According to the reporter's investigation, from May 10 to May 12, people in Son Luong, Hanh Phuc and Doan villages set up camps and gathered in front of the gate of the waste treatment area to protest and not allow trucks to enter to dump garbage. According to the people's reflection, the stench from the landfill spreads strongly into the residential area, especially on hot and humid days. Therefore, people in the villages took turns gathering at the gate of the waste treatment plant and did not allow trucks to transport garbage to the landfill for treatment.

According to records on the afternoon of May 12, on the streets of Thanh Hoa City, the amount of household waste is quite serious and has not been collected. Garbage collection points are congested, due to not being transported, causing a foul smell, causing environmental pollution.

According to Ms. Tong Thi Tho, Head of Legal Department, Thanh Hoa Urban Environment and Construction Joint Stock Company, on average, the company collects and transports 400 tons of household waste per day in Thanh Hoa City. Because the waste has not been transported in the past 3 days, it has been stuck on the roads. The reason is that people living near the Dong Nam landfill area have reacted and disagreed with allowing garbage trucks to enter the landfill, making it impossible to collect and gather the waste. To reduce the waste congestion, the company has collected some main streets and transported them to the landfills in Nghi Son and Bim Son towns for treatment. In the past few days, workers in charge of the streets have only cleaned the streets and collected them on the spot because there is no place to treat them.

The garbage collection point on Phan Chu Trinh Street, Dien Bien Ward has not been transported for treatment.

Faced with the above situation, the Thanh Hoa City People's Committee has issued a document requesting relevant units to urgently remedy the pollution at the Dong Nam waste treatment area. Thanh Hoa City assigned Ecotech Environmental Technology Investment and Development Joint Stock Company to operate the waste treatment plant, increase the frequency of spraying biological products, cover the waste composting area, and limit turning the waste during hot and humid weather to reduce odor dispersion.

For the landfill managed by Thanh Hoa Urban Environment and Construction Joint Stock Company, the city requires thorough odor treatment at landfill cell No. 7, leachate ditches, and urgently cover all landfill cells that have stopped receiving garbage but have torn tarpaulins.

The People's Committee of Dong Nam Commune was assigned to coordinate with relevant units to organize direct dialogues with the people to grasp their thoughts and aspirations and agree on solutions.
