Handling black spots and high-risk traffic accident locations

The intersection of National Highway 47 and Provincial Road 517 through Dong Tan Ward ( Thanh Hoa City) is equipped with a system of traffic lights and signs.

At Km10+500 National Highway 47B in Xuan Lai Commune (Tho Xuan) is identified as a location with a high potential risk of traffic accidents. This is the intersection between National Highway 47B at Km10+500 and Provincial Road 506B at Km17+200 with a simple traffic arrangement and organization plan. This is also the central area of ​​the commune, with many schools such as: Le Hoan High School, Xuan Lai Secondary School, Primary School, Kindergarten, and garment companies, so every day there is a large volume of vehicles and people passing through the intersection. The population has been densely populated for a long time, close to both sides of the road, the radius of the corner is small, and visibility is limited due to the houses being solidly built a long time ago right next to the intersection on National Highway 47B and on the left side of Provincial Road 506B. During rush hour, there is often local congestion, and collisions and traffic accidents frequently occur.

Faced with the above situation, the Department of Construction has coordinated with the Provincial Traffic Safety Committee and Tho Xuan District to inspect the scene and agree on solutions to improve traffic safety such as adding painted lines, speed bumps, signs, and clearing visibility... within the intersection. At the same time, a traffic accident black spot profile has been prepared and reported to the Vietnam Road Administration for consideration of investment in renovating and expanding the intersection, arranging traffic control signals and a night lighting system in this area, in order to minimize traffic accidents.

At Km23+500 National Highway 47, the intersection of National Highway 47 and Provincial Road 517 through Dong Tan Ward (Thanh Hoa City), there are many houses, limiting the visibility of traffic participants. During rush hour, the traffic density is high; within the intersection there is no night lighting system... Identifying it as a black spot for traffic accidents, the Department of Construction has requested the road management unit to install additional traffic safety systems, put up speed limit signs; install lighting systems to facilitate people and vehicles participating in traffic through the intersection. Mr. Ngo Ngoc Hoang in Dong Tan Ward (Thanh Hoa City) said: "Previously, this area often had collisions and traffic accidents, since this intersection was renovated, there have been no collisions or traffic accidents."

From 2009 to present, the Department of Transport (now the Department of Construction) has coordinated with the Provincial Police, Road Management Zone II under the Vietnam Road Administration and related units to advise the Provincial People's Committee and the managing ministry to handle nearly 80 black spots and potential traffic accident spots on national highways passing through the province. In addition, districts, towns and cities have proactively reviewed and arranged funding sources to handle black spots and potential traffic accident spots on routes managed by the locality, contributing to reducing traffic accidents. Every year, the Department of Construction coordinates with Safety Inspection Team No. 4 - Vietnam Railway Administration and railway management units to inspect and review black spots and potential traffic accident spots on railways. Thereby, the province has prioritized investment in the construction of 4 service roads with a total length of 2,360m and fences in Nong Cong and Ha Trung districts to eliminate dangerous self-opened paths.

However, according to the report of the Department of Construction, there are 64 black spots, locations with high potential for traffic accidents on national highways and provincial roads in the province that have not been handled or resolved. The Department of Construction is actively coordinating with the Provincial Police, People's Committees of districts, towns, cities and related units to continue reviewing black spots and potential traffic accident locations on national highways, provincial roads, district roads and other roads in the province. Thereby, conducting surveys and assessing the current status of black spots and potential traffic accident locations to report to competent authorities to arrange funding for handling, contributing to ensuring traffic safety on the roads. The specialized units of the Department of Construction are also actively coordinating with the Traffic Police Department and the Provincial Police to provide traffic accidents and collisions at 64 black spots and potential spots to report to the Vietnam Road Administration and the Provincial People's Committee to arrange investment capital for repair and remediation to ensure the safe travel needs of the people.
