Dispatch of technical workers to the shipbuilding industry

The signing ceremony took place under the witness of the leader of the Ministry of Labor, Invalids and Social Affairs of Vietnam - Deputy Minister Nguyen Ba Hoan.

Deputy Director of the Department of Overseas Labor Management Nguyen Gia Liem and Deputy General Director of Hyundai Mipo Dockyards (HMD) agreed to jointly develop a training cooperation program to foster skilled human resources to improve the quality of suitable labor resources, ready to provide timely supply to the Korean shipbuilding industry.

Under the witness of Deputy Minister Nguyen Ba Hoan, the leaders of the Department of Overseas Labor Management (Ministry of Labor, Invalids and Social Affairs) and the leaders of Huyndai Mipo Dockyard Company signed a memorandum of understanding on cooperation in training to improve the quality of workers working in shipbuilding (Photo: Thai Anh).

The Overseas Labor Management Department is responsible for introducing vocational training schools for welding, painting, and electricity that ensure high-level skills in the shipbuilding field that meet the requirements of the Korean shipbuilding industry and provide accommodation for workers to study and practice.

Guide businesses providing services to send Vietnamese workers to work abroad under contracts (service businesses) to coordinate with schools to conduct vocational training to foster and improve the skills of workers to meet the standards of partners.

Guide service businesses to cooperate closely to ensure that skilled workers who meet the requirements of the E7 visa (work visa with conditions on qualifications and experience) are dispatched smoothly to work.

HMD is responsible for cooperating and providing information on labor needs in the shipbuilding sector of HMD and Hyundai according to the quota for receiving E7 visa workers; quantity, labor standards, working conditions as well as wages, other regimes, etc.

Cooperate to provide technical guidance (providing technical documents, sending expert instructors...) for high-quality vocational training programs.

Korean enterprises must ensure the provision of high-quality working environment, food and accommodation conditions for Vietnamese workers working at HMD and Hyundai shipyards.

In addition, HMD needs to ensure conditions for training facilities, curriculum, learning and practice equipment, experts and training instructors.

The agreement is valid for a period of 2 years from the date of signing by the parties.

Talking about the significance of the Department of Overseas Labor Management and the world's leading shipbuilding industry group completing the agreement after a long period of negotiation and preparation, Ms. Ta Thi Thanh Thuy - First Secretary of the Vietnamese Embassy in Korea, Head of the Board of Management of Vietnamese Labor Abroad said: "With this agreement, Vietnamese workers will be trained in shipbuilding skills, especially welding and painting. When trained according to HMD's model, workers after entering the country will quickly adapt to the working environment and stabilize their lives."

Further improve income for Vietnamese workers

Before the signing ceremony, reporting to Deputy Minister of Labor, Invalids and Social Affairs Nguyen Ba Hoan, General Director of Huyndai Mipo Dockyards informed that due to lack of human resources, this Korean enterprise is in great need of labor and always highly appreciates the capacity of Vietnamese workers.

He promised to always try to improve income for foreign workers and will try to take better care of the lives and policies of human resources.

HMD's General Director hopes that after signing the agreement with the Department of Overseas Labor Management, the company will have more skilled human resources from Vietnam, and is committed to training Vietnamese human resources.

Pleased with the contents of the HMD General Director's discussion, Deputy Minister Nguyen Ba Hoan highly appreciated the efforts and preparations of the parties to lead to the signing of a meaningful memorandum of understanding. Reported figures show that the number of Vietnamese people accounts for more than 50% of the total number of foreign workers working at Huyndai Mipo Dockyards.

At Huyndai Mipo Dockyards, there are currently a total of 2,296 foreign workers, including 766 Vietnamese. Of these, 496 are on E7 visas (technical workers), 41 are on E9 visas (unskilled workers), and 299 are on other visas.

The welfare policies and regimes for employees and enterprises have been implemented in accordance with regulations. These are favorable conditions for Vietnamese employees to work long-term and stay with the company.

With the important event, the two sides signed this labor supply agreement, in the coming time, human resource cooperation between Vietnam and Hyundai in particular, and Korea in general, will have new developments. The agreement creates the necessary foundation for training and selecting workers suitable for the job requirements of the employing enterprise.

"I believe this will be the first, exemplary agreement on the supply and training of human resources for E7 visas," Deputy Minister Nguyen Ba Hoan emphasized.

The Ministry of Labor, Invalids and Social Affairs will direct the Department of Overseas Labor Management as well as training and supply units to properly implement the laws of both countries and ensure that workers enjoy the highest benefits and regimes.

The Ministry's leaders expect that in the coming time, Vietnamese workers will have a higher number and take on higher quality jobs.
