from traditional businesses that are being competed by e-commerce.
