The whole country is investing in 132,616 social housing units. Of which, in the past 9 months, 73 projects with a scale of 57,815 apartments have been started, with 22/34 localities achieving and exceeding the assigned social housing development targets.
Frankly pointing out many shortcomings, the Prime Minister requested to put real estate transactions into the Real Estate Transaction Center to strengthen management and the State to collect taxes. There is a lack of social housing supply at suitable prices, while the progress of implementing social housing investment projects is still slow.
In particular, housing prices, especially urban housing, exceed people's ability to pay. In addition, there is a situation of pushing up prices, creating high prices, virtual prices, causing information and market disturbances for profiteering... Banks need to control risks, control the flow of money into places of speculation, hoarding, and real estate "bubbles".
The Prime Minister emphasized that the target of completing 100,000 social housing units by 2025 is a big challenge and requires breakthrough solutions. Currently, 8/34 localities are still having great difficulty in completing the assigned target.
Regarding solutions for the market, the Prime Minister requested the implementation of a real estate trading floor with some requirements for price control, to prevent speculation, price inflation, and profiteering from continuing. There must be tools to control speculation and price inflation.
Piloting the assignment of some large enterprises to build social housing
Raising the question of what solutions are needed to increase the supply of social housing and commercial housing at affordable prices, the head of the Government said that it is necessary to reduce investment costs and product prices such as cutting input costs, compliance costs, reducing administrative procedures, and reducing construction costs...
In addition, there should be appropriate tax policies to prevent speculation, price inflation, and offering houses at prices too high compared to the market average; credit policies to prioritize capital flows into social housing projects, and those who need to buy social housing and commercial houses at suitable prices; and control cash flows into speculative segments and policy profiteering.
"Why do some localities do very well with the same mechanism and policy, while others do not, such as cutting administrative procedures for investment and managing construction costs? What are the causes and lessons learned from practice?", the Prime Minister asked.
Is it possible to assign projects to investors and social housing construction enterprises? What are the problems? The Prime Minister suggested that it is necessary to develop a decree to reduce procedures to assign housing investment to a number of large, experienced enterprises in the spirit of responsibility and patriotism.
Accordingly, the State creates, enterprises take the lead, and enterprises have moderate and reasonable profits to demonstrate "national love and compatriotism"; pilot a few projects and then learn from experience to shorten implementation time, while ensuring control tools.
Regarding institutional and policy problems, the Government will submit to the National Assembly at the upcoming 10th session a resolution to resolve them and meet the current huge needs, especially in large provinces, cities, and industrial zones.
