Providing timely care for those in difficult circumstances.

With a spirit of "mutual support and compassion," the Fatherland Front of Bat Trang commune has become an effective bridge, mobilizing resources from the community and member organizations to carry out a series of practical activities, providing timely assistance to policy beneficiaries, the poor, the near-poor, and those facing sudden difficulties in the commune. Success in this work not only demonstrates political responsibility but also serves as vivid evidence of the compassionate and benevolent tradition of the people of Bat Trang.
Mobilizing funds for the "For the Poor" Fund and other social charity funds is a key task that the Vietnam Fatherland Front Committee of Bat Trang commune is implementing vigorously in 2025, especially during the "Month of Action for the Poor". The commune's Fatherland Front has used many diverse forms of mobilization, from propaganda through the public address system, social media, and bulletin boards, to organizing village and hamlet conferences; and direct mobilization through village heads, the Fatherland Front Working Committees of the villages, and other organizations.
Thanks to the concerted efforts of the entire population, officials, civil servants, and philanthropists, fundraising has achieved impressive results, demonstrating a high sense of community responsibility: The "For the Poor" and social welfare fund raised over 691.28 million VND; the "Gratitude and Repayment" fund reached 465.896 million VND; and the "For Vietnam's Seas and Islands" fund raised 302 million VND...
The funds raised not only support the poor in the locality but also spread the spirit of mutual assistance to other regions of the country. Specifically, in 2025, the Fatherland Front of the commune mobilized support for people in provinces affected by the first wave of rain, storms, and floods, sending 595.802 million VND to the Fatherland Front of the city; and continued to mobilize support for people in the Central and Central Highlands provinces affected by the second wave of rain, storms, and floods, raising 275.63 million VND.

The work of "showing gratitude and repaying kindness," caring for policy beneficiaries and those who have contributed to the revolution, has always been a top priority for the Fatherland Front of Bat Trang commune. In 2025, this care was implemented comprehensively and in close coordination between the Fatherland Front, the People's Committee, and member organizations. The commune organized timely visits and gift-giving to those who have contributed to the revolution, such as wounded soldiers, sick soldiers, victims of chemical warfare, and relatives of martyrs; coordinated with the People's Committee of the commune to give 753 gifts, each worth 200,000 VND, to those who have contributed to the revolution; and mobilized 130 gifts from benefactors to donate to disadvantaged households, totaling 133.6 million VND.
According to Chu Anh Tuan, Chairman of the Vietnam Fatherland Front Committee of Bat Trang commune, in caring for those in need, the commune's Fatherland Front has focused on two main forms: livelihood support and emergency assistance for housing and healthcare . The "For the Poor" Fund has been used effectively to build and repair houses for particularly disadvantaged households. This year, the commune's Fatherland Front supported the construction of one solidarity house in Kim Lan village, hamlet 3.
In particular, within the framework of the 2025 National Unity Day, the Fatherland Front of Bat Trang commune provided support for the construction of another "Great Unity" house with a sum of 60 million VND. This house construction support not only provides stable housing but also serves as a great motivation for families to rise out of poverty sustainably. In addition, the Fatherland Front of the commune also promptly provided support to cases of sudden hardship, including: one struggling household in Hamlet 1 of Bat Trang ancient village, one household suffering from illness in Hamlet 2 of Bat Trang, each receiving 3 million VND; and a family in Hamlet 2 of Bat Trang whose house was damaged by a gas fire, resulting in two people suffering severe burns, receiving 5 million VND.

On the occasion of the 2025 National Unity Day, the Fatherland Front of the commune presented 137 cash gifts totaling 151 million VND, including 7 near-poor households, each receiving 3 million VND; and 130 households facing extreme difficulties, each receiving 1 million VND.
Organizations join forces to care for social welfare.
Working together with the local government and the Fatherland Front, the mass organizations of Bat Trang commune have been actively contributing to social welfare in the area. In 2025, the Women's Union of the commune and its village branches organized visits and presented gifts to policy beneficiaries, Vietnamese Heroic Mothers on the occasion of the 78th anniversary of the Day of War Invalids and Martyrs, and families of those who rendered meritorious services, with 35 gifts totaling 17.5 million VND; the Ho Chi Minh Communist Youth Union of the commune also visited and presented 10 gifts worth 6.5 million VND to policy beneficiary families and families who rendered meritorious services to the revolution; the Veterans Association also reviewed and presented gifts to its members who are war invalids and sick soldiers… These activities are not only material support but also a profound expression of gratitude, demonstrating the principle of "drinking water, remembering the source," contributing to strengthening the trust and bond between the people and the Party and the State.

In addition, member organizations of the Fatherland Front in the commune also play an important role in supporting livelihoods and community development. In 2025, the Women's Union of Bat Trang commune coordinated and disbursed nearly 5 billion VND to 35 members as loans for economic development. To date, the Union is managing capital from the Social Policy Bank and the Agricultural and Rural Development Bank totaling nearly 64 billion VND for 1,125 member households. The Youth Union of the commune also maintains 4 loan groups with a total outstanding loan balance of over 11 billion VND to support young people in starting their own businesses.
Ms. Dao Thi Hong Hai, Chairwoman of the Women's Union of Bat Trang Commune, shared that for many years, the "Godmother" program of the Women's Union of the commune has been of practical significance. The Union has cared for and supported 9 orphaned children with difficult circumstances. In the first 6 months of 2025, the children received a total of 27 million VND in support (500,000 VND/child/month); in the last 6 months of 2025, the Union will continue to help 8 children with a total of 40 million VND (1 child has grown up and has a stable family situation); and donated health insurance cards to 20 disadvantaged students in the commune, worth nearly 20 million VND from social contributions.
Social welfare efforts in Bat Trang are not limited to temporary support, but aim for sustainable goals. According to Hoang Tien Dung, Chairman of the Bat Trang Commune People's Committee: Since 2020, Bat Trang commune has had no poor households. At the end of November 2025, the Commune People's Committee held a conference to periodically review poor and near-poor households according to the multidimensional poverty standard for the 2022-2025 period of Hanoi city. This review aims to develop plans for timely and accurate support and assistance for near-poor households in the commune.

Through a review, it was found that there are currently 7 near-poor households in Bat Trang commune, located in the villages of Trung Quan 1, 2, and 3; Chu Xa; and villages 1 and 4 of Dong Du. The review process was carried out according to proper procedures, ensuring democracy, objectivity, and community participation. This serves as the basis for the commune to develop a poverty reduction plan for 2025 and subsequent years. For households at risk of falling back into poverty or facing difficulties, the commune will coordinate with relevant organizations to investigate the causes and propose appropriate support measures.
Efforts in social welfare work have affirmed the pioneering role of the Fatherland Front of Bat Trang commune and other political and social organizations in promoting the spirit of "mutual support and compassion" in the community, mobilizing resources to promptly help those in difficult circumstances to rise up, stabilize their lives, and contribute to building an increasingly strong national unity.
Chairman of the Fatherland Front Committee of Bat Trang commune, Chu Anh Tuan, further informed: The Fatherland Front Committee of the commune has set key tasks for 2026 with specific goals, aiming to ensure that 100% of near-poor households receive visits and gifts; promptly support and assist near-poor households with means of production; review and support the construction and repair of solidarity houses; and organize medical examinations and treatment for serious illnesses for disadvantaged people in the area.
