As one of the long-time residents near the Heart Lake area in An Dong Ward, Hue City, Mr. Nguyen Minh expressed his frustration at the encroachment on public land by many households, especially in the area around Luc Binh restaurant. Despite numerous petitions, the situation remains unchanged, so Mr. Minh made a request at a voter consultation meeting; he also hoped the city would allocate land in this area to build a community center for residents' activities.
Following a voter petition, the leaders of Hue City directed relevant departments to investigate and determined that the land encroached upon and used by Mr. Vo Van Tuan falls within the scope of land acquisition for the Kiem Hue 3 Lake renovation project, which was approved by the Provincial People's Committee based on the economic and technical report and the construction bidding plan according to Decision No. 688 dated April 12, 2013 and Decision No. 1178 dated June 16, 2014. On May 13, 2015, Hue Urban Environment and Construction Joint Stock Company issued document No. 332 regarding the resolution of obstacles in the Kiem Hue 3 Lake upgrading and renovation project.
Accordingly, at green spots 3 and 4, the Luc Binh restaurant exists on land within the land clearance area due to encroachment, and therefore construction has not yet commenced. Consequently, the An Dong Ward People's Committee, in coordination with Hue Urban Environment and Construction Joint Stock Company, has been working to explain the compensation and support policies for land acquisition to Mr. Vo Van Tuan. However, Mr. Vo Van Tuan disagreed and submitted a request for the project to provide 50 million VND to dismantle and relocate the structure, but the investor refused, and it has remained in place ever since.
Recently, the People's Committee of An Dong Ward, in coordination with the neighborhood committee, has been urging Mr. Vo Van Tuan to dismantle the structures and buildings on the land managed by the People's Committee of the ward, but Mr. Vo Van Tuan has not complied. Currently, the People's Committee of An Dong Ward is continuing to persuade the family to dismantle and move the structures and buildings on the land to return it to the State. If persuasion is unsuccessful, the People's Committee of An Dong Ward will consolidate the case file and draw up an administrative violation report against Mr. Vo Van Tuan for land encroachment, in accordance with regulations on administrative penalties in the field of land, as a basis for enforcing corrective measures and forcing the return of the land to the State.
In An Cuu ward, many households have petitioned regarding the Duy Tan road section near the historical site. Although the road expansion project has been implemented and residents have received compensation, they have not yet relocated. There are currently instances of unauthorized extensions to awnings, and this section of road is deteriorating, frequently experiencing traffic congestion due to its narrow width. Therefore, they request the project be implemented soon.
Upon investigation, Duy Tan Street is included in the Water Environment Improvement Project, and the road has already been completed and paved with asphalt. The average road width is 5 meters, with no sidewalks. According to Decision No. 676 of the Provincial People's Committee on regulating the road width of the main roads outside the Hue Citadel and south of the Perfume River, Duy Tan Street has a planned road width of 13 meters. The upgrading and expansion of Duy Tan Street is not currently included in the province's medium-term public investment plan for 2021-2025. The cost of upgrading and expanding the road requires a significant amount of funding for land acquisition; however, due to limited provincial and city budgets, this project has not yet been implemented. Regarding cases of unauthorized extensions and encroachment on the road and sidewalks, the city has assigned the Urban Management Team to coordinate with the An Cuu Ward People's Committee to inspect and handle these issues.
One of the long-standing issues that many households in the city are concerned about is the request to relocate the remaining 93 households of the former Group 21, now Group 7, An Cuu Ward, which is part of the Hue University Project.
Responding to the above request, the Vice Chairman of the Hue City People's Committee, Mr. Nguyen Viet Bang, stated that the Hue University resettlement area's technical infrastructure project was approved for a total area of 13.5 hectares. The project's objective is to subdivide land to create a land fund for resettlement, with Phase 1 focusing on relocating graves and agricultural land of approximately 4.5 hectares. By May 30, 2023, the City's Land Fund Development Center had handed over the cleared land to the Provincial Urban Area Development Management Board for implementation. The focus will first be on subdividing the infrastructure area to provide resettlement land for approximately 110 households affected by land issues in this area. Therefore, for the remaining households of the former Group 21 (now Group 7), Phase 2 will be implemented after the land fund is secured, with relocation expected in the first and second quarters of 2024.
