After 5 years of implementation, the 2 national target programs: New Rural Development and Sustainable Poverty Reduction for the 2021-2025 period have achieved many positive and comprehensive results. Specifically, nationwide, 6,084/7,669 communes have met the new rural standards; 2,567 communes have met the advanced new rural standards and 743 communes have met the model new rural standards. Nationwide, 329/646 district-level units in 60 provinces and centrally-run cities have been recognized by the Prime Minister as having completed their tasks/met the new rural standards. Among the districts that have met the new rural standards to date, 48/240 districts have met the new rural standards and have been recognized by the Prime Minister as having met the advanced new rural standards.
Currently, there are 24 provinces and centrally-run cities with 100% of their communes meeting the NTM standards, of which 19 provinces and cities have 100% of their communes meeting the NTM standards and 100% of district-level units have been recognized as meeting the standards/completing the NTM tasks. There are 12 provinces that have been recognized by the Prime Minister as having completed the NTM construction task.
Regarding the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the whole country has achieved and exceeded the annual poverty reduction targets assigned by the National Assembly and the Government. Specifically, the average poverty rate according to the multidimensional poverty standard decreased by 1.03% per year, meeting the target assigned by the National Assembly and the Government. The average poverty rate in poor districts decreased by 6.7% per year, exceeding the target assigned by the National Assembly and the Government. The average poverty rate among ethnic minorities decreased by 4.45% per year, meeting the target assigned by the National Assembly and the Government. Currently, there are 19 extremely disadvantaged communes in coastal and island areas that have escaped poverty and extreme poverty, reaching 35%, exceeding the target assigned by the National Assembly and the Government. To date, 3 poor districts have been recognized as having escaped poverty, and it is expected that by 2025, 19 more districts will escape poverty, reaching 30% according to the target assigned by the National Assembly and the Government. The total number of poor and near-poor households at the beginning of the period was 2,393,332 households, expected to be 1,256,197 households by the end of 2025, reaching 52.49%, exceeding 2.49% of the target, reducing by half the number of poor and near-poor households compared to the beginning of the period according to the national multidimensional poverty standard.
Speaking at the conference, comrade Pham Minh Chinh requested all levels and sectors to continue reviewing, revising, perfecting and fully promulgating documents guiding the implementation of the program in a synchronous and unified manner, in accordance with the two-level administrative organization model, especially regulations on resource integration mechanisms, mechanisms for mobilizing and effectively coordinating resources in a flexible manner. Research and develop a set of national criteria for new rural areas at all levels for the period 2026 - 2030 in accordance with the new situation; strengthen decentralization and delegate proactive authority to localities to specify criteria and targets to ensure suitability with the actual conditions and characteristics of each region; research and pilot a number of "happy new rural" models.
The Prime Minister requested to study and propose to the competent authority to decide on the model of the apparatus to implement the program in the next phase in the direction of streamlining and specializing, in accordance with the policy of organizing local government according to the 2-level model, no longer at the district level, in which, clearly defining the overall coordination role at the provincial level and strengthening the capacity to organize implementation at the commune level. Shifting the focus from quantity development to quality improvement, especially focusing on maintaining and improving the criteria after meeting the new rural standards, especially focusing on building new rural areas at the village and hamlet levels according to the approach based on the internal strength of the community and indigenous knowledge; maintaining and improving the quality of the criteria after meeting the new rural standards. Guiding and supporting localities in implementing the construction of advanced new rural areas and modern new rural areas; localities deciding on the construction of model new rural areas in the direction of a number of outstanding fields, suitable to the conditions and characteristics of the region. At the same time, synchronously implement sustainable poverty reduction solutions in a multi-dimensional, inter-sectoral approach, focusing on livelihood development, enhancing the self-reliance and self-improvement capacity of the poor, and preventing widespread re-poverty...
