Construction site works through holidays, taking advantage of the site to make full progress

At the Hoa Lien - Tuy Loan expressway project, the Prime Minister praised the spirit of working through the holidays and the bustling construction site of the project implementing units. The head of the Government visited and encouraged each cadre, engineer and worker.
According to the Prime Minister, the project is promoting the spirit of direction to overcome the sun and rain, not to discuss backtracking, just work, work in 3 shifts and 4 shifts... to ensure the progress of the project. "The units that took a holiday to work are very enthusiastic, very commendable", the Prime Minister assessed.
Reporting to the Prime Minister, Mr. Nguyen Vu Quy, Director of the HCM Road Project Management Board (Ministry of Transport, investor of the Hoa Lien - Tuy Loan Expressway) said that the project has 2 interchanges, 11 bridges, 8 underpasses, 62 culverts of various types and 2 parallel service roads over 20km long.
Right during the September 2nd holiday, the construction site simultaneously constructed more than a dozen roadbeds and bridges. The unit is working hard to deploy as much land as possible.
Statistics show that the project's output has reached more than 240 billion/nearly 860 billion, reaching 28.7% of the contract value, basically meeting the requirements.

According to Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang district, there are more than 60 land records within the scope of land acquisition and clearance that will be cleared this September. In the past time, implementing the direction of the central government and the city, the district has focused on land acquisition and clearance work, mobilizing all political forces to participate.
However, due to some objective reasons such as: large amount of work but very urgent progress. The project passes through many residential areas so it needs a large number of resettlement plots, passes through many cemeteries so many graves must be relocated. In addition, the encroachment of planning projects requires careful land acquisition and clearance documents.
"Despite the difficulties, the locality has achieved positive results. This is the project with the fastest site clearance progress in the area," said Mr. Ton.
With the remaining land, the district leaders said they will continue to propagate and mobilize households to agree. In case of non-handover, construction protection and enforcement will be carried out.

Directly inspecting the construction site and listening to reports from investors and localities, the Prime Minister commended Da Nang for achieving positive results in site clearance work, properly implementing the Government's direction to mobilize all levels of Party committees and the political system to participate.
According to the Prime Minister, the remaining volume of land acquisition and clearance is not much, so Da Nang should continue to promote and promptly handle it completely.
"Experience shows that if local leaders come down to the people the day before, the people will agree to hand over the land the next day. This is a national project, so we need to increase our efforts to get the people to understand and share.
The purpose of the project is to serve the people. Mobilization is one thing, and the next is to ensure the legitimate interests of the people," the Prime Minister analyzed.
The head of the Government directed Da Nang to complete the Hoa Lien - Tuy Loan expressway land clearance by September 2024. This creates an important premise to bring the project to the finish line soon.
The Prime Minister emphasized: the site has been cleared, the project has no more problems, so it must be completed quickly. "According to the plan, it will be completed by the end of 2025, but now the site and materials are good, this expressway is aimed to be basically completed by the end of August 2025, contributing to welcoming the country's major and meaningful events in 2025," the Prime Minister directed.
To achieve this goal, the Prime Minister directly requested Minister of Natural Resources and Environment Do Duc Duy to promptly guide localities on simple procedures for granting new mines, increasing the capacity of existing mines to meet the material needs of key transport projects, and applying special mechanisms for granting mines...
"The mountainous Central region cannot afford to lack mines. The Minister of Natural Resources and Environment will soon guide Da Nang on the procedures for granting mines, simplify them and have specific mechanisms," the Prime Minister directed at the construction site.

According to the leader of the HCM Road Project Management Board, although it is an expressway, the Hoa Lien - Tuy Loan project is facing difficulties because it has not applied a special mechanism on mine classification. Meanwhile, Da Nang has solutions to increase the capacity of existing mines, but it is still not able to meet the needs of the projects.
Mr. Nguyen Vu Quy, Director of Ho Chi Minh Road Project Management Board (investor) said that the project's demand for stone materials is 350,000m3. Of which, in 2024 it is about 190,000m3 and in 2025 it is about 160,000m3.

Although the project has proactively gathered and stored stone materials since 2024. However, the demand for stone of the Lien Chieu Port project is so large that up to now, the stone quarries in Da Nang have basically reached their full exploitation capacity. The contractor is having to take stone from the quarries in Quang Nam and Quang Ngai, which are far away, so it is facing many difficulties.
The Hoa Lien - Tuy Loan Expressway is 11.5km long, coinciding with the southern bypass of Hai Van Tunnel (Hoa Vang District), with a total investment of more than VND 2,100 billion, and will start construction in September 2023. The Ho Chi Minh Road Project Management Board proposed that Da Nang City consider granting licenses to increase annual mining capacity for local quarries and prioritize granting licenses to expressway projects to reduce difficulties for contractors and ensure project completion on schedule.
