In his opening speech and direction for the conference, Prime Minister Pham Minh Chinh stated that the 2025 high school graduation exam takes place at a historic time when the whole country is rearranging local administrative boundaries, implementing a two-level local government model, and ending the operation of the district level. Therefore, the Prime Minister emphasized the requirement that the exam, especially at the grassroots level, must not be affected.
The Prime Minister affirmed that the high school graduation exam is an important "threshold"; it not only marks the "maturity" of students, but is also a "transitional" step that guides and shapes the future path of each student.
With the spirit of lifelong learning, the exam results reflect the process of training and continuous efforts over 12 years of study; at the same time, this is the basis for graduation consideration, an "entrance" condition for universities and colleges, opening up learning and career opportunities for the country's future generations.

“Every year, the exam always receives deep attention from the Government, the Prime Minister, the entire political system, all levels, sectors, localities and the whole society. Every household and every person follows, accompanies, and creates all favorable conditions for students to confidently and confidently enter the exam," the Prime Minister emphasized.
The Prime Minister requested the Ministry of Education and Training to report on the implementation of major tasks to organize the exam, especially the issuance of a system of documents and instructions for localities associated with the implementation of decentralization, delegation of power, organization of two-level local government, exam work (according to the new and old programs), inspection, examination, supervision, shared infrastructure systems of the exam, coordination with central ministries, branches and localities.
Ministries, agencies and localities report on the leadership and direction of their units, especially in the context of a special situation with many new points.
The Prime Minister noted that the Ministry of Agriculture and Environment and press and media agencies should promptly update weather and natural disaster situations.
The spirit of creating the most favorable conditions for candidates and exam supervisors, ensuring equal access to disadvantaged groups, leaving no one behind; promoting the highest sense of responsibility for the success of the exam, making this truly a festival for students, teachers, the education sector, the entire population and society.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that Resolution 29/NQ-TW of the Central Committee on fundamental and comprehensive innovation in education and training requires: "examination and graduation recognition work must be innovated in the direction of reducing costly pressure on society while still ensuring reliability, honesty, and correct assessment of students' abilities, serving as a basis for vocational education and university education enrollment".
The Prime Minister requested to continue reviewing and promptly issuing detailed directives and instructions; at the same time, fully, clearly and promptly respond to feedback from ministries, agencies and localities throughout the exam; closely monitor, proactively grasp the situation, actively guide and coordinate with ministries, branches and localities to promptly and effectively handle related issues arising before, during and after the exam.

Specifying the requirements in the stages of exam questions creation, transportation, printing, copying, information and communication work, application of information technology, digital transformation in all stages of the exam, the Prime Minister requested the Ministry of Education and Training to continue researching, soon have a roadmap and specific plan to build a large enough exam question bank, ensure quality, and closely follow the general education program.
The Ministry needs to develop a project to prepare the necessary conditions to pilot the organization of exams on computers in some localities from 2027, moving towards organizing the high school graduation exam on computers as soon as possible.
The 2025 High School Graduation Exam is the first exam for students studying under the 2018 general education program and the 2006 general education program.
This is the largest exam ever, with the participation of more than 1.1 million candidates across 63 provinces and cities, held at 2,493 exam locations with more than 50,000 exam rooms.
It is expected that about 200,000 personnel will be mobilized to participate in the organization of the exam, such as officials, teachers in the education sector, police, military, medical, electricity forces, etc. The Government and the Prime Minister have closely directed and promptly issued many telegrams and directives on the preparation and organization of the exam.
Reporting at the conference, leaders of ministries, branches and localities said they have actively and proactively prepared for the exam.
