Resolution 57 - A strong breakthrough for 'Made in Vietnam' products

State budget investment is focused, prioritizing allocation of about 40 - 50%

Mr. Nguyen Manh Hung, Member of the Party Central Committee, Minister of Science and Technology, stated that science is not only in the laboratory, on the pages of books, but must enter life, solve big problems of the country, bring prosperity and happiness to the people.

Accordingly, there is a strong innovation in management thinking, from controlling processes and inputs such as invoices and detailed documents, to managing results and output efficiency, accepting risks associated with risk management. The focus of state management is no longer on the implementation method but on the results. The Ministry of Science and Technology is responsible for measuring the overall effectiveness of science and technology programs and tasks, and using the results as the basis for resource allocation.

At the same time, the transition from a country using core technology to mastering strategic technologies. This is also the first time that Vietnam has established a clear direction on the transition from a country mainly using core technology to mastering strategic technologies, which has a great impact on economic growth and national security. The state budget has focused, key investments, with priority allocated to about 40-50% to carry out tasks of mastering strategic technologies. “Vietnam will develop to become a high-income developed socialist country, with a GDP/capita of 20,000 - 25,000 USD by 2045. Now, the dream is big, the work is big enough, difficult enough, and with money, we can attract global knowledge, scientists, and technologists to participate in solving Vietnam's big problems and through that, the country's science and technology will develop, the country will develop,” said the Minister.

Associate Professor, Dr. Pham Thi Thanh Nga, Institute of Meteorology, Hydrology and Climate Change, shared about Resolution 57. In the field of Earth Sciences, this observation is even more meaningful when climate change is clearly taking place: the average global temperature by the end of April 2025 has increased by 1.58°C compared to pre-industrial levels, exceeding the Paris Agreement threshold; extreme weather events such as the 2024 super typhoon Yagi causing serious damage are evidence of the imbalance caused by human overexploitation of resources.

The resolution also emphasizes three important orientations, which are increasing investment, perfecting infrastructure for research and digital transformation, creating a foundation for technological development. Step by step realizing the Vietnamese dream of mastering AI technology

Associate Professor, Dr. Pham Thi Thanh Nga has made practical contributions to the development of renewable energy and disaster prevention and control in Vietnam. That is Associate Professor, Dr. Nguyen Minh Tan, Hanoi University of Science and Technology, has made important contributions to helping increase the value of Vietnamese agricultural products in the market with the noble Kovalevskaia Award 2024.

Ms. Dang Thi Anh Tuyet, General Director of MedCAT Joint Stock Company, shared her emotions when receiving recognition for a long and dedicated journey. “MedCAT is not just a technology product, but originated from personal experiences when accompanying relatives during treatment at hospitals at home and abroad. Nafosted Foundation commits to accompany scientists
