Prime Minister: Innovation and development of the private economy has no limits

(Dan Tri) - According to Prime Minister Pham Minh Chinh, mechanisms and policies must create a trend for private enterprises to develop without limits and enrich themselves legitimately.

On the afternoon of May 8, Prime Minister Pham Minh Chinh chaired a meeting with the Policy Advisory Council to continue perfecting the draft Resolution of the National Assembly on a number of specific mechanisms and policies for private economic development to implement Resolution 68 of the Politburo . This is the second meeting of the Prime Minister in two consecutive days on this content.

At the meeting, Prime Minister Pham Minh Chinh said that recently, the world situation has had many rapid, complex, and unpredictable changes, requiring quick, flexible, timely, and appropriate and effective policy responses.

Domestically, the Government has organized a historic Central Conference to discuss historical issues; drastically and thoroughly implemented the apparatus streamlining revolution; and strived for economic growth of 8% in 2025 and double digits in the following years.

The Government has submitted to the Politburo the Resolutions on the "strategic quartet", including: Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation, Resolution No. 59 on international integration, Resolution No. 66 on innovation in law making and enforcement, Resolution No. 68 on private economic development.

The Prime Minister emphasized the need to urgently institutionalize the Politburo's Resolution and develop a National Assembly Resolution to promote rapid and sustainable private economic development. The contents of the "strategic quartet" according to the Politburo's Resolutions, if implemented synchronously and methodically, will have positive synergistic effects on each other.

The drafting of the National Assembly's Resolution needs to focus on the most urgent issues that need to be resolved immediately, that are of most concern to people and businesses, and that are both urgent and long-term, but are not yet included in the draft laws.

According to the Prime Minister, mechanisms and policies must be "leverage and fulcrum", close to the situation, suitable to current conditions, creating an enthusiastic mentality, promoting the spirit of confidence, self-reliance, self-reliance, pride in striving for development; exploiting and effectively using all resources, maximizing innovation; promoting production and business, promoting growth, developing the country's economy, creating jobs and livelihoods for the people.

"Innovation and creativity in developing the private economy are limitless, for the goal of a rich people, a strong country, democracy, fairness and civilization of our country in the new era," the Prime Minister emphasized. To develop the private economy as the most important driving force of the national economy, the State must create, people are the foundation, enterprises are the center, the subject and institutions, mechanisms and policies are the driving force.

Analyzing and emphasizing some additional contents to complete the draft Resolution, the Prime Minister pointed out that there must be a mechanism to remove difficulties, obstacles, and bottlenecks that are hindering the development of the private economy; creating a trend and movement to develop private enterprises, everyone, every individual competing to start a business, competing to get rich legitimately.

He noted the need to draft specific contents of Resolution 68 on ensuring full property rights, freedom of business, fair competition of enterprises, and public-private partnership. Human resource training policies must originate from market demand, closely linking enterprises with schools and training institutions.

The Prime Minister also directed that it is necessary to clarify the content of assigning tasks and placing orders to enterprises, with the spirit of "playing the right role, knowing the lesson" on the basis of Party leadership, State management, Government operation, People's mastery, promoting the supervision of the Fatherland Front and socio-political organizations; promoting clear decentralization; designing tools to strengthen supervision and inspection. Placing orders and assigning tasks is not limited to the field or scale of works and projects.

The draft Resolution also needs to clarify and emphasize more the mechanisms and institutions related to intangible assets, brands, and intellectual property.

In particular, the Prime Minister emphasized that in order for people and businesses to feel secure in investing, producing and doing business, it is necessary to specify the content of Resolution 68 on "complying with the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations".

The Prime Minister also noted the need to consider credit guarantees for small and medium-sized enterprises and encourage private investment funds. In addition, business registration and dissolution procedures must be simple, fast and cost-effective. "The management agency needs to eliminate the request-grant mechanism and clarify tax policies in a way that simplifies procedures and encourages business development," he said.

This draft resolution needs to be consulted with ministries, branches, and the business community, and completed, to be submitted to the National Assembly for consideration and approval before May 18.
