The seminar took place in person and online at the headquarters of the People's Committees of provinces and centrally-run cities, with the participation of more than 1,000 delegates representing businesses, business associations, business households, cooperatives, etc.

At Binh Thuan bridge, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai chaired, with the participation of a number of departments, branches, sectors, and private enterprises in the province.

The seminar aims to listen to contributions and recommendations on policies, tasks and solutions for private economic development in the coming time, thereby affirming the position and role of the private economy, making an important contribution to the rapid and sustainable development of the economy and society, effectively implementing Resolution 68-NQ/TW of the Politburo on private economic development.

At the seminar, the leaders of the Ministry of Finance presented a report on the development of the private economy. They emphasized that Resolution 68/NQ-TW sets out 8 groups of tasks and solutions that demonstrate the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, and infrastructure) and in the overall 4 important Resolutions of the Politburo that the General Secretary concluded as the "Quad Pillars".

Speaking at the discussion, many businesses expressed their agreement and support for Resolution 68. Some of them said that the current Resolution 68 of the Central Committee and the Politburo will be a new milestone for us to develop the economy. Some also expressed their excitement that when Resolution 68 is issued, it will help businesses have the opportunity to develop, gain trust and promise to comply with the law. At the same time, businesses also expressed and recommended that the Government quickly resolve some of the problems of businesses, such as overlapping inspection and examination issues; bidding for land use projects still has some unreasonable points. Businesses want to cut down on cumbersome administrative procedures, handle business proposals with a roadmap and time, not prolong, not leave businesses uncertain about when they will receive a response or resolution. On the other hand, there needs to be specific, clear, non-general mechanisms and policies to prioritize development in important areas and major national tasks. It is necessary to continue to specify policies so that businesses can work with peace of mind, contribute, and have equal access to the country's resources such as capital, minerals, resources, human resources and other necessary conditions...

Regarding the proposals at the seminar, leaders of several ministries and branches responded. The Prime Minister assigned the Government Office to synthesize and assigned ministries and branches to continue responding and answering businesses.

In Binh Thuan alone, by May 2025, the whole province had 7,162 operating enterprises, the number of enterprises increased from less than 4,000 enterprises in 2017, to more than 6,800 enterprises in 2024 and continued to increase in 2025. The proportion of GRDP contribution from the private economic sector in 2024 reached about 70.75%. The private economy created jobs for more than 78,000 workers, contributing over VND 2,468 billion to the domestic budget, equivalent to 24% of total domestic revenue in 2024. However, most private enterprises in the province are currently small-scale, with limited competitiveness, operational efficiency, business capacity, and management skills. The number of large-scale enterprises with the capacity to lead supply chains is still small; The connectivity, cooperation, and ability to take advantage of opportunities from international economic integration and the fourth industrial revolution are still weak. Administrative procedures are still cumbersome, especially in the fields of land, construction investment, environmental licensing, etc.

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the delegates attending the seminar for their determination to implement the Resolutions of the Party and the State. He emphasized that businesses and entrepreneurs want to affirm their position, role and importance in implementing Resolution 68 of the Politburo and the Resolutions of the National Assembly and the Government, showing optimism, confidence, and contributing to the Government's development.

The Prime Minister pointed out a number of tasks and solutions that the Government, ministries, branches and localities need to carry out in the coming time. That is to properly perform the role of creation. It is necessary to focus on better implementing the three strategic breakthroughs in institutions, infrastructure and human resources. It is necessary to promote decentralization, decentralization, reduce administrative procedures, reduce time, reduce compliance costs, and reduce efforts for people and businesses. At the same time, develop infrastructure to create new development space. It is necessary to ensure the maintenance of independence, sovereignty, political stability, social order and safety, including network safety and security, so that businesses have conditions to develop quickly and sustainably. Ensure equal access to capital, resources, land, human resources, law, freedom of business, equality, and property rights of businesses. On the other hand, the Prime Minister requested regular meetings and exchanges with businesses to find solutions to problems. With proposals, especially initiatives and issues requiring state management and law-making, ministries, branches and agencies must listen and fully absorb them. If they do not absorb them, they must explain...

Regarding the wishes for businesses and entrepreneurs, the Prime Minister stated: Businesses and entrepreneurs need to operate in accordance with the law, uphold business ethics and civic responsibility. On the other hand, they need to constantly innovate, research, apply science and technology, digital transformation, and smart governance. Especially in the transfer of source technology and core technology, businesses must take the lead; share, help, cooperate, and connect more closely and effectively with each other. The Prime Minister hopes that in the coming time, business households must become enterprises, small and medium enterprises become large enterprises, and large enterprises become global, multinational enterprises with global supply chains.
