At the 10th grade entrance exam for the 2025-2026 school year of the Department of Education and Training of Hai Phong city, the first admission round (first time)   Candidate Pham Huy Hung, registration number 170264, was admitted to the public school's first choice at Le Quy Don High School with an admission score of 26.25.

In the second round of admission (2nd time), the Department of Education and Training announced the second benchmark score for grade 10 high school in the 2025-2026 school year for specialized classes at Tran Phu High School for the Gifted (announced on July 5, 2025). Accordingly, the benchmark score for grade 10 specializing in Russian is 34.95 points; attached is the list of 35 candidates admitted to the Russian specialized class, including candidate Pham Huy Hung with 34.95 points, ranked 35th (in order of admission scores from highest to lowest).

On July 11, 2025, the Department of Education and Training received a citizen's application to re-examine the admission results for the 10th grade specialized in Russian of candidate Pham Ngoc Huyen Thu, registration number 150587.

According to the initial test results, candidate Pham Ngoc Huyen Thu, registration number 150587, had a score of 35.5 points for admission to the 10th grade of Russian language major (7.25 points for Mathematics; 6.75 points for Literature; 9.5 points for English; 6.0 points for English major), enough to pass the exam but was not on the list of candidates admitted to the 10th grade of Russian language major for the second time.

In response to the above incident, the Department of Education and Training has requested the software provider for the 10th grade admissions for the 2025-2026 school year to check and review the second admission results. The review results are as follows: the second benchmark score for the 10th grade specializing in Russian is 35.05 points. Thus, candidate Pham Ngoc Huyen Thu is eligible to be admitted to the 10th grade specializing in Russian; candidate Pham Huy Hung is not eligible to be admitted to the 10th grade specializing in Russian (but is eligible to be admitted to the 10th grade of Le Quy Don High School).

According to information from the software provider, candidate Pham Ngoc Huyen Thu registered for Choice 1: English specialized class; Choice 2: Chinese specialized class; Choice 3: French specialized class; Choice 4: Korean specialized class; Choice 5: Russian specialized class; Choice 6: Le Hong Phong High School.

The software provider explained that the admission software was programmed based on the candidates' wishes, because candidate Pham Ngoc Huyen Thu was admitted to Le Hong Phong High School but   Because he did not enroll, the admission software system automatically removed his name from the second admission list.

On July 11, 2025, the Department of Education and Training contacted and discussed directly with the parents of candidate Pham Huy Hung to provide information about the above incident, and at the same time accepted responsibility and apologized to the candidate and his family. On July 15, 2025, the Department of Education and Training sent a document to Tran Phu High School for the Gifted and Le Quy Don High School to notify about the above incident to enroll candidate Pham Ngoc Huyen Thu in Tran Phu High School for the Gifted, and candidate Pham Huy Hung in Le Quy Don High School.
