At the event, business opinions focused on major groups of topics such as: Legal procedures, licensing, renewal and management of educational activities for foreign language centers, skills training facilities and teaching cooperation activities.
Many businesses proposed allowing an individual to operate multiple foreign language centers in the same system to suit the chain model; recommending to shorten the time for processing documents and legal procedures, and clarifying regulations on foreign language centers being allowed to teach skills, talents and related procedures for applying for additional licenses.
Regarding preferential policies and support for businesses, delegates also proposed applying a 10% corporate income tax incentive for the education sector (especially for private preschools and foreign language training), supporting operating costs, and a special tax policy for private preschools to encourage the socialization of education.

In addition, businesses recommended adding a mechanism to support non-public schools in investing in facilities, increasing flexibility in class size, and removing the maximum number of classes for multi-level schools.
At the conference, businesses also commented that the merger of the administrative boundaries of Ho Chi Minh City (new) promotes the needs of educational businesses for cooperation, investment and regional linkage.
In particular, businesses want to remove legal obstacles to attract investment in the form of PPP in general education, procedures for merging educational institutions after adjusting administrative boundaries; there needs to be a synchronous online mechanism from submitting documents, receiving recommendations to responding to save time and costs for businesses.
The company also proposed expanding the teaching of foreign languages other than English such as Japanese, Korean, and Chinese for all levels of education, and considering continuing the reward program for students who achieve international language certificates...

At the conference, representatives of the Department of Education and Training of Ho Chi Minh City and related departments and branches answered and explained clearly the legal basis, procedures and provided appropriate solutions to the issues raised by the businesses above.
In particular, all issues related to procedures after administrative boundary merger, licensing, and tax incentives are answered and guided in detail, helping businesses feel secure in implementing their operational plans.
