( Quang Ngai Newspaper) - With the focused direction of the province, along with the efforts of the local government, the difficulties in compensation and site clearance (GPMB) for a number of projects (DA) in Dung Quat Economic Zone have been and are being cleared.
The project has not been completed due to land issues.
The main traffic route project connecting the northern and southern centers of Van Tuong urban area (the north-south main road of Van Tuong urban area) has an investment capital of nearly 398 billion VND, and started construction in 2014. According to the plan, the project will be completed and put into use in 2018, creating space for Van Tuong urban development. However, after 5 adjustments and more than 10 years of construction, the project has not been completed due to problems in site clearance.
Specifically, the first section of the route connecting Vo Van Kiet Street to Van Tuong Urban Area (over 1.9km long, 6 lanes wide) has been completed, but there is a household that cannot be cleared (about 100m). This location is in front of the headquarters of the People's Committee of Binh Hai Commune (Binh Son), becoming a "bottleneck", posing a risk of traffic safety. According to the People's Committee of Binh Hai Commune, the above location has 4 plots of land that have not been cleared for many years, making it impossible for the project to be constructed, causing an unsightly appearance. At the intersection with the road leading to the headquarters of the Management Board of Dung Quat Economic Zone and the provincial industrial parks, in Binh Tri Commune (Binh Son), there is a plot of land blocking the road. The location with the land clearance occupying half of the road is the land of Mr. Bui Duc Toan, including 2 plots with houses on the land, with an area of over 3,000m2.

Recently, during the process of making a compensation plan, the Binh Son District Land Fund Development Center and Mr. Toan could not agree on the compensation and resettlement price, leading to the situation where the road cannot be constructed for a long time. Right next to it is another bottleneck with many houses that have not been demolished, and people still live normally.
The project of Anti-erosion embankment combined with rescue road, resettlement, boat mooring - Ca Ninh dam downstream of Tra Bong river (phase 1), located in Binh Dong commune (Binh Son), has a total investment capital of nearly 700 billion VND, invested by Dung Quat Economic Zone Management Board and the provincial industrial parks. The project has a scale of building a new road combined with anti-erosion embankment; leveling the ground of Ca Ninh resettlement area, with an area of 60.7 hectares; traffic roads with 5 main routes and 45 branch routes; technical infrastructure and more than 1,000 resettlement lots. Although the project has been allocated enough capital, so far the implementation volume has only reached more than 91.9% of the contract value. Many items have to "wait", because 16 households subject to on-site resettlement have not agreed on compensation and site clearance; of which, 4 households requested to increase the compensation level...
In Dung Quat Economic Zone, there are still some projects facing difficulties in compensation and site clearance, affecting local economic development. Clear the bottleneck
Implementing the direction of the Provincial People's Committee in Notice No. 180/TB-UBND dated April 17, 2024 on the conclusion of Vice Chairman of the Provincial People's Committee Tran Phuoc Hien at the inspection of the implementation of a number of investment projects in Dung Quat Economic Zone, Binh Son district has coordinated with relevant departments and branches to actively remove obstacles for a number of projects. At the same time, directing local authorities to resolutely and synchronously deploy solutions, from propaganda, mobilization to developing construction protection plans.
The Van Tuong urban north-south main road project through Binh Hai commune still has 2 bottlenecks, because people have not agreed with the compensation and site clearance plan. Therefore, in parallel with propaganda and mobilization, Binh Hai commune publicly and transparently informs the people about the construction protection plan, especially in cases of intentional non-cooperation. On the morning of July 30, 2024, Binh Hai commune implemented the protection of the construction plan, site clearance of 100m, the section passing in front of the commune People's Committee gate.
Chairman of Binh Hai Commune People's Committee Ngo Van Thinh said that this is one of the two bottlenecks of the project that has lasted for decades, affecting the progress of the project, creating a "bottleneck", causing danger to people and vehicles participating in traffic. The remaining bottlenecks are related to 7 households wishing to change their resettlement location, moving from Hai Nam resettlement area to Van Tuong resettlement area. Currently, Binh Hai Commune is coordinating with related units to implement procedures, including developing a new resettlement plan to submit to competent authorities for approval.
In Binh Dong commune (Binh Son), from mid-May 2024, the commune government organized on-site inspections of land plots and worked with related households and groups of households. At the same time, a team was established to mobilize land clearance for the project of anti-erosion embankment combined with rescue, evacuation, resettlement, and boat mooring - Ca Ninh dam (phase 1). Members of the team went to each household to explain the objectives and significance of the project; mobilized people to agree with the compensation and land clearance plan, creating conditions for the project to be completed soon and promoted effectively.

According to Chairman of Binh Dong Commune People's Committee Lu The Lam, by July 31, 2024, the problems in the project's site clearance work had been completely resolved, and 100% of households had voluntarily handed over the site. Currently, the investor has taken over the site and is focusing on construction to soon complete the remaining items.
Vice Chairman of Binh Son District People's Committee Ung Dinh Hien shared that the problems in compensation and site clearance are the main reasons why projects in Dung Quat Economic Zone are behind schedule, lasting from 5 to 11 years. Implementing the direction and guidance of the provincial leaders, along with the determination of the locality, up to now, the Van Tuong Urban North-South Main Road Project has basically resolved the problems. In particular, the problems of the Anti-erosion Embankment Project combined with the rescue road, evacuation, resettlement, boat mooring - Ca Ninh Dam (phase 1) have been completely resolved.
