At the regular Government press conference on the afternoon of May 6, Deputy Minister of Finance Tran Quoc Phuong said that the figures confirmed that the situation of new business registration as well as businesses returning to operation in the first months of this year was very positive.
Specifically, in the first quarter of 2025, there were 36,400 enterprises. Compared to 2024, it was equivalent. However, compared to the previous period (2017-2023), this number increased by about 1.2 times. In particular, the registered capital of newly established enterprises also increased, up about 1.5% compared to the same period in 2024.
Sharing the reasons for the boom in new business registrations and businesses returning to operation, the Deputy Minister of Finance said that this comes from businesses' confidence in Vietnam's production and business environment as well as economic growth prospects.
"This shows that institutional innovation has created great confidence in the business community in openness to removing difficulties and obstacles in legal regulations to promote production and business," Mr. Phuong emphasized.
Besides, this also shows the trust of enterprises in the leadership and management decisions of the Party, State, Government and Prime Minister in removing difficulties and obstacles of currently stuck projects.
In addition, the growth prospects of the economy are also reflected through the Party and State's policies such as the determination to achieve 8% economic growth in 2025 and the orientation of double-digit growth in the coming years.
"This is a great determination of the Party and the State. Along with that is a series of solutions and policies that can further strengthen the confidence of businesses and investors," he said.

Notably, a factor that plays a very important role is that recently, the Politburo issued Resolution No. 68 on promoting private economic development.
"This resolution is extremely important. We clearly see the Party's major policy in developing the private sector economy, valuing the role of the private economy in the economy," the Deputy Minister of Finance emphasized.
On May 4, General Secretary To Lam signed a decision to issue Resolution No. 68 of the Politburo on private economic development. The resolution is assessed to have many new, breakthrough and different points compared to previous resolutions on the private economic sector.
Experts say that for the first time, the private economy has been affirmed as the "most important driving force" of the economy, demonstrating strong political determination in making this sector a pillar of development.
The Resolution not only changes thinking, but also sets specific quantifiable goals, promotes innovation, digital transformation, green transformation, creating a solid foundation for the private economy to break through, contributing more to growth and international integration.
