Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired. Also attending and co-chairing the Conference at the Hanoi bridge point were Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front and Deputy Prime Ministers, Vice Chairmen of the National Assembly.
The meeting was held directly at the Government Headquarters, online with the bridge points of provinces and centrally-run cities. At the bridge point of Nghe An province, comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee co-chaired.

Promote the development of ecological agriculture, modern countryside, civilized farmers
The results of implementing programs and movements over the past 5 years have affirmed the correct policies of the Party and State, received high consensus from the people, and promoted the development of ecological agriculture, modern countryside, and civilized farmers.
Accordingly, nationwide, 6,084/7,669 communes (79.3%) have met the new rural standards; 2,567 communes (42.2%) have met the advanced new rural standards and 743 communes (12.2%) have met the model new rural standards.
In addition, nationwide, 329/646 district-level units (51%) in 60 provinces and centrally-run cities have been recognized by the Prime Minister as having completed their tasks and met the new rural standards; 48 districts have met the advanced new rural standards; 12 provinces have been recognized by the Prime Minister as having completed the task of building new rural areas.

Contributing to the overall results of the whole country, Nghe An province has 275/362 communes meeting the new rural standards (75.97%). Of which, 102/275 communes have met the advanced new rural standards (37.09%); 16 communes have met the model new rural standards (5.81%); 10 district-level units have completed their tasks/met the new rural standards; 1 district has met the advanced new rural standards (Nam Dan district).
The national target program on sustainable poverty reduction has achieved important results, meeting and exceeding the annual poverty reduction targets assigned by the National Assembly and the Government.
By the end of 2024, the national poverty rate will be 1.93%, down 3.27% compared to the end of 2022, down an average of 1.03% per year; the average income of rural people will reach about 54 million VND/person/year.

In Nghe An, the poverty rate of the whole province in 2024 will be 4.16%, a decrease of 3.64% compared to 2021. The average income in the province will reach over 53 million VND/person/year, of which the rural area will reach 47.184 million VND/person/year; an increase of 11.684 million VND/person/year compared to 2021.
“4 push, 3 pioneer”
Concluding the conference, Prime Minister Pham Minh Chinh emphasized the special significance of summarizing the two National Target Programs and two emulation movements 6 months in advance; considering this an important preparation step for implementing the two-level local government model, towards a new development stage of the country.

According to the Prime Minister, the two national target programs and two emulation movements implemented in the past time have been closely linked, complementing each other, creating a strong driving force for the development of "three rural areas"; affirming that the construction and implementation of Resolution 26 on agriculture, farmers and rural areas are correct, close to reality and have brought about clear results: The appearance of rural areas has changed positively, the material and spiritual life of the people has been gradually improved.

The Prime Minister affirmed that the achieved results show that Vietnam is a model in implementing the United Nations Millennium Development Goals.
From the implementation practice, the Prime Minister has drawn the causes and lessons of success, and at the same time pointed out the shortcomings and limitations, as a basis for adjusting policies and organizing more effective implementation in the coming time.

In the coming time, to continue to create miracles in the new era, the era of wealth, civilization, prosperity and national development, the Prime Minister emphasized the need to persistently and steadfastly implement the goals of ecological agriculture, modern countryside, civilized farmers associated with comprehensive, inclusive and sustainable poverty reduction.
To do so, for the political system, the Prime Minister requested to implement "4 pushes" including: Perfecting institutions to serve the development of farmers as the center, the subject, agriculture as the driving force, rural areas as the foundation; developing strategic infrastructure for agriculture, farmers, rural areas in a green and sustainable direction; building human factors, specifically building farmers suitable for the revolutionary stage, new development, 2-level local government and 4 pillar resolutions of the Politburo; diversifying products, supply chains, and markets for agriculture to suit people's needs and enjoyment.

For farmers, the head of the Government emphasized the spirit of "3 pioneers": Escaping poverty and getting rich from their own hands, minds, land, sky, and sea; building civilized farmers; green, sustainable production, digital transformation, especially the "Digital Literacy Movement".

In recognition of the above collectives and individuals for their outstanding achievements in the emulation movement "The whole country joins hands to build new rural areas" in the period of 2021-2025, contributing to the cause of building socialism and defending the Fatherland", in Decision 1122/QD-CTN dated June 21, 2025, the President decided to award the Third-class Labor Medal to the Party Committee, government, and people of Do Luong, Dien Chau, Nam Dan districts and Mr. Nguyen Van Hang - Deputy Chief of the Office of Coordination of the National Target Program on New Rural Construction in Nghe An province.
At the conference, Prime Minister Pham Minh Chinh directly awarded the Third Class Labor Medal to the Party Committee, government and people of Do Luong, Dien Chau and Nam Dan districts.
