Who is eligible for direct admission and priority admission?

According to the Military Recruitment Board of the Ministry of National Defense, the subjects for direct admission and priority admission to study at Military schools are specifically regulated in Article 8 of the Regulations on university and college admission to preschool education of the Ministry of Education and Training (Admission Regulations) prescribed by the Ministry of Education and Training. Candidates need to meet a number of requirements for each group of subjects to be considered for direct admission or priority admission.

Subjects for direct admission include two groups. The groups specified in Clause 1 and Point a, Clause 2, Article 8 include: Labor Heroes, People's Armed Forces Heroes, National Emulation Fighters who have graduated from high school; candidates who won first, second, or third prizes in national or international competitions for excellent students or national or international science and technology competitions organized and sent to participate by the Ministryof Education and Training; the time of winning the prize must not exceed 3 years from the time of direct admission. Candidates are only eligible for direct admission in the year of high school graduation and in majors suitable for the exam subjects and content of the prize-winning thesis.

The second group is specified in Point b and Point c, Clause 4, Article 8, including: Candidates who are ethnic minorities with very few people and candidates from 20 poor border and island districts in the Southwest region; candidates who have had a permanent residence for 3 years or more, studied for 3 years and graduated from high school in poor districts according to the Government's regulations. For this group, candidates are required to meet a number of criteria on academic performance, academic results of 3 years of high school with good academic performance or higher, in which the average score of grade 12 of 3 subjects according to the combination of subjects registered for direct admission must be good or higher; the scores of the exams or subjects for high school graduation must be 6.5 points or higher; conduct classification must be good or higher in all years of high school.

Military schools also implement priority admission according to Clause 5, Article 8 of the Admission Regulations. Candidates who are subject to the provisions of Clause 1 and Point a, Clause 2, Article 8 of the Admission Regulations but do not use the right to direct admission will be given priority for admission to the majors according to their wishes. Candidates who win consolation prizes in the national excellent student selection exam; candidates who win fourth prizes in the national science and technology competition will be given priority for admission according to the majors suitable for the exam subjects or the content of the competition topics in which they won prizes. Candidates who are subject to priority admission will only be considered in the year of high school graduation and the time of winning awards must not exceed 3 years from the time of admission.

In addition, according to the Military Admissions Board of the Ministry of National Defense, high school graduates in 2023 with excellent academic performance, good conduct in grades 10, 11 and semester 1 of grade 12, participating in the provincial excellent student competition and winning first, second and third prizes in the subjects selected for admission by the recruiting school; candidates with foreign language certificates according to regulations will also be considered for admission to appropriate majors of military schools. For this group, candidates with high school graduation exam results that meet the criteria for ensuring input quality according to school regulations will be considered by the directors of the academies and principals of the schools and reported to the Military Admissions Board of the Ministry of National Defense for admission decisions.

Candidates must complete the necessary procedures.

  For the above groups of candidates, when applying to military schools, they must go through a preliminary selection like other candidates. Candidates must meet all the standards of politics, ethics, culture, age, health... according to the regulations of the Ministry of National Defense. Candidates register for a preliminary selection to apply to a military school and submit an application for direct admission, priority admission or admission to the same school that they submitted their preliminary application. These applications must be evaluated and approved by the schools with all procedures and standards to be valid for direct admission or priority admission for candidates.

Candidates applying for admission under the above categories must have two types of documents, a set of preliminary application documents and a set of documents for direct admission or priority admission. For preliminary application documents, candidates must register and participate in the preliminary application at the district-level Military Recruitment Board before June 25. For candidates who have completed the preliminary application documents and registered for admission for the first choice based on the results of the high school graduation exam and meet the criteria and wishes for direct admission or priority admission, the provincial Military Recruitment Board will compile and send a list of these candidates to the school where they submitted their preliminary application documents without the candidates having to redo the preliminary application step.

The application for direct admission must be submitted to the District Military Recruitment Board together with the preliminary application, including: Application for direct admission; at least one photocopy of the certificate of winning the National Excellent Student Competition, the certificate of winning the National Science and Technology Competition and the certificate of other priority subjects for direct admission (for candidates in the group specified in Clause 1 and Point a, Clause 2, Article 8 of the Admission Regulations); two stamped envelopes with full name, contact address and contact phone number clearly written on them. For the group of candidates for direct admission specified in Point b and Point c, Clause 4, Article 8 of the Admission Regulations, there must also be: Photocopy of the transcript of 3 years of high school; confirmation of permanent residence and duration of permanent residence; copy of high school graduation certificate (for students graduating from 2022 or earlier); candidates graduating from high school in 2023 must submit the certificate of high school graduation exam results to the school for consideration before July 18.

Candidates who register for priority admission and candidates who are excellent high school students must submit their application to the District Military Recruitment Board and register for the first choice at the school according to regulations. The application also basically includes an application form, certificates of winning prizes in exams, certificates of excellent students that meet the conditions, copies of 3 years of high school transcripts...

The quota for direct admission, priority admission and admission of excellent high school students in 2023 is prescribed by the Ministry of National Defense and assigned to each school, specifically: No more than 15% for the Military Technical Academy, Military Medical Academy, Military Science Academy and Air Force Officer School; no more than 12% for the following academies: Logistics, Air Defense - Air Force, Navy, Border Guard and officer schools: Army 1, Army 2, Politics, Artillery, Armored, Information, Engineering...
