Patriotic emulation – the driving force behind Hai Phong's breakthrough.

Looking back at the emulation and reward work in 2025, it can be affirmed that patriotic emulation movements have truly become a continuous flow, spreading strongly throughout the entire political system and all strata of people in Hai Phong city, creating great spiritual motivation contributing to the successful completion of socio-economic development tasks, ensuring national defense and security, and building the port city into an increasingly civilized and modern city.

In 2025, the emulation and reward work of Hai Phong city will continue to receive close attention and guidance from the City Party Committee, the City People's Council, the City People's Committee, and the Ministry of Culture, Sports and Tourism; effective coordination from departments, agencies, and localities; and the unity, dynamism, and creativity of all cadres, civil servants, employees, coaches, athletes, artists, actors, and workers in the entire Culture, Sports and Tourism sector.

Based on that, patriotic emulation movements were organized and implemented synchronously, closely adhering to assigned political tasks and achieving many positive results, contributing to the successful implementation of the city's socio-economic development tasks.

Based on assigned tasks, the Department of Culture, Sports and Tourism has signed emulation agreements with units within the Emulation Cluster under the Ministry of Culture, Sports and Tourism; and with units in Emulation Cluster No. 4 of the city. Through participation in emulation clusters and blocs, the emulation movement is identified as a driving force to encourage officials, civil servants, and employees to strive to complete their tasks, develop initiatives, apply science and technology, improve working methods, and gradually implement administrative reforms.

In 2025, the Department of Culture, Sports and Tourism will organize and implement tasks and launch emulation movements throughout the sector; develop and implement the 2025 Emulation and Commendation Work Plan; and organize the launching of thematic emulation campaigns closely aligned with the main targets of political tasks, socio-economic development, national defense and security of the city, and the direction and tasks of emulation and commendation work of the city. The division of emulation groups within the Department will be carried out in accordance with the specific characteristics of each field, ensuring practicality and effectiveness.

In accordance with Directive No. 01/CT-UBND dated January 10, 2025, of the Chairman of the People's Committee of the city on launching the patriotic emulation movement to successfully implement the tasks of socio-economic development, national defense and security in 2025, the Department of Culture, Sports and Tourism has issued specific guiding documents and implementation plans. At the same time, it has implemented the City People's Committee's Plan on the implementation of emulation and reward work in 2025; thoroughly disseminating and publicizing the Law on Emulation and Reward and its guiding documents to all officials, civil servants, and employees in the sector.

The Ministry of Culture, Sports and Tourism actively implements emulation movements launched by the Prime Minister, such as: "The whole country joins hands to build new rural areas" in the 2021-2025 period; "For the poor - Leaving no one behind"; "Cadres, civil servants and public employees compete to implement workplace culture" in the 2019-2025 period; "The whole country competes to build a learning society, promoting lifelong learning in the 2023-2030 period"; the movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; and the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste". These movements are implemented in conjunction with the professional tasks of the sector, creating clear changes in the awareness and actions of cadres, civil servants and public employees.

In particular, implementing the plans of the City Party Committee and the People's Committee of the city, the Department of Culture, Sports and Tourism has launched the "Digital Literacy Movement"; the emulation movement "Hai Phong strives for breakthroughs in the development of science, technology, innovation and digital transformation, contributing to bringing the country into an era of wealth and prosperity" for the period 2025–2030; and organized an emulation campaign to successfully implement the tasks of socio-economic development and ensuring national defense and security in 2025 of the merged Hai Phong city, achieving accomplishments to celebrate the First City Emulation Congress (2025–2030), leading up to the 11th National Emulation Congress.

During the implementation of the 2025 emulation movement, the Department of Culture, Sports and Tourism will pay special attention to the dissemination and promotion of the Law on Emulation and Commendation and its implementing guidelines; linking emulation work with the implementation of the city's 2025 action theme, achieving practical achievements to celebrate major national and city holidays such as the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of the nation, the 70th anniversary of the Liberation of Hai Phong, the Party Congresses at all levels and the National Emulation Congresses at all levels.

In addition, the Department has effectively advised on and organized patriotic emulation movements to leverage the combined strength of the entire political system and all strata of the people; maximizing potential and resources to successfully implement the city's socio-economic development tasks for 2025. Enhancing the responsibility of Party committees, Party organizations, and government agencies, especially the leaders, in understanding the position and role of emulation and reward work is identified as a key factor in ensuring that the emulation movement goes deeper and becomes more substantive.

The work of identifying, nurturing, developing, and replicating advanced models has received due attention. The awarding of emulation titles and forms of commendation is based on the actual results of the emulation movement, adhering closely to the criteria, standards, and conditions stipulated by the Party and the laws of the State; focusing on commending comprehensive advanced models in all fields, sectors, and groups, especially those directly involved in labor, work, and combat such as workers, farmers, civil servants, employees, soldiers of the armed forces, young talents, and exemplary models in production and business development.

In 2025, the Department of Culture, Sports and Tourism advised on awarding commendations to collectives and individuals inside and outside the sector who achieved outstanding results in emulation movements and thematic campaigns launched by the Central Government and the city. As of the reporting date, the Prime Minister has awarded Certificates of Merit to 2 collectives and 2 individuals; the City People's Committee has awarded commendations to 150 collectives and 242 individuals inside and outside the sector as submitted by the Department; and the Director of the Department has awarded commendations to many collectives and individuals with outstanding achievements in thematic activities. These results contribute to creating motivation, encouraging the spirit of emulation, and inspiring officials, civil servants, and workers throughout the sector to continue striving.

In the cultural field, emulation movements are implemented in conjunction with the task of improving the spiritual life of the people, developing the cultural industry, gradually perfecting the cultural market, and aiming to build Hai Phong into a City of Music. Many rich, diverse, and high-quality cultural and artistic activities are organized to serve political tasks and major events of the country and the city.

In 2025, the Culture sector successfully organized numerous art programs, festivals, performances, and exhibitions, contributing to the dissemination of the city's cultural, historical, and traditional values; while also linking cultural activities with tourism development and promoting the image of Hai Phong. State management of cultural services continued to be strengthened; advertising, art performances, karaoke, and dance hall activities were reviewed and managed in accordance with regulations.

The emulation movement in the field of physical education and sports continues to be promoted, linked with the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh". The sector has advised the City People's Committee to issue important projects and resolutions on the development of physical education and sports; organized many mass sports activities, creating an enthusiastic and healthy atmosphere among the people.

Hai Phong's high-performance sports have achieved outstanding results: athletes have participated in numerous domestic and international competitions, winning a large number of medals; investment in infrastructure, management, and operation of sports facilities have been effectively maintained, ensuring good service for training and competition.

In the tourism sector, the emulation movement is linked to the tasks of state management, product development, and tourism promotion and advertising. The sector has advised on the development and implementation of many tourism development projects and plans; issued regulations and policies to support tourism development in the 2025-2030 period; and coordinated inter-regional efforts in managing and exploiting tourism resources.

In 2025, Hai Phong's tourism sector is expected to welcome approximately 14.5 million visitors, generating revenue exceeding 15 trillion VND. Digital transformation, training, and development of tourism human resources will continue to be implemented; management of travel agencies and tour guides will be strengthened, contributing to improved service quality and the image of Hai Phong as a tourist destination.

Furthermore, the awarding of commendations is carried out in strict accordance with the criteria, standards, and conditions stipulated by the Party and the laws of the State; the actual results of the emulation movement are used as the basis for awarding commendations. The city and relevant sectors focus on commending collectives and individuals directly involved in labor, work, and combat; and pay attention to nurturing, developing, and replicating advanced models in various fields.

In 2025, many collectives and individuals inside and outside the Culture, Sports and Tourism sector will be awarded at various levels; thereby promptly motivating and encouraging the spirit of emulation, creating a ripple effect throughout the sector and society.

The achievements in emulation and reward activities in 2025 affirm the important role of the patriotic emulation movement in fulfilling the political tasks of the Culture, Sports and Tourism sector of Hai Phong city. Emulation has truly become a driving force to encourage cadres, civil servants, employees, and workers to strive and contribute to the overall development of the city.

Building on the achievements, the Department of Culture, Sports and Tourism of Hai Phong will continue to innovate the content and form of emulation; link emulation with the implementation of key tasks; and prepare well for the organization of the Patriotic Emulation Congress at all levels, leading up to the 11th National Patriotic Emulation Congress, contributing to building Hai Phong into a rapidly developing, sustainable, and culturally rich city.
