The Nguyen Khoi Bridge project was approved for investment by the Ho Chi Minh City People's Council in 2016 with a total investment of about 1,250 billion VND, with a scale of about 1 km starting from D1 Street, Him Lam residential area (District 7) to the end point of Ben Van Don Street (District 4).

In 2017, the city planned to start construction of Nguyen Khoi Bridge but could not implement it due to lack of capital and partly because the People's Committee of District 4 was concerned that the project would create new traffic jams, in the context of this area always having serious traffic jams, so they proposed to adjust the plan accordingly.
After that, the HCM City Traffic Construction Investment Project Management Board proposed to adjust the project scale to connect with Vo Van Kiet Street (District 1), instead of just connecting with District 4. In the new plan, the project will build an overpass along the route from D1 Street in Him Lam residential area (District 7) to District 1 and have a branch down to District 4. Vehicles from District 7 to District 1 (and vice versa) use the overpass on Nguyen Khoi Street, Kenh Te overpass and Ben Nghe canal overpass, connecting with Vo Van Kiet Street.
The project was approved by the Ho Chi Minh City People's Council to adjust the investment policy in December 2023 with the total investment increased to VND 3,725 billion.
According to the HCM City Department of Transport, the land area to be recovered this year is about 1.7 hectares in District 4 - part of the nearly 11.3 hectares of total project implementation scale. The remaining area in Districts 1 and 7 does not need to be cleared.
The project is being prepared, appraised and approved for the feasibility study report and adjusted. After the land acquisition plan is approved, the locality will carry out compensation, support, resettlement procedures; relocate technical infrastructure... It is expected that in the fourth quarter of this year, the city will start construction of some bridge and approach road items in District 1. By 2025, the compensation work will be completed, the entire site will be handed over to the investor for construction and put into use in 2027.
"The southern area of Ho Chi Minh City is currently under great traffic pressure, with congestion often occurring on major routes connecting to the central area such as Nguyen Huu Tho, Nguyen Tat Thanh, Nguyen Van Cu - Duong Ba Trac bridges... Existing routes are almost impossible to expand because of the huge cost of land clearance. Nguyen Khoi Bridge, once formed, will greatly reduce the load on the above routes, limiting intersections and traffic conflicts. Thereby significantly reducing traffic congestion in the southern area" - a representative of the Department of Transport added.
