Attending the conference were Deputy Prime Minister Tran Luu Quang; former Politburo member, former Standing member of the Secretariat Tran Quoc Vuong; Secretary of Thai Binh Provincial Party Committee Ngo Dong Hai; leaders of a number of central ministries and branches.
The goal of the Plan is that by 2030, Thai Binh will become a fairly developed locality and one of the industrial development centers of the Red River Delta; have a modern economic structure with industry as the main driving force for growth so that Thai Binh can develop rapidly, comprehensively and sustainably.
By 2050, Thai Binh will be a developed province in the Red River Delta; with a prosperous economy, progressive society and a guaranteed ecological environment; economic growth based on science and technology, innovation and highly competitive pillar economic sectors.
The provincial planning identifies 3 development breakthroughs, 6 key tasks and 4 pillars of economic growth; there are many new and breakthrough points such as opening up new development space through "sea encroachment" activities; developing a marine-oriented economy to create breakthrough development in the fields of seaports, energy, entertainment services, resorts and marine ecology.
In the future, the province will form 3 expressways: Ninh Binh - Hai Phong expressway (CT.08); Ring Road 5 - Hanoi (CT.39) and route CT.16 to connect the Economic Zone with Thai Binh city and the economic region northwest of the capital.
Thai Binh province will develop industry in the direction of modernity, advanced technology, high added value; participate deeply and comprehensively in the production network and global value chain; promote potentials and strengths to make Thai Binh one of the industrial and energy development centers of the Red River Delta.
The province encourages investment in developing industries with strengths and potential for breakthroughs such as: Energy; mechanical processing and manufacturing; high-tech industry; electricity - electronics; processing of agricultural, forestry and fishery products, etc.
At the same time, focus on researching and developing wind power and gas power to create clean power sources and balance emissions; research and invest in building a Condensate Processing Plant; prepare all conditions to build and put into operation the Thai Binh LNG Thermal Power Plant.
Regarding agriculture, Thai Binh province still identifies this as an "important pillar" in the province's economic development, contributing to ensuring national food security, aiming to become the leading agricultural production center of the Red River Delta.
Speaking at the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the efforts of the Party Committee, government and people of Thai Binh province in socio-economic development in recent years, especially Thai Binh has proven to be a "heavyweight" in attracting FDI (reaching 3 billion USD in 2023), being among the top in the country in terms of disbursement of public investment capital. The Deputy Prime Minister said that these are two keys for the province to open new doors, new paths for local development in the future.
According to the Deputy Prime Minister, Thai Binh has 4 great potentials and advantages for the locality to make a breakthrough in the coming time: Favorable geographical location and land access; used to be a pioneer in building a new rural area systematically and seriously; received the attention of many generations of Party and State leaders and at the same time had many successful Thai Binh businessmen who always turned to their homeland; had solidarity and unity, first of all in the leadership.
Regarding geographical location and land access, the Deputy Prime Minister said that in the future, when the Land Law comes into effect, Thai Binh will have many conditions to reclaim the sea to implement environmentally friendly urban and industrial park projects...
Regarding agriculture, statistics show that Vietnam's agricultural exports in the first two months of 2024 reached over 9.8 billion USD, an increase of 50.3% over the same period in 2023; trade surplus reached 2.88 billion USD, an increase of 2.9 times over the same period in 2023. More importantly, Vietnam's average rice price is among the highest in the world. These positive signals have positive contributions from Thai Binh's agricultural sector.
On the other hand, the application of high technology in agricultural production will shorten farmers' working time, creating conditions for Thai Binh to mobilize human resources in agriculture to develop industry and services, an advantage that not every locality has like Thai Binh.
The Deputy Prime Minister emphasized that in the long term, Thai Binh can score points from industrial development, but in the immediate future, especially in difficult times, agriculture is still a very valuable foundation.
Besides the above advantages, the Deputy Prime Minister said that Thai Binh also has certain difficulties, for example, Thai Binh province has used up 1,600 hectares of industrial land in this period, requiring a thorough solution in the coming time so that the province can continue to develop industry.
At the same time, Thai Binh also has to compete with localities such as Hai Phong and Quang Ninh in attracting FDI while infrastructure development has not kept up with expectations.
Regarding the implementation of the province's planning, the Deputy Prime Minister shared with the locality 8 words: Compliance, flexibility, synchronization and understanding.
According to the Deputy Prime Minister, the greatest value of planning is the orientation, development goals and solutions to realize those goals, so in principle, the planning must first be "complied" with.
The province must also be "flexible" in organizing implementation. In specific individual cases, the target can be adjusted because it is difficult to talk about tomorrow today, let alone the story of 6 years later (by 2030) and the vision of 26 years later (by 2050).
In addition, it is necessary to organize implementation "synchronously" with other plans such as the National Master Plan, Regional Plan and plans of a technical and specialized nature...
The government must "understand" this planning to organize its implementation in a synchronous and flexible manner; and the people and businesses must also understand and share in order for the implementation to be complete.
On the same morning, Deputy Prime Minister Tran Luu Quang attended the groundbreaking ceremony of the Pegavision Vietnam Factory Project at Lien Ha Thai Industrial Park, Thai Thuy District, Thai Binh Province.
The project has a total investment capital of 4,680 billion VND, equivalent to 200 million USD, expected to create jobs for about 1,140 workers, with an average salary of about 8 million VND/month/person.
Pegavision mainly focuses on design, research and development, production and sales of contact lenses for the Japanese, Korean, US and European markets.
In recent years, Thai Binh has undergone a strong transformation, from a province with mainly agricultural production to a dynamically developing locality, an attractive investment destination, with an economic growth rate higher than the national average, especially after the establishment of Thai Binh Economic Zone.
Up to now, the proportion of agricultural production value only accounts for 20%. Thai Binh ranks 15th and 16th out of 63 provinces and cities nationwide in attracting FDI in 2021 and 2022, and especially in 2023, attracting nearly 3 billion USD in FDI, ranking 5th out of 63 provinces and cities nationwide.
Lien Ha Thai Industrial Park, the pioneer industrial park in Thai Binh Economic Zone, after 3 years of establishment has attracted over 1.2 billion USD in investment, including the Pegavision Vietnam factory project.
