Concluding the Third Session of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (Steering Committee), Prime Minister Pham Minh Chinh, Head of the Steering Committee of ministries, branches, agencies and enterprises of the government sector must further promote the development of science, technology, innovation, digital transformation, effectively and efficiently serving the operation of the apparatus of the political system and the growth target of 8.3-8.5% in 2025.
Effective operation of two-level local government associated with digital government development
At the meeting, the Steering Committee focused on assessing what has been done and what has not been done; objective and subjective causes; lessons learned in directing and organizing the implementation of science and technology development, innovation, digital transformation and Project 06 in the first 6 months of the year; and at the same time proposed tasks and solutions for the last 6 months of 2025.
In particular, leaders of some corporations proposed to unify technology for building and connecting, interconnecting national databases and those of ministries, branches and localities; build a fund or establish a financial and risk guarantee council to ensure the implementation of projects on science, technology, innovation and digital transformation; have mechanisms and policies to attract and use high-quality human resources, especially foreign human resources to serve the development of science, technology, innovation and digital transformation in Vietnam.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of the members of the Steering Committee; the consensus, support and active participation of people and businesses, and their important contributions to the breakthrough development of science, technology, innovation, digital transformation and Project 06, contributing to the overall results of the country's socio -economic development.
However, according to the Prime Minister, the above results are still far from the requirements, tasks and reality. Therefore, ministries, branches, agencies and enterprises of the Government need to accelerate, break through, be faster and bolder, with higher determination, greater efforts, and more drastic actions according to their functions, tasks and powers to effectively implement the Resolutions of the Politburo, the National Assembly and the Government on science and technology development, innovation and digital transformation; effectively and efficiently serve the operation of the apparatus of the political system, taking people and businesses as the center and subject, transforming the state from a management administration to an administration serving people and businesses; effectively serving the growth target of 8.3-8.5% in 2025, creating a foundation for double-digit growth in the following years so that the whole country can achieve the 100-year target.
Assessing the results achieved in recent times, the Prime Minister said that the leadership and direction work has been deployed vigorously and organized synchronously with high determination from the Central to the grassroots levels. The institutions, mechanisms and policies have been basically completed to create a legal corridor for science, technology, innovation, digital transformation and Project 06.
Science, technology, innovation, digital transformation and digital economic development have made strong progress: 5G services have been deployed nationwide; mobile Internet speed has increased sharply, entering the top 20 in the world; the National Data Center project has been vigorously implemented; tax management and electronic invoices have been vigorously and effectively implemented, with 109.8 thousand enterprises and business households registering to use 2.1 billion electronic invoices; the digital economy has made good progress, with the export value of digital products estimated at 78.1 billion USD, up 20.5% over the same period; the VND500 trillion credit package for science, technology, innovation, digital transformation and strategic infrastructure has been actively implemented; e-commerce has made strong progress, growing by about 22-25%.
Digital government is promoted, effectively implementing the operation of two-level local governments associated with the development of digital government; online public services are increasingly improved, gradually shifting from passive to proactive service for people and businesses based on data; with the rate of online records in the entire process out of the total records of administrative procedure settlement in the first 6 months of 2025 reaching 39.51%.

Digital society and digital citizens have received attention, notably the increase in cashless social security payments; the effective implementation of the Project to search for, collect and identify martyrs' remains; the Digital Popular Education platform has shown initial effectiveness, opening 20 courses with more than 28,000 participants.
Project 06 has been strongly promoted, spread, bringing practical effects to people and businesses, strengthening social management and serving socio-economic development. The national population database has promoted practical effects through the expansion of many utilities, integrating essential documents, digital handbooks and virtual assistants on the VneID application; many utilities serving socio-economic development have been effectively and widely deployed with nearly 100 platforms, applications and utilities deployed to serve socio-economic development.
Promoting technology solutions to serve people and businesses
The Prime Minister also frankly pointed out the shortcomings and limitations that need to be resolutely overcome, such as: many tasks in the Programs, Plans, and Projects are still behind schedule and have not had clear changes; the database is not really correct, sufficient, clean, alive, connected, interconnected, and smooth; institutions, mechanisms, and policies to promote science, technology, innovation, digital transformation, and Project 06 have not been completed to keep up with practical requirements and are still slow to issue detailed guidance documents; digital infrastructure development is not commensurate with the potential and economic growth rate.
According to the Prime Minister, many ministries, branches and localities have not proactively registered their funding needs for development investment and regular expenditures for science, technology, innovation, digital transformation and Project 06 activities; human resources are still limited; administration is still cumbersome; network security and information security in many places have not received due attention; online fraud, cyber attacks, and personal information disclosure are still complicated...
Analyzing the causes of both achievements and shortcomings, the Prime Minister pointed out that breakthroughs in science, technology, innovation and digital transformation will create a "golden" opportunity to promote economic restructuring, market restructuring, production, products and exports, improve labor productivity and national competitiveness; contributing to "accelerating and breaking through" to achieve the socio-economic development goals of 2025 and the entire 2021-2025 term.
Therefore, science, technology, innovation, digital transformation and Project 06 must be closely linked with the revolution in streamlining the apparatus; must strongly innovate leadership, direction, operation, working style and manners in a scientific, professional and modern direction with the motto "Refined apparatus - Connected data - Modern administration."
In the coming time, to promote science, technology, innovation, digital transformation and Project 06 to develop strongly, the Prime Minister directed that it must be implemented quickly, effectively, and comprehensively; must take people and businesses as the center, subject, driving force, and resource of development; must speak the truth, do the truth, and be truly effective so that people and businesses can truly benefit.
Considering that direction and management is the key step, it must be drastic, specific, and have clear responsibilities; words must go hand in hand with actions, actions must have results, and create clear changes in reality, the Prime Minister requested heads of ministries, branches, and localities to focus on drastic direction, prioritize the timely and adequate allocation of resources to complete tasks early, ensuring progress and quality.
Along with promoting the effective role of the Working Groups assisting the Government's Steering Committee, strictly and effectively implementing 28 Decrees on decentralization, delegation of power, and assignment of authority; synchronously and effectively operating 2-level local governments; strictly, comprehensively and synchronously implementing the Overall Program on State Administrative Reform for the 2021-2030 period, the Prime Minister directed to step up the review, construction, and improvement of institutions - a "breakthrough of breakthroughs," must be done early, go ahead to pave the way for development.
Note that the development of science, technology and innovation is an important and key driving force to improve productivity, quality, efficiency and competitiveness of the economy. The Prime Minister assigned ministries, branches and enterprises to develop strategic technology products in the Strategic Technology List; develop plans to organize and rearrange science and technology organizations; deploy investment, share and exploit national key research centers and laboratories; develop projects to develop and promote talents.

The Prime Minister directed the establishment of an interdisciplinary working group to support Vietnamese enterprises in searching for, negotiating and acquiring foreign technology companies with important intellectual property and technological know-how to promote ownership of core technology; develop criteria, management regulations, working regimes, remuneration and mechanisms and policies to attract human resources, talents in science, technology, innovation and digital transformation at home and abroad, including special remuneration policies to attract at least 100 leading experts to work in the country.
“Each ministry, sector, and locality selects a chief engineer for science, technology, and innovation, and a chief engineer for professional affairs to build the architecture and digital transformation strategy of their ministry or sector; with policies and regimes on par with those of corresponding management staff,” the Prime Minister emphasized.
Ensuring funding and human resources is a prerequisite and decisive factor.
The Prime Minister assigned relevant ministries and sectors to urge ministries and sectors to develop a detailed plan to deploy 116 national databases and specialized databases; promote the deployment of technological solutions to serve people and businesses associated with population data, electronic identification and authentication; ensure that data is correct, sufficient, clean, alive, and interconnected.
Along with that, build a smart urban project in 6 centrally-run cities; propose solutions to achieve a digital economy scale of 20% of GDP by the end of 2025; continue to deploy digital infrastructure, 5G coverage nationwide associated with promoting the deployment of satellite Internet; urgently overcome the situation of villages and hamlets with low signal and lack of electricity.
The Head of Government believes that the implementation of Project 06 is a fundamental and strategic task to effectively build and operate a digital government, creating maximum convenience for people and businesses, and contributing to the modernization of national governance.
The Prime Minister assigned to soon complete 40/61 utilities on the VNeID platform to serve socio-economic development and social management; coordinate with ministries and branches to cut, reduce and simplify 324 administrative procedures with documents integrated and shared in the VneID application; build a citizen data cloud integrated on the VNeID platform so that people can carry out administrative procedures online in a convenient, secure and effective manner, promoting modern and civilized social management.
Prime Minister Pham Minh Chinh directed ministries, branches and localities to focus on reviewing, cutting down and simplifying administrative procedures, ensuring at least 30% reduction in time for handling administrative procedures, at least 30% reduction in compliance costs, at least 30% reduction in business conditions and 100% reduction in administrative procedures regardless of administrative boundaries within the province by 2025.
“The Chairmen of the People's Committees of provinces and cities shall inspect, rectify and end the situation of "paper brokers" at public administrative service centers,” the Prime Minister reminded.
Ministries, branches and localities focus on synchronously implementing tasks and solutions on providing online public services; speeding up the restructuring of 100% of administrative procedures, providing online public services on the National Public Service Portal, ensuring unity, synchronization, administrative demarcation, saving time and costs; implementing administrative procedures smoothly, effectively and without interruption when arranging administrative units and implementing the 2-level local government model; ensuring information security and network security of information systems and databases.

Affirming that ensuring funding and human resources is a prerequisite and a decisive factor for the success of programs, plans and projects; investment must be made at the right level, effectively, and with the right focus, Prime Minister Pham Minh Chinh assigned to allocate sufficient state budget according to proposals from ministries, branches and localities; prioritize capital for key, inter-sectoral, inter-regional projects with breakthrough and spillover effects. The State Bank of Vietnam and joint stock commercial banks will quickly, effectively and to the right target with low interest rates, the VND500 trillion credit package to promote investment in science, technology, innovation, digital transformation and strategic infrastructure.
The Prime Minister requested ministries, branches and localities to proactively develop and propose tasks and projects on science, technology, innovation and digital transformation with specific and feasible goals and outputs, avoiding dispersion and formalities; deploy training and improve digital transformation capacity for cadres, civil servants, public employees and people, ensuring the ability to operate, exploit and effectively use digital platforms; continue to promote online training on the "Digital Education for the People" platform...
Requesting proposals and rewards for outstanding organizations, individuals and collectives, Prime Minister Pham Minh Chinh believes that with the efforts, determination, proactiveness and creativity of the entire political system, business community and people, the development of science, technology, innovation, national digital transformation and Project 06 will continue to have strong, comprehensive and sustainable changes, contributing significantly to promoting socio-economic development, constantly improving the prosperous and happy life of the people, building a strong and prosperous Vietnam./.
