This morning, September 30, the Department of Education and Training of Thanh Tri District said that after receiving information reflecting the urgent situation of collecting funds from parents at Tu Hiep Secondary School, the People's Committee of Thanh Tri District established an interdisciplinary inspection team chaired by the district inspectorate, conducted an inspection and verification of the information and had initial conclusions.
The total estimated revenue and expenditure of Tu Hiep Secondary School's parent fund is up to more than 500 million VND with many items not in accordance with regulations.
Through working with the school's board of directors, the parents' representative board and the verification report, the interdisciplinary inspection team found that due to poor coordination and guidance between the school and the parents' representative board, the draft expenditures for some activities submitted to the conference to solicit parents' opinions were not in accordance with the provisions of Circular 55/2011/TT-BGDDT of the Ministry of Education and Training and Decision 51/2013/QD-UBND of the Hanoi People's Committee, so they did not receive the consensus of 100% of parents.
Also according to the above conclusion, upon receiving feedback from parents, on September 22, the school proactively coordinated with the Parents' Representative Committee to stop the implementation and return to parents all funds raised for 14/35 classes with a total amount of more than 162 million VND.
Based on the verification results, Thanh Tri District People's Committee issued Document No. 682/UBND-VP with the content of criticizing the Principal of Tu Hiep Secondary School; correcting and reminding the school's Parents' Representative Board in organizing the mobilization of the Parents' Association fund.
The school and the Parents' Association are required to re-examine the content of the expenditure according to regulations; organize meetings of the Parents' Associations of each class to publicize, unify, and create consensus with parents before implementation.
Thanh Tri District People's Committee also requested to rectify all schools in the area to strictly follow the direction and guidance of the District People's Committee, coordinate with parents to properly implement the contents of Circular 55 and Decision 51.
Thanh Tri District People's Committee also assigned the inspector to preside over the establishment of an interdisciplinary inspection team, advise the District People's Committee to develop an inspection plan and will strictly handle the heads of units if violations occur.
