According to Decision No. 2786/QD-BQP dated June 14, 2025 of the Ministry of National Defense , the dissolution of the District Military Command is part of the roadmap for restructuring the local government apparatus, from three levels to two levels: Province and Commune. This is a consistent step to realize the spirit of the Central Resolution on streamlining the organization, improving the effectiveness and efficiency of state management. The event not only closes a long-standing organizational model, but also opens a new chapter in the strategic thinking of organizing local armed forces, laying the foundation for building a solid regional defense posture in the new era.

Reducing the administrative level does not mean reducing the defense level. If a suitable organizational model is not prepared, when a defense and security situation occurs, we will be surprised and passive right at the grassroots level. Therefore, along with the dissolution of 26 district-level military commands in Thanh Hoa province, Thanh Hoa province also plans to establish 5 regional defense commands, under the direct command of the provincial military command. This is not a new administrative level, but a specialized force - an "extended arm" of the provincial level, playing the role of commanding the armed forces in areas with large populations and important strategic positions.

While administrative organizations can be merged or separated according to state management requirements, the national defense posture cannot accept a “gap”. Because modern warfare is no longer a traditional, massive advance, but rather non-traditional attacks: Cyber ​​​​warfare, terrorism, internal sabotage, riots and overthrows… that occur unexpectedly and non-linearly. Without an “intermediate” command force, no one will direct inter-commune operations; no one will coordinate between the army - police - militia - health ; and no one will promptly handle a security crisis when a locality faces a security crisis.

The dissolution of the district-level military command in Thanh Hoa is a milestone of historical transition. It is not the “end” - but a strategic transition, from an old organizational model to a new, streamlined, efficient, responsive, and highly combat-ready military organizational mindset.
