When mentioning Thap Muoi, people immediately remember two verses of Poet Bao Dinh Giang:

"The most beautiful lotus in Thap Muoi,

"The most beautiful Vietnam has the name of Uncle Ho" (original).

Thap Muoi is a district in Dong Thap Muoi region of Dong Thap province with a natural area of 533.82 ^km2 , has 13 administrative units (including 12 communes and 1 town); population of 131,923 people. The district has 49 party cells and party committees (including 13 commune and town party committees, 02 police and military party committees; 34 district branch party cells and party committees) with 4,872 party members, accounting for 3.69% of the population, is one of the large rice granaries of the province.

Today, Thap Muoi has "changed its skin" with the hustle and bustle of the city, straight asphalt roads, airy inter-district, inter-commune, inter-hamlet concrete roads, rice fields, lotus fields, and vast fruit gardens thanks to the application of scientific and technological advances in production. The appearance of the countryside changes every day, many spacious houses are built, many sturdy concrete bridges connect the two banks of the poetic river connecting villages. The quality of people's lives is constantly improving. These changes are thanks to the strong leadership and direction of the Provincial Party Committee, the Provincial People's Committee; the provincial departments, branches and sectors; the high political determination of the Party Committee, the government, and the entire political system; the companionship of the business community and the people in the journey to build Thap Muoi to meet the standards of a new rural district.

Aspiration to build new countryside

Thap Muoi today has truly "transformed". If when separated, according to Decision No. 04-CP dated January 5, 1981 of the Government Council (now the Government), separating a part of Cao Lanh district to establish Thap Muoi district and officially put into operation in June 1981, a district that used to be the alum center of Dong Thap Muoi is now a new rural district. If in the early years, the road to the communes was difficult to travel, "dusty in the sun, muddy in the rain", today cars can reach the communes and there are even inter-hamlet roads that cars can travel easily. If in the early years, there were fields in Tan Kieu, Truong Xuan, Hung Thanh, Thanh Loi, Lang Bien... with high acidity, farmers encountered many difficulties in agricultural production (losses), then through planting, renovation and practical experience along with the application of science and technology, productivity gradually increased by an average of 8 - 10 tons/ha. It can be said that Thap Muoi is the leading locality in the Mekong Delta region in applying scientific and technical advances, high technology and mechanization in agricultural production, outstanding in the application of smart agricultural models, high-tech agriculture, contributing to reducing costs, improving the quality and value of agricultural products to conquer and meet the needs of today's demanding market. Thanks to advances in science and technology, farmers are sensitive and promptly grasp that progress and the needs of the market to change their thinking from "agricultural production" to "agricultural economy". If in the early years, many mixed garden areas were not renovated, farming was spontaneous and fragmented, today the conversion of crop and livestock structure is inevitable to suit the development trend of the economy.

In general, it can be seen that with the dynamism, creativity, and high political determination of the Party Committee, the government, and the entire political system; the companionship of the business community and the people in implementing solutions for economic, cultural - social, national defense - security development, etc., the rural appearance of the district has gradually changed and developed remarkably:

(1) The district's economic structure has shifted towards agricultural economy with 06 key products: rice, lotus, jackfruit, striped snakehead fish, frogs, ducks; the application of new science, techniques and technology has always been focused on and promoted; many good and effective models have been maintained and replicated, contributing to increasing production value and income for people.

2) Rural transport infrastructure is invested, upgraded, and solidified, and is the locality with the best infrastructure in the Province, able to connect with regions of the Province and neighboring Provinces; irrigation infrastructure and electricity systems are maintained and repaired to ensure good service for production, business, and people's needs.

(3) The health sector has always been invested in and developed to meet the needs of medical examination and treatment , and to protect people's health. Up to now, 100% of commune-level health stations have been invested to meet national standards in terms of facilities and all health stations have doctors. The work of medical examination and treatment for people is getting better and better. National health programs are being widely implemented. Food safety and environmental sanitation are focused on, limiting the occurrence of epidemics . The investment in the construction of Thap Muoi Regional General Hospital demonstrates the determination of the Party Committee and the government in protecting people's health for social development.

(4) Thap Muoi is a district with a tradition of studiousness, always a bright spot of the Province in education and training. For many years, the high school graduation rate has been among the top in the Province (some years it has risen to the top). This is a very noteworthy point.

(5) The rural landscape is spacious, environmental sanitation, economic, cultural and social infrastructure are improved, traffic routes, schools, medical stations and markets are invested and upgraded; environmental protection activities receive high consensus in the community from participating in planting flowers, making green fences; implementing the "Bright - green - clean - secure" route, collecting pesticide packaging.

(6) With a very important role as the subject, promoting the spirit of "people know, people discuss, people do, people check, people supervise, people benefit", thereby promoting the role of people in building new rural areas, the contribution of the community of Thap Muoi district in building new rural areas is a highlight of the province when people contribute up to about 40% (1,010/2,547 billion VND) of capital mobilized for direct investment in building new rural areas (excluding credit capital), contributing significantly to helping Thap Muoi district complete the construction of a new rural district one year ahead of schedule. Accordingly, the appearance of the countryside, the material and spiritual life of the people are raised and aroused, promoting community cohesion with the spirit of self-reliance, diligence, and cooperation of the people through the activities of the Association, self-governing People's Groups, and the model of community management in building new rural areas.

(7) The work of job creation, industrial development, and services effectively solves the idle time of rural workers, creates new jobs for workers, increases family income, and effectively sends workers to work abroad under contracts, contributing to poverty reduction and gradually shifting the labor structure of the District.

(8) Along with promoting socio-economic development, the Party Committee and the government of Thap Muoi district always pay attention to leading and organizing the effective implementation of local defense and military tasks, focusing on promoting education and training on defense and security knowledge for all subjects, creating positive changes in awareness and responsibility of all levels, sectors, localities and the entire population in performing local military tasks, contributing to promoting the combined strength of the entire political system and the entire population in the task of building and defending the Fatherland, building an increasingly clean and strong Party organization.

Model new rural road in Phu Dien commune

With the achieved results, Thap Muoi is the first district of Dong Thap province to be recognized by the Prime Minister as meeting the new rural standards in 2019 in Decision No. 1273/QD-TTg dated August 19, 2020. This is a very worthy achievement for the efforts and determination of the Party Committee, government, people and business community of the district. Looking back at the efforts and endeavors of the Party Committee, government, people and business community of the district over 10 years of implementing the New Rural Development Program, we can see that it is the great determination, the strong leadership and direction of the Party Committee and local government, as well as the correct orientation, the comprehensive leadership of the Provincial Party Committee, the Provincial People's Committee, departments, branches and the very high consensus of the people and businesses that helped Thap Muoi district soon complete the goal of building a new rural district in 2019, one year earlier than planned.

Thap Muoi strives to complete the criteria to meet the standards of an advanced new rural district by the end of 2024.

On the basis of being recognized as a new rural district in 2019, the Party Committee, government, people and business community of Thap Muoi district are determined to build the district to achieve an advanced new rural district. Affirming the determination, continuous efforts, improving the quality of new rural construction associated with urbanization,... The Executive Committee of Thap Muoi district Party Committee has issued a Resolution on building Thap Muoi district to meet advanced new rural standards in the period of 2020 - 2025, accordingly, the District People's Committee has specified and issued a plan to build Thap Muoi district to meet advanced new rural standards by 2025.

According to the report of the Steering Committee of the National Target Program on New Rural Construction associated with the Project on Agricultural Restructuring and Sustainable Poverty Reduction in the district by the end of 2023, the communes proactively implemented rural infrastructure works from central capital sources, provincial capital support, district capital, as well as other integrated capital sources, in which, the sectors and communes proactively reviewed and evaluated the level of achievement compared to the targets of the new set of criteria, proposed tasks and solutions to build Thap Muoi district to meet advanced new rural standards. The district has 04 communes recognized as meeting advanced new rural standards: My Dong, Thanh My, Doc Binh Kieu, My An. It is estimated that by the end of 2023, there will be 02 more communes meeting 19/19 criteria for advanced new rural communes: Truong Xuan and Phu Dien communes; My Dong commune registered to meet the standards of a model new rural commune according to the Environmental Landscape Criteria group. Up to now, the commune has met 3/4 conditions, the remaining 1 condition is being implemented (with at least 1 smart village model), it is expected to meet it by the end of the year; maintain, improve the quality and achieve 100% of the criteria for new rural communes and districts; build to achieve at least 3 more criteria of the criteria for advanced new rural districts. Registered to the province to meet the standards of an advanced new rural commune in 2024 (Lang Bien commune) and a commune to meet the standards of a model new rural commune in 2024 (Doc Binh Kieu commune), it is expected that the district will meet the standards of an advanced new rural district one year ahead of schedule ( according to Report No. 9192/BC-UBND dated December 25, 2023 of the People's Committee of Thap Muoi district ) .

To strive to reach the goal of an advanced new rural district by the end of 2024, the district has set out 11 key tasks, including maintaining and improving the quality of new rural criteria, striving to have at least 1 more commune meeting advanced new rural standards, 1 commune meeting model new rural standards and completing the criteria of an advanced new rural district by the end of 2024. Call for investment in projects in the area, support and remove difficulties for businesses in carrying out investment procedures. Promote promotional activities, build local images, improve the quality of community tourism activities associated with promoting the value of historical relics. Invest in works serving agricultural production, replicate effective models, purchase equipment for production.

Effectively deploy solutions to implement the National Target Program on New Rural Development associated with Agricultural Restructuring and Sustainable Poverty Reduction towards ecological agriculture, modern rural areas, and professional farmers. Focus on building value chains from key industries with potential and strengths (rice, lotus, jackfruit, striped snakehead fish, frogs, ducks)and implement the Digital Transformation Project for the Agricultural sector , expanding the area of application of traceability technology and growing area codes.

At the same time, focus on directing sectors and communes to proactively and urgently review and evaluate the level of building advanced and exemplary new rural areas, maintain well 06 communes achieving advanced new rural areas, Lang Bien commune achieved 16/19 criteria for advanced new rural areas; Doc Binh Kieu commune built a model new rural area, achieved 04/06 criteria; Advanced new rural district achieved 05/09 criteria. The whole district has 38 OCOP products reaching 3-4 star level (28 3-star products and 10 4-star products) , of which 22 products have raw materials from lotus; the work of mobilizing subjects to improve product quality, improve packaging designs, and environmental criteria to upgrade the stars of products is being strengthened.

Focusing on digital transformation, promoting the construction of digital government, promoting the application of information technology in direction and administration, especially administrative reform, effectively using application software in performing administrative procedures, has shortened time and reduced costs for people and businesses. 100% of administrative procedures are received, processed, returned results, and managed on one-stop software.

Many cultural and artistic activities were organized and took place enthusiastically, richly, attractively in content, diverse in form, going into depth, associated with creating local images, contributing to building the culture and people of Dong Thap, affectionate, dynamic and creative.

Local military defense work, political security situation, social order and safety continued to be maintained and put into order, absolutely protecting the safety of key targets, Party and State delegations visiting and working, political, economic, cultural and social events in the district ; synchronously and effectively implementing solutions to prevent, suppress, combat and strictly handle violations and crimes. The work of selecting and calling citizens to join the army in 2024 ensured safety, reaching 100% of the target.

The Executive Committee and Standing Committee of Thap Muoi District Party Committee have focused on synchronously implementing solutions to improve the leadership capacity, fighting strength of grassroots party organizations and the quality of party members; improve the quality of party cell activities and implement professional discipline in party member work; continue to implement the model of "four good party cells", "four good grassroots party committees", and at the same time launch the emulation movement on "party organizations that excellently complete the task of party admission" and "four good grassroots party cells", "four good grassroots party committees" in 2024. Party committees at all levels continue to pay attention to the work of admitting party members, creating sources, organizing training to foster awareness of the Party for admission. Directing party committees at all levels to review and pilot the establishment of party cells and party activities according to party cells in party cells with many party members. At the same time, 05 party cells have been established where party members work far from their place of residence. Continue to innovate and reorganize the political system to be streamlined, operate effectively and efficiently, dissolve 06 Party Committees, establish 18 new grassroots Party cells, bringing the total number to 49 Party cells and Party Committees under the District Party Committee, determined to successfully implement the Resolution of the Congress of Delegates of Thap Muoi District Party Committee, term 2020 - 2025.

Promoting the achieved results, together with the strong leadership and direction of the Provincial Party Committee, the Provincial People's Committee; the provincial departments, branches and sectors; the high political determination of the Party Committee, the government, the entire political system; the companionship of the business community and the people, Thap Muoi district is determined to complete the goals of building a clean and strong political system; developing a modern and sustainable agricultural and rural economy; strongly transforming industry - trade - services - tourism; building civilized urban areas; improving people's income and quality of life; completing the criteria to achieve advanced new rural standards by the end of 2024 as expected by the Party Committee, government, people and businesses, which will be a meaningful and practical gift to welcome the 11th District Party Congress, term 2025 - 2030.
