Prime Minister directs to organize high school graduation exam well in the context of streamlining the apparatus

The Prime Minister has just issued an official dispatch on organizing the High School Graduation Exam and general education entrance exam in 2025.

According to the telegram, 2025 is more special than previous years as it is the first year to organize the High School Graduation Exam and the first-level admission according to the 2018 General Education Program with many innovations; organized in the context that the whole country is implementing the arrangement and organization of the 2-level local government apparatus and changes in the arrangement of the inspection agency system; the number of candidates is higher; organized for both students studying according to the 2018 General Education Program and students studying according to the 2006 General Education Program. Meanwhile, the use of high-tech devices to cheat in exams is increasingly sophisticated and complicated.

In order to organize the entrance exam and admission at the primary level safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability, creating high consensus in society, the Prime Minister requested all levels, sectors, and localities, according to their functions, tasks, and authority, to focus on synchronously and effectively implementing tasks and solutions; strictly implementing Directive No. 37/CT-TTg of the Prime Minister on strengthening the direction, coordination, and organization of the high school graduation exam and university and vocational education admission in 2025; promoting responsibility, being close in direction, being specific and thorough in organization and implementation, creating the most favorable conditions for candidates, families, and educational institutions.

The Prime Minister requested the provincial and municipal Party Committee Secretaries and requested the Chairmen of the People's Committees of the provinces and centrally-run cities to take full responsibility for the preparation and organization of the Examination and admission to the first level in their localities; issue local implementation plans assigning specific tasks in the spirit of 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the Party and State's policy on arranging 2-level local governments.

The Ministry of Education and Training shall preside over and coordinate with ministries, agencies and localities in reviewing directive documents and activities on organizing the Exam to provide specific and detailed instructions to localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assigning specific tasks, clearly defining people, work, authority, responsibility, time and results for all stages and tasks throughout the organization process.

The Ministry of Education and Training closely monitors, proactively grasps the situation, and promptly resolves difficulties and problems for localities and arising issues.

The Prime Minister also assigned the Ministry of Public Security to coordinate in ensuring security and safety for the exam; the Government Inspectorate to coordinate in inspection work to ensure compliance with regulations; the Ministry of Health to ensure environmental hygiene, food safety, medical personnel and medicines; the Central Executive Committee of the Ho Chi Minh Communist Youth Union to direct all levels of the Youth Union to participate in supporting candidates, candidates' families and ensuring order and safety during the exam. Relevant ministries, agencies and localities, according to their functions, tasks and authority, closely coordinate with the education sector in organizing the exam to ensure quality, safety, seriousness and compliance with exam regulations.

Previously, some localities had requested the Ministry of Education and Training to adjust the High School Graduation Exam schedule to early June, about 3 months earlier than planned, because of concerns that the organization of the exam would be affected by the restructuring and streamlining of the apparatus. However, the Ministry of Education and Training decided to keep the exam schedule unchanged to ensure a review schedule for students. Accordingly, this year's exam will take place on June 27 and 28.
