Discussion in the Group on the draft Law on Housing (amended)

On the morning of June 5, National Assembly deputies discussed in groups the draft Law on Housing (amended). Comrade Nguyen Anh Tuan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Ninh province chaired the discussion in Group 13, including the delegations of National Assembly deputies of Bac Ninh, Lang Son, Dak Lak, Hau Giang provinces. Comrade Tran Thanh Man, member of the Politburo, Permanent Vice Chairman of the National Assembly attended the discussion with Group 13.

Delegates basically agreed with the necessity of the draft Law on Housing (amended), because after 9 years of implementation, the current Law on Housing has created a legal corridor to regulate issues related to ownership, management, use, housing development... helping millions of people with housing difficulties to establish legal and stable housing, ensuring the implementation of social security policies and the socio -economic development needs of the country. However, in addition to the achieved results, the current Law on Housing has revealed many limitations and inadequacies, which are no longer suitable for reality. The amendment and supplementation of the Law on Housing aims to create an effective legal corridor in this field.

Assessing that the draft Law dossier was prepared relatively elaborately and thoroughly, basically meeting the requirements of the Law on Promulgation of Legal Documents, delegates also contributed many opinions to complete the draft law. The content of the contributions focused on the provisions on: Subjects entitled to social housing support policies; procedures for renovating apartment buildings; the development of provincial housing development programs and plans; regulations for foreigners owning houses;... Many opinions suggested that the drafting agency fully supplement the draft documents detailing the implementation of the Law; review the draft Law on Housing (amended) to avoid duplication with the provisions of the Land Law and the Law on Real Estate Business; continue to research to legalize to the maximum the contents currently stipulated in sub-law documents that are clear, tested in practice and effective in practice.

In this discussion session, the National Assembly Delegation of Bac Ninh province had 3 delegates participating in the discussion and contributing opinions on many contents of the draft Law.
