National defense and security are maintained , foreign affairs are promoted.
According to the Ha Giang Provincial Party Committee, despite many difficulties and challenges, the Party Committee, government and people of all ethnic groups in Ha Giang province have strived and achieved positive and quite comprehensive results in all fields. In 2022, Ha Giang achieved and exceeded 29/36 main planned targets. GRDP increased by 7.62%, GRDP per capita increased by 3.66 million VND. State budget revenue exceeded the estimate by 32.7%. Total social investment capital increased by 18.5%. Agricultural structure shifted positively, productivity and quality were improved, developing towards high standards and quality. Industry grew well; industrial production index increased by 16.8%; 6 more hydropower projects came into operation. Services and tourism recovered well; total retail sales of goods increased by nearly 20.6%; welcomed 2.2 million tourists, 2.4 times higher than in 2021.
Along with that, administrative procedure reform and the business investment environment have been improved. Planning work has been implemented to ensure progress. Attention has been paid to the fields of culture, society, education, health, and labor; policies for ethnic minorities and poverty reduction have been implemented synchronously; the poverty rate has decreased by an average of 4.4% per year in the period of 2021 - 2022. National defense, security, and national borders have been maintained; social order and safety have been ensured. Cooperation, exchange, and foreign affairs activities have been promoted. Party building and the political system have been focused on; the leadership capacity of Party committees at all levels and the direction and administration of authorities at all levels have been improved.
Ha Giang province proposed and recommended to the Government and the Prime Minister to consider and resolve a number of recommendations for the province to develop quickly and sustainably, such as: Supporting central capital to implement the project to build the Tuyen Quang - Ha Giang expressway; supporting from the central budget for the period 2021 - 2025 to implement the project: Clearing bombs, mines, explosives combined with searching for martyrs' remains, liberating land to create livelihoods for people of ethnic groups living on the Vietnam - China border; supporting the province to solve the lack of domestic water in 4 mountainous districts in the North of the province; supporting the province to bring national electricity to more than 200 remaining villages and hamlets of the province that do not have electricity...
At the meeting, leaders of ministries and branches assessed the socio-economic development situation of the province; analyzed the potentials, gave comments and proposed directions and tasks for socio-economic development of Ha Giang in the coming time; and gave opinions on the proposals and recommendations of the province.
The strong " fence " of the Fatherland
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the particularly important position in terms of national defense and security of Ha Giang province; at the same time, he said that Ha Giang has majestic terrain, potential in terms of land, biodiversity, diverse and rich medicinal resources, minerals, etc., and tourism potential. In particular, Ha Giang people are rich in revolutionary traditions, solidarity, diligence, kindness, hospitality, and unique ethnic cultures with many cultural relics, long-standing histories, many traditional occupations, many unique festivals, and rich ethnic culinary culture.
“With its distinct potentials, comparative advantages, and outstanding opportunities, Ha Giang is completely capable of developing rapidly, greenly, and sustainably, always being a solid “fence” of the Fatherland,” the Prime Minister affirmed.
The Prime Minister commended the efforts and achievements of the Party Committee, government, army and people of Ha Giang province, contributing to the overall achievements of the whole country; at the same time, he pointed out a number of shortcomings, limitations, difficulties and challenges of Ha Giang province such as: the economic scale is still small; the State budget revenue is still modest, not enough to cover expenditures; infrastructure, especially transport infrastructure, is a bottleneck; industry has not recovered; the number of operating enterprises is still low; resource mobilization for development investment is still limited; many large investment projects have not been attracted; human resources have not met requirements; the poverty rate is still high and 7/10 districts are poor districts...
Building policies to pave the way for development
Based on the analysis of the situation, position, role, potential, strengths, results and limitations in the socio-economic development of the province in recent times, the Prime Minister thoroughly grasped the viewpoints and tasks for Ha Giang to develop quickly and sustainably.
In particular, the Prime Minister requested Ha Giang to always remember and implement the eight precious teachings of beloved President Ho Chi Minh when he visited Ha Giang in 1961; continue to maintain solidarity; thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, Resolution No. 11-NQ/TW of the Politburo and the Resolution of the Provincial Party Congress.
Ha Giang must always aspire to develop rapidly, greenly and sustainably on the basis of strongly promoting its distinct potentials, competitive advantages and outstanding opportunities; closely following reality, starting from reality, respecting reality, taking reality as a measure; promoting the spirit of self-reliance, self-strengthening, calmness, confidence, daring to think, daring to do, daring to take responsibility.
In particular, Ha Giang must build a solid defense zone in terms of national security and strictly implement the three regulations on border protection, building a peaceful, cooperative and developed border. The province continues to strengthen decentralization and delegation of power; organize implementation with focus and key points, complete each task; build a clean and strong political system; promote regional connectivity, close and effective coordination between the province and neighboring provinces and ministries, branches, etc.
Regarding specific key tasks and solutions in the coming time, Prime Minister Pham Minh Chinh requested Ha Giang province to focus on promoting public investment disbursement, using public investment to lead private investment; resolutely implementing 3 national target programs and the socio-economic recovery and development program; leading and directing the completion of the provincial planning for the 2021-2030 period, with a vision to 2050, on schedule and with quality.
The province is promoting the implementation of three strategic breakthroughs in institutions, infrastructure, and human resource training. In particular, it is necessary to open ethnic boarding schools and pilot the construction of a multidisciplinary university in Ha Giang; focus on investing in developing socio-economic infrastructure, especially transport infrastructure, ensuring intra-provincial, inter-provincial, inter-regional, and international connectivity; and at the same time, focus on promoting digital transformation.
“Ha Giang must do a good job in building mechanisms and policies, reforming administrative procedures, paving the way for development, attracting investment, especially for priority industries, fields, and products with the province's strengths,” the Prime Minister noted.
The Prime Minister requested Ha Giang province to focus on three growth drivers: investment, consumption, and export; restructure the industrial sector towards reducing the proportion of mining industry and increasing the proportion of processing and manufacturing industry, especially agricultural processing; develop and manage hydropower associated with rational use of water resources, environmental protection, and biodiversity; develop effective agriculture and forestry associated with new rural construction towards concentrated commodity production, specialized areas, organic products, and products with high economic value; effectively implement the OCOP program, produce according to VietGAP standards; build and promote brands, develop e-commerce, promote domestic consumption and export of agricultural products.
Considering that Ha Giang has great potential for tourism, the Prime Minister requested the province to continue focusing on developing tourism into a spearhead economic sector. Building high-quality, unique tourism products associated with the cultural traditions, identity, and beauty of Ha Giang's nature and people. Along with that, improving the efficiency of border economic zones, promoting the advantage of having a border with China, a potential market in consuming local and national products and exporting and importing goods.
The Prime Minister noted that Ha Giang should mobilize all resources for development, especially capital, technology, and business management skills; improve the efficiency of attracting and using investment capital, especially FDI capital and the form of public-private partnership (PPP) to create new development space and new development momentum; focus on investing in connecting traffic infrastructure projects, industrial park and cluster infrastructure, and tourism infrastructure.
Ha Giang province synchronously and effectively implements tasks and solutions for human resource development; continues to promote administrative reform, improve the investment and business environment; focuses on developing cultural and social fields, environmental protection; ensures social security, sustainable poverty reduction, improves the material and spiritual life of the people, especially in remote areas; preserves and promotes traditional cultural values, characteristics of ethnic groups and people of Ha Giang.
The head of the Government noted that Ha Giang should proactively overcome the lack of Internet signal and electricity; strengthen the management of land, resources, minerals, environmental protection and the capacity to forecast, prevent, combat and mitigate the consequences of natural disasters; protect, develop and use forests effectively and sustainably.
In particular, Ha Giang must maintain security and national defense; ensure social order and safety; attach importance to the work of building a clean and strong Party and political system; continue to improve the leadership capacity and fighting strength of Party organizations and Party members; step up the prevention and fight against corruption, negativity and waste; build a streamlined, effective and efficient apparatus; build and train a contingent of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks, especially training cadres from ethnic minorities.
Regarding the proposals and recommendations of Ha Giang, the Prime Minister said that these are all legitimate proposals, stemming from the actual requirements of the province; agreed to consider them, and at the same time requested Ha Giang province to proactively coordinate with ministries and branches to develop projects, arrange and mobilize resources, prepare conditions, promptly and effectively implement them, ensuring regulations and in accordance with the tasks and general situation of the region and the whole country.
On behalf of the leaders of Ha Giang province, Minister of Natural Resources and Environment, Secretary of the Provincial Party Committee Dang Quoc Khanh accepted the direction of Prime Minister Pham Minh Chinh to build and develop the locality; affirmed that he will continue to strive to promote the solidarity of the whole province, comprehensive development in all fields, improve the material and spiritual life of the people, especially building mechanisms, policies, reforming administrative procedures, paving the way for development, attracting investment, especially for priority industries, fields, products with strengths of the province.
