The 100-meter-high air traffic control tower in Long Thanh is approaching the finish line.

(PLVN) - "Up to now, the air traffic control tower has been constructed to a height of 107.93m/115m. Before September 30, 2025, we will complete this entire item. With this momentum, the air traffic management works can be completed to serve the first calibration flight in Long Thanh at the end of December 2025", Mr. Ho Tuan Sy - Deputy General Director of Vietnam Air Traffic Management Corporation (VATM) discussed with Phap Luat Viet Nam.

The works serving flight management (Component Project 2) are invested by VATM. This is one of the two component projects implemented by units under the Ministry of Construction , and up to this point is determined to be basically following the set schedule.

“The end of 2024 - the most stressful time of Component 2 Project when the construction progress encountered difficulties, then the international bidding for specialized air traffic control equipment required detailed standards, needed time to discuss and consult with authorities... Overcoming the above time, up to now everything is going quite smoothly", said Mr. Sy.

It is known that the tower body has been basically completed. In June 2025, the installation of flight management equipment will be carried out simultaneously. The electromechanical part is expected to be completed in June 2025; the specialized flight management equipment will be completed on October 30, 2025.

In addition to the "brain" of the project, around this air traffic control tower there are other construction clusters such as: Primary and secondary radar stations, radio transmitting stations; Radio receiving stations, dependent monitoring stations; Meteorological radar; Multi-directional navigation and distance measuring stations... The investor commits to complete these construction items before the great holiday of April 30, 2025.

“Over the past months and currently, our construction site has always had the presence of nearly 300 workers. Of which, construction contractors have arranged about 250 engineers and workers; VATM has about 30 people on duty here to operate and supervise the project,” said Deputy General Director Ho Tuan Sy, affirming that the investor has been controlling the progress of the project well with the main construction package D02 and 5 specialized equipment installation packages.

Answering the question “The end of the year is the beginning of the rainy season in the South, will the weather affect the “finish line” of Component 2 Project?”, the Deputy General Director of VATM said: “By that time, the exterior construction will be basically completed, and the stage of installing equipment and machinery inside the building will be prepared, so the weather will certainly not be able to hinder the progress of the air traffic control project clusters.”

According to sources from Vietnam Law, at this time, some items of some other component projects are at risk of being "flooded" in progress. Specifically, in Component Project 1 (headquarters of state management agencies), 2 Animal and plant quarantine headquarters works under the Ministry of Agriculture and Environment, the investors (Veterinary Department of Region VI, Plant Quarantine Department of Region II) are only in the stage of organizing the preparation of construction drawing design documents. It is expected that construction of these 2 projects will start in May 2025.

In addition, Package 4.8 "Internal port traffic and technical infrastructure" under Component Project 3 (essential works) invested by Vietnam Airports Corporation (ACV) is also at risk of being delayed. If the contractor does not allocate additional resources and construction teams, it will be very difficult to meet the adjusted schedule - to be completed before December 31, 2025.

Discussing this issue with Vietnam Law, VATM Deputy General Director Ho Tuan Sy said that projects need to maintain a necessary urgent construction pace to ensure reaching the finish line at the same time, thereby being able to organize the synchronous and effective operation of all related works, avoiding the case where the air traffic management works have to wait for essential works to be completed to put into operation or vice versa, which will cause waste in the use of the works.

Regarding the overall Project Component 2, the investor representative committed to ensuring progress to serve the first test flight by the end of this year. “VATM strives to complete it by October 2025, the remaining 2 months - November and December 2025 - will be used to test the equipment and facilities before officially putting them into operation,” said Mr. Sy.

Who directly manages Long Thanh Airport Project?

After merging the two Ministries of Construction and Transport, Minister of Construction Tran Hong Minh signed Decision No. 247/QD-BXD assigning Deputy Ministers to manage and monitor investment and development projects nationwide.

Accordingly, Deputy Minister Pham Minh Ha is assigned to manage projects in the aviation sector, including: Long Thanh International Airport Project (Phase 1); Terminal T3, Tan Son Nhat International Airport; Gia Binh Airport, with a total investment of VND 154,440 billion. These are important infrastructure projects, of which Long Thanh International Airport is a national key project.

It is known that before becoming Deputy Minister in charge of the above projects, Mr. Ha held the position of Director of the State Appraisal Department of Construction Quality.
