Recently, the Department of Industry and Trade of Binh Thuan received information from the relevant department of Lang Son province about the method of receiving and delivering import and export goods through customs clearance routes and specialized routes for transporting goods at the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China).
The content stated that since the beginning of 2020, due to the complicated developments of Covid-19, Lang Son province has agreed with Guangxi (China) to implement a two-way freight forwarding method during the period of disease prevention and control to improve the capacity of customs clearance of import and export goods through Huu Nghi border gate. Up to now, the period of disease prevention and control has expired and the Road Transport Agreement between Vietnam and China, the Protocol implementing the Road Transport Agreement between Vietnam and China has not yet stipulated, so it is agreed not to continue implementing this freight forwarding method. The implementation period is from August 1, 2024.
At the same time, the competent authority also informed that the customs clearance routes and specialized roads for transporting goods, including: Specialized roads for transporting goods in the area of landmarks 1119 - 1120, specialized roads for transporting goods in the area of landmarks 1088/2 - 1089, and Coc Nam - Lung Nghiu customs clearance route in the area of landmarks 1104 - 1105, have all been officially announced as belonging to the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China). Therefore, the management of means of transporting imported and exported goods through customs clearance routes and specialized roads in the Huu Nghi International Border Gate - Huu Nghi Quan pair must comply with international treaties (Vietnam - China Road Transport Agreement, Protocol for implementing the Vietnam - China Road Transport Agreement), international practices and regulations of Vietnamese domestic law, etc.
Accordingly, means of transporting goods entering and leaving the country through customs clearance routes and dedicated roads at the Huu Nghi - Huu Nghi Quan international border gate pair must have full valid documents according to regulations. Including: Transport license; Vehicle registration certificate; Certificate of technical safety and environmental protection inspection; Vehicle license plate; Consignment note; Customs declaration for goods; Certificate of civil liability insurance for third parties; Relevant documents at the border gate applicable to vehicles entering and leaving the country.
To facilitate import-export activities and customs clearance of goods in the province, the Department of Industry and Trade of Binh Thuan requested departments, localities and functional units to coordinate in implementing a number of related contents. Specifically, the Department of Agriculture and Rural Development, the Department of Transport, local authorities (except Phu Quy island district), the Management Board of Binh Thuan Industrial Parks, the Provincial Cooperative Union, the Center for Supporting Small and Medium Enterprises, and industry associations to coordinate in informing and disseminating to enterprises, cooperatives and transport units with import-export activities through Lang Son province about changes in the method of delivery of goods from August 1, 2024. Thereby helping enterprises and units promptly grasp information and be proactive in production - business activities, import and export of goods.
For enterprises, cooperatives, cargo owners, and transport units in Binh Thuan, it is necessary to proactively grasp the above policy, ensure to fully prepare valid documents according to regulations to facilitate the implementation of entry and exit procedures, import and export. At the same time, comply with the inspection, supervision, and guidance of the functional forces at the border gate and comply with the procedures for receiving and delivering import and export goods through customs clearance routes and specialized freight routes at the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China).
In addition, we also pay attention to monitoring and regularly updating the import-export situation at border gates in Lang Son province regarding customs clearance progress, methods of delivery of import-export goods...
