According to the report of the Steering Committee for Natural Disaster Prevention and Control, Search and Rescue and Disaster Prevention of Thanh Hoa province, to proactively respond to storm No. 5, the Provincial People's Committee and the Provincial Steering Committee have issued dispatches directing the implementation of response to all levels and sectors in the province, in order to minimize damage caused by natural disasters.
In the work of calling for and counting ships, as of 3:00 p.m. on August 24, the number of vehicles anchored at the port was 6,537 vehicles/20,442 workers; there were 18 vehicles/138 workers operating at sea (of which, Quang Ninh sea area had 3 vehicles/9 workers; Thanh Hoa had 1 vehicle/2 workers currently moving ashore; Lam Dong had 3 vehicles/24 workers; Ho Chi Minh City had 4 vehicles/36 workers; Ca Mau had 3 vehicles/31 workers; An Giang had 4 vehicles/36 workers).
Currently, 100% of Thanh Hoa fishing boats operating at sea have been called and instructed to leave the dangerous area or seek safe shelter. Owners of all vessels have been informed about storm No. 5 and are in regular contact with authorities, families, and local authorities.
Thanh Hoa province has banned sea travel from 8am on August 24 until the storm is no longer affected; requires close monitoring, absolutely not allowing ships and boats to go out to sea and operate at sea and along the coast during the ban.
Provincial departments, branches, sectors and units, according to their assigned functions and tasks, are actively directing and guiding localities to implement measures to respond to storm No. 5.

Through actual inspection, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized: This is a strong storm and has not shown signs of weakening when entering the mainland, moving quickly, having a wide area of influence, so it will affect many activities in coastal areas. The most worrying thing is that heavy rain is likely to occur in provinces and cities from Thanh Hoa to Hue , the rain time is quite long, especially the rainfall in some places is likely to reach 600-700mm.
Therefore, the Deputy Minister of Agriculture and Environment requested Thanh Hoa province to fully, seriously and effectively implement the telegrams of the Central Government and the province on focusing on emergency response to storm No. 5.
Sam Son Ward and coastal localities continue to notify and count vehicles for safe shelters in a timely manner. Strictly implement the ban on sea travel, resolutely not allowing people to stay on boats, rafts, and aquaculture huts when the storm directly affects them. In addition, mobilize restaurants, hotels, and households... to urgently reinforce their houses, be ready to evacuate people, and move important assets when the storm directly affects them.
For the currently degraded Guangzhou sewer, the management unit and local authorities are preparing forces and means to implement the "4 on-site" motto so as not to be surprised when there is a situation caused by a storm.
At the same time, urgently review plans, proactively arrange forces and means to organize and implement evacuation support for households in low-lying areas and places at risk of flooding when heavy rains and floods persist.
In the long term, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep suggested that Thanh Hoa province study, propose to central ministries and branches and mobilize resources to invest in upgrading the project.
