The Ministry of Home Affairs is seeking comments on a draft Decree regulating minimum wages for employees working under labor contracts to complete it before submitting it to the Government for promulgation.

The Ministry of Interior is seeking opinions on a proposed 7.2% increase in the regional minimum wage for 2026.

According to the draft, regional minimum wages will be adjusted to increase from January 1, 2026. This plan to increase the regional minimum wage in 2026 was previously voted on and approved by the National Wage Council. Accordingly, the regional minimum wage will increase by an average of 7.2%, or an average increase of 300,000 VND/month compared to 2025.

Specifically, the minimum wage in Region I increased from VND 4.96 million/month to VND 5.31 million/month (an increase of VND 350,000, 7.1%); Region II increased from VND 4.41 million/month to VND 4.73 million/month (an increase of VND 320,000, 7.3%); Region III increased from VND 3.86 million/month to VND 4.14 million/month (an increase of VND 280,000, 7.3%); Region IV increased from VND 3.45 million/month to VND 3.7 million/month (an increase of VND 250,000, 7.2%).

The monthly minimum wage is the lowest wage level used as a basis for negotiating and paying wages to employees who are paid monthly. It ensures that the wage for an employee working the full normal working hours in the month and completing the agreed-upon labor quota or work cannot be lower than the monthly minimum wage.

The minimum hourly wage is the lowest wage used as a basis for negotiating and paying wages to workers who are paid on an hourly basis. It ensures that the wage for the job or position of a worker for one hour of work and completion of the agreed-upon labor quota or work cannot be lower than the minimum hourly wage.

For employees paid weekly, daily, by-product, or on a piece-rate basis, the monthly or hourly wage of these payment methods must not be lower than the minimum monthly or hourly wage. The monthly or hourly wage is calculated based on normal working hours as chosen by the employer in accordance with labor laws.

The categories of regions I, II, III, and IV are specified in the Appendix attached to this Decree as follows:
