Thanh Hoa: 19 main targets achieved and exceeded the 2025 plan, state budget revenue ranked first in the North Central region

On November 25, the People's Committee of Thanh Hoa province held a regular meeting for November 2025 to listen to and comment on the report on the socio-economic situation, national defense and security in 2025, the plan for 2026 and some other important contents. Comrade Nguyen Hoai Anh, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the meeting.

State budget revenue ranks first in the North Central provinces

According to the report at the conference, the socio -economic situation in 2025 of Thanh Hoa province achieved many important and comprehensive results in all fields; 19/25 main targets met and exceeded the plan.

The estimated growth rate of gross regional domestic product (GRDP) in 2025 is 8.36%, ranking 13th in the country and 3rd in the North Central region. The scale of GRDP at current prices in 2025 is estimated at 349,309 billion VND, the highest in the North Central provinces.

Agricultural, forestry and fishery production achieved positive results. The total cultivated area in 2025 is estimated at 388,800 hectares, equal to 101% of the plan; food output is estimated at 1.5 million tons, equal to 100% of the plan; 4,474 hectares of land are concentrated for large-scale agricultural development, applying high technology, equal to 103.1% of the plan; livestock farming has clearly changed from household farming to concentrated, large-scale farming; forestry continues to develop in a sustainable direction. The national target program on new rural construction and the One Commune One Product (OCOP) program continue to be implemented synchronously and widely...

Industrial production and construction grew positively; the industrial production index (IIP) in 2025 increased by 15.8% over the same period; the proportion of added value of processing and manufacturing industry in GRDP is estimated at 28.7%.

The trade and service sector is vibrant, with abundant supply and stable prices; total retail sales of goods and service revenue is estimated at VND226,664 billion, equal to 108% of the plan, up 16% over the same period; total tourism revenue is estimated at VND45.6 trillion, equal to 100.2% of the plan, up 34.8% over the same period...

In particular, the state budget revenue exceeded the schedule assigned by the Central Government and ranked first among the North Central provinces, estimated at VND54,952 billion, equal to 121% of the estimate. Of which, domestic revenue was VND35,152 billion, equal to 128% of the estimate and 98% of the same period; import-export revenue was VND19,800 billion, equal to 110% of the estimate.

Foreign affairs and investment promotion activities achieved many positive results. The total capital mobilization for development investment for the whole year is estimated at 148.5 trillion VND, equal to 106.1% of the plan and 107.5% of the same period. By November 15, 2025, the whole province had attracted 119 direct investment projects (including 13 FDI projects), with a total registered investment capital of 18,110 billion VND and 437.5 million USD, an increase of 29% over the same period...

The two-level local government model is being vigorously and synchronously implemented, along with promoting decentralization and delegation of power, creating the premise for streamlining the apparatus and improving the effectiveness and efficiency of governance.

The quality of cultural and social activities continues to be improved; key education and high-performance sports remain among the leading groups in the country; grassroots healthcare, preventive healthcare, and specialized healthcare development have achieved many outstanding results; social security is guaranteed, and people's lives have improved.

National defense, security, and social order and safety are ensured, creating favorable conditions for the province's socio-economic development.

Besides the achieved results, the report also pointed out the difficulties and limitations that need to be overcome soon in the coming time.

Accordingly, the construction sector still faces many difficulties in terms of supply and prices of raw materials; the contribution of some new production projects to the growth of the industry is insignificant.

The progress of disbursement of public investment capital and implementation of industrial park infrastructure investment is still slow compared to the plan; difficulties and obstacles in the process of site clearance and project adjustment have not been completely resolved; some district-level public investment projects were previously decided but the capital source and capital balance capacity were not determined, causing difficulties in handover and acceptance.

Business production and business activities of enterprises are still difficult, the number of dissolved enterprises increased by 139.5% compared to the same period, the number of temporary business suspension notices increased by 25.9% compared to the same period; the situation of late payment of social insurance, health insurance, and unemployment insurance has not improved.

The arrangement and streamlining of the apparatus and organization of the two-level local government is carried out on a large scale, in a short time, with high requirements, so there are still some places that are confused; public housing and working conditions are still difficult; the professional capacity of the team of cadres and civil servants at the commune level has not met the requirements; the work of editing and digitizing records and documents for handover at communes and wards is slow...

Discussing at the meeting, delegates basically agreed with the results achieved in 2025 as well as the shortcomings and limitations identified and presented in the report. At the same time, they analyzed and clarified the shortcomings, limitations, causes of the shortcomings and limitations and proposed solutions for socio-economic development in the coming time.

At the same time, he stated: 2026 is the first year of implementing the Resolution of the 14th National Party Congress; Resolution of the 20th Provincial Party Congress, therefore, all levels and sectors need to closely follow, concretize and successfully implement the Resolution of the Party Congresses at all levels. Continue to accelerate the progress of reviewing and supplementing the planning of Thanh Hoa province for the period 2021-2030, with a vision to 2050. Review and complete urban planning, rural planning, mineral exploitation planning, land use planning, and Nghi Son port planning.

He requested all levels and sectors to step up the removal of "bottlenecks" in socio-economic development under the province's authority, create an open investment environment, and promote economic development.

Along with the above tasks, Chairman of the Provincial People's Committee Nguyen Hoai Anh requested all levels, sectors and localities to continue promoting administrative procedure reform associated with digital transformation, creating favorable conditions for people and businesses. At the same time, focus on promoting key areas, key projects on traffic infrastructure; projects in the fields of processing, manufacturing and electricity.

Review agricultural policies; focus on developing effective and sustainable agriculture towards high value, modern, green, clean, ecological agriculture, gradually adapting to climate change.

The Chairman of the Provincial People's Committee also noted that sectors and localities continue to implement social security policies well, improve the quality of cultural, health and educational activities. Focus on performing well the work of cadres to meet the requirements of operating two-level local governments; ensure national defense - security, political stability, social order and safety, creating favorable conditions for the socio-economic development of the province.

At the meeting, delegates also discussed and commented on the Submission on adding investors/constructions and investment projects to exploit land for leveling at the mines of Yen Tho commune and Cac Son commune to the Appendix attached to Decision No. 3486/QD-UBND, dated November 4, 2025 of the Provincial People's Committee on approving the area not auctioning mineral exploitation rights according to the specific mechanism and policies in Decree No. 66.4/2025/NQ-CP, dated September 21, 2025 of the Government; Plan to arrange the Construction Investment Project Management Boards; Plan to arrange and assign cadres, civil servants and public employees at the commune level, meeting the operational requirements of the local government at 2 levels and some other important contents.
