On June 11, Lang Chanh district, Thanh Hoa province solemnly held the 4th Congress of Ethnic Minorities in 2024. This is the 3rd district of Thanh Hoa to hold the Congress. Attending the Congress were Mr. Dao Xuan Yen - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Mr. Le Minh Hanh - Deputy Head of the Ethnic Minorities Department, and 88 outstanding delegates representing more than 50,000 ethnic minorities in the district.
After 5 years (2019 - 2024), since the successful organization of the 3rd Congress of Ethnic Minorities, implementing the Resolution set out at the Congress, the Lang Chanh district government and ethnic minorities have concretized it with practical and specific actions. Through propaganda activities and policy implementation, ethnic minorities are active and proactive in building their lives and have made many contributions to the community.
Accordingly, the average annual growth rate of production value will reach 16% or more. The average annual income per capita will increase, reaching 28.9 million VND/person/year in 2023. The poverty rate will decrease from 33.57% in 2021 to 21.2% at the end of 2023.
Currently, Lang Chanh has 78/78 villages and hamlets invested in building a power grid system according to standards; basically the 35Kv power line system and transformer stations ensure voltage to supply electricity for daily life and production.
There are 4 units operating in Bai Bui industrial cluster. In addition, in the communes and towns, there are 7 establishments operating in the production and processing of forest products, thereby contributing to increasing the production value from afforestation; the forest product production and processing establishments create regular jobs for 300 workers with an income of 5 million VND/person/month or more.
In particular, the national target programs for the period 2021 - 2025 are being focused on implementation. The total investment capital from the 3 target programs is over 326,585 billion VND, supporting housing construction for 768 poor and near-poor households; building 5 centralized and decentralized water works for 1,495 households; implementing the Project to arrange and stabilize residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period 2021 - 2025 (in 2 communes of Tam Van and Giao Thien, Lang Chanh district); building essential works such as: roads, irrigation, schools, medical stations, cultural houses, centralized water.
The rate of paved roads to the commune center reached 100%; the rate of villages and hamlets with paved roads reached 79.5%; the rate of population using clean water reached 92%.
The work of building new rural areas in the district has been focused on and achieved high results. Up to now, the whole district has 2/9 communes meeting new rural standards; 30 villages and hamlets meeting new rural standards; 2 hamlets meeting model new rural standards. The district has 6 products recognized as meeting "3-star" OCOP standards including: Chau Lang longan candy, mugwort essential oil, Chi Linh Son forest honey, Muong Deng mac khen salt, Binh An super yeast wine, Binh Minh dried bamboo shoots.
Speaking at the Congress, Mr. Nguyen Xuan Hong - Secretary of Lang Chanh District Party Committee acknowledged and commended the achievements and results that the Party Committee, government and ethnic communities of Lang Chanh District have achieved in recent times such as: economic growth rate is quite good; services, trade, especially tourism have increased rapidly compared to mountainous districts; cultural and social fields have made much progress; new rural construction has achieved positive results; cultural identities of ethnic groups have been preserved and promoted; material and spiritual life of ethnic people in the district has been constantly improved and enhanced.
Promoting the achieved results and overcoming difficulties, Lang Chanh District Party Secretary suggested that the district should focus on promoting propaganda and dissemination of the Party's guidelines and policies and the State's laws on ethnic affairs. Mobilizing ethnic minorities to actively participate in implementing programs and projects on socio-economic development, hunger eradication, poverty reduction, and escaping poverty. Implementing human resource development policies for ethnic minority areas. Preserving and promoting cultural values and good customs of ethnic minorities in international integration; promoting the mass emulation movement to protect national security.
Promoting the role of village elders and prestigious people, building the Great National Unity bloc to successfully implement the development goals identified in the resolution letter of the 4th Congress of Ethnic Minorities, period 2024 - 2029. At the Congress, 4 collectives and 88 individuals with outstanding achievements in ethnic work and implementation of ethnic policies in the period of 2019 - 2024 were awarded Certificates of Merit by the Chairman of Lang Chanh District People's Committee.
The Congress elected a delegation of 13 people to attend the Provincial Congress of Ethnic Minorities; Approved the draft Resolution of the Congress, period 2024 - 2029.
