Prime Minister: Build preferential mechanisms and policies for cultural industry to develop

On the morning of December 22, the Government held a national conference on developing Vietnam's cultural industries. Prime Minister Pham Minh Chinh chaired the conference.

At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were leaders of relevant departments, branches, sectors and units.

CULTURAL INDUSTRY IS BECOMING AN IMPORTANT TREND

Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh stated that this is the first conference of special significance in developing Vietnam's cultural industries.

Cultural industries are industries that produce artistic and creative products, whether tangible or intangible in nature; through exploiting cultural values and products and services of intellectual, social and cultural significance to gain economic benefits.

Over the past years, the Party and the State have issued and effectively implemented many guidelines, policies, laws to develop culture and cultural industries. Cultural industries have gradually become important service economic sectors, making positive contributions to socio-economic development. However, compared to some other sectors, cultural industries have not yet fully exploited their potential and advantages.

Reporting on the results of the implementation of the Strategy for the development of cultural industries, Minister of Culture, Sports and Tourism Nguyen Van Hung said that cultural industries are becoming a trend and are identified as an important, sustainable part, contributing to the country's growth.

According to estimates, the added value of cultural industries contributing to the economy in 2018 is estimated at 5.82%; in 2019 it is estimated at 6.02%; in 2020 it is estimated at 4.32%, in 2021 it is estimated at 3.92% and in 2022 it is estimated at 4.04%.

The production value of Vietnam's cultural industries in the period 2018-2022 is estimated to contribute an average of 1,059 million billion VND. Over the past 5 years, the average growth rate in the number of economic establishments operating in cultural industries reached 7.21%/year.

The awareness of the whole society about the role and importance of cultural industry has been gradually raised. Some enterprises, organizations and individuals have invested, seized opportunities, deployed the formation of cultural industry products and services for business and development, bringing certain economic, cultural and social benefits.

The development trend of products and services in Vietnam's cultural industries must meet creative factors, have their own identity, be unique and meet the competitiveness in domestic and international markets.

However, the state management institutions for cultural industries are not complete; there is a lack of specific and appropriate mechanisms and policies on attracting capital and developing resources to support and promote the comprehensive development of cultural industries in the country in general and in each locality in particular.

In addition, investment resources are still scattered, not focused on developing some key areas with advantages and potential. The content and form of products and services of cultural industries have not focused on exploiting traditional and indigenous cultural values to create uniqueness and distinctiveness, thereby honoring Vietnamese cultural values...

At the conference, delegates focused on evaluating, analyzing, and discussing the achievements, shortcomings, and limitations in the development of culture and cultural industry in the past time, identifying opportunities and challenges for Vietnam's cultural industry in the coming time and proposing specific solutions on mechanisms, policies, planning, market, science and technology, mobilizing and attracting public-private partnership resources, human resources, etc.

BUILDING STRONG ENOUGH INSTITUTIONS, MECHANISM AND POLICIES FOR THE DEVELOPMENT OF CULTURAL INDUSTRY

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that after this conference, it is necessary to change awareness, thinking, actions, and implementation methods to make cultural industries increasingly effective, meeting the attention of the Party and State.

The Prime Minister said that the results of developing cultural industries in recent times are commendable. However, frankly speaking, the development of cultural industries has not been commensurate with the country's potential and strengths.

Sharing the difficulties and problems of enterprises and units, the Prime Minister emphasized that institutions, policies and mechanisms have not kept up with reality; state management still has many shortcomings; investment resources are not commensurate, still scattered, and resource mobilization has not met requirements; content and form in cultural industrial products are still limited, and there are not many great works...

Regarding the direction of cultural industry development in the coming time, the Prime Minister said that the potential of cultural industry development is innovation, science and technology, healthy culture and art, national identity, in line with the trend of the times, the trend of world progress is a space for unlimited development.

Vietnam is a country with a long-standing, diverse, heroic historical and cultural tradition, its own identity, majestic nature, gentle, hospitable, hard-working, flexible, creative people; young human resources; favorable geographical location, relatively synchronous transportation; stable political system, maintained security, increasingly developing economy and society.

Emphasizing the viewpoints on developing cultural industries, Prime Minister Pham Minh Chinh said that it is necessary to closely follow the Party's guidelines and policies and the State's laws; make an important contribution to building an advanced Vietnamese culture imbued with national identity; have equal access like other industries; develop with a focus and key points in the direction of professionalism, modernity, dynamism, creativity, high competitiveness, and diversified products, supply chains and markets.

On the other hand, developing cultural industry must be associated with promoting and spreading the image of Vietnam, the country and its people, and with tourism development; having products and services that meet the factors of creativity, identity, uniqueness, professionalism, healthiness, competitiveness, and sustainability; implementing solutions must be synchronous, drastic, persistent, focused, key, and breakthrough, transforming resources and potential into highly competitive cultural products and services.

In the coming time, all levels, sectors, localities and other entities need to be more determined and make more efforts; proactively focus on implementing tasks and solutions, encourage all exploration and creativity, and focus on industries with great potential and advantages. On the other hand, focus on cutting administrative procedures; continue to perfect institutions, build preferential mechanisms and policies; strengthen state management more; and have appropriate and equal access to policies.

The business community needs to promote dynamism and creativity, strengthen cooperation and connection for mutual development, innovate business models, restructure enterprises associated with digital transformation. Proactively improve management capacity, product and service quality, raise awareness of responsibility to society and the community, preserve and promote national identity.
