Through recent post-inspections and feedback from consumers and the media, the Ministry of Health assessed that the business situation of cosmetic products that are hand-carried, counterfeit, of unknown origin, of poor quality, and commercial fraud in the cosmetics sector is increasingly complicated, affecting people's health and consumer rights.
The Ministry of Health recommends that the People's Committees of provinces and cities proactively control the quality of cosmetics circulating on the market.

Therefore, on May 16, the Ministry of Health issued an official dispatch requesting the People's Committees of provinces and cities to direct relevant agencies and units in the area to implement a number of key contents to proactively control the quality of cosmetics circulating on the market, ensuring the rights of consumers.
Post-quality control, cosmetic advertising
Strengthen inspection and examination of cosmetic production and trading activities, focusing on products of unknown origin, not declared according to regulations; cosmetics with false advertising, improper labeling. Pay attention to online business activities, especially on social networking platforms and e-commerce platforms.
Regularly conduct post-inspection of cosmetic products in circulation on the market, through sampling and testing, and strictly handle violations.
The Ministry of Health also requested provinces and cities to recall and destroy all types of cosmetics suspected of being fake, cosmetics of unknown origin, cosmetics that do not meet quality standards, and are unsafe for consumers.
Direct the health sector to closely coordinate with functional agencies: police, market management, customs, tax, local Steering Committee 389, to promptly detect and prevent acts of production, storage, and trade of fake and substandard cosmetics. Strictly handle organizations and individuals who violate the law.
Review regulations to enhance the responsibility and management efficiency of relevant agencies and local authorities in the production and trading of cosmetics. In case of difficulties or inadequacies, promptly report to the competent authorities for timely research and amendment.
"The People's Committees of provinces and cities direct implementing units to ensure effective state management, protect people's health and consumer rights," the Ministry of Health proposed.
Previously, on May 2, the Prime Minister issued Official Dispatch No. 55/CD-TTg on strengthening coordination and strictly handling organizations and individuals involved in the production and trade of fake medicines, fake milk and fake health protection foods, requesting the Ministry of Health to strengthen inspection of compliance with legal regulations on pharmaceuticals and food safety, while paying attention to strengthening state management of cosmetics, preventing violations from occurring.
