Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that national borders are sacred symbols, marking the living space of the Vietnamese people throughout their long history of nation-building and defense. Despite facing numerous invading enemies, with the strength of national unity and the courage and wisdom of the entire nation, our country has remained resilient, unyielding, and sacrificed for independence and freedom, maintaining the national territory for the nation's survival and development. The Prime Minister affirmed that preserving the nation's beautiful land is a sacred instruction and command passed down through generations, the culmination of patriotism.

The Prime Minister conveyed the congratulations and thanks of General Secretary To Lam and other leaders of the Party, State, and Government to the generations of leaders, officials, and staff of the National Border Committee for consistently excelling in all assigned tasks, making significant contributions to firmly protecting the sacred sovereignty of the Fatherland, consolidating friendly relations with neighboring countries, and creating a peaceful , friendly, and stable environment for national development. In particular, the Committee has done an excellent job in advising the Party and State on maritime and island affairs, resolutely and persistently defending maritime and island sovereignty through peaceful means based on international law. At the same time, it has successfully advised on and implemented the planning of the entire land border with China, Laos, and Cambodia.

Emphasizing that border and territorial issues are a crucial and ongoing task for the entire Party, people, and armed forces, and reviewing lessons learned from border and territorial work, the Prime Minister requested adherence to the Party's directives to achieve the highest goal of protecting independence, unity, and territorial integrity; steadfast in principles, flexible in tactics, upholding the rule of law, and consistently resolving all border and territorial issues through peaceful means based on international law. The Prime Minister stressed the importance of learning from the rich and diverse experiences of previous generations, building them into a database, generalizing them into theories and thinking, in order to proactively implement border and territorial work. In addition, the Prime Minister also requested attention to investment in border areas.

Prime Minister Pham Minh Chinh emphasized: "Investing in border areas is an investment for the long term, an investment in sovereignty, independence, and territorial integrity. Therefore, I also emphasize that investing in the economic development of border areas and for the people living in border areas is an investment in development. Border areas must receive higher or at least equal investment in development compared to areas deep inland, and the material and spiritual lives of the people in border areas must be continuously improved. Only when they have stable material and spiritual lives can they become a living landmark of the border."

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented the National Border Committee with the First-Class Labor Order and requested the thorough implementation of the "Three Firm Principles": firm and flexible in the struggle to protect independence, sovereignty, unity, and territorial integrity; steadfast in applying legal and technical factors, considering bilateral border treaties and agreements, international law, especially UNCLOS 1982, as the most important tools to protect national interests; and persistently cooperating and engaging in dialogue to resolve disagreements, seeking fundamental and long-term solutions, and maintaining a peaceful and stable environment for national development.
